华中科技大学硕士学位论文秦巴地区乡镇卫生院人力资源管理干预研究姓名:余雪梅申请学位级别:硕士专业:社会医学与卫生事业管理指导教师:乐虹20080521_____11.2.3.24.122005200420%46%5.6.1.2.33.4.;;;4StudyonHumanResourcesManagementInterventionOfTownshipHealthCentersinQinBaDistrictsGraduate:YuXuemeiSupervisor:AssociateprofessorLeHongAbstractObjectiveTodescribeandanalyzetheinterventionactivitiesofhumanresourcesmanagementoftownshiphealthcentersinQinBadistrictsonthebasisofrelevanttheories.Toexpatiateontheinterventionprocessessuchasfunctionanalysisandjobdescription.Toevaluatetheeffectoftheinterventionandreachtheenlightenmentsignificanceofhumanresourcesmanagementoftownshiphealthcenters.MethodsThisresearchmainlyadoptsdocumentstudyandlocalinvestigation.Theinterrelatedliteraturesarecollectedandread.Thesurveyandinterviewaremadewithinterestrelevantgroupsandinordertocomprehendtheirattitudetowardtheinterventionofhumanresourcesmanagementoftownshiphealthcenters.Andqualitativeandquantitativeanalysesareusedtoprocessthematerials.Results1.Healthmanagementdepartmentandinterrelatedexpertsmakedecisiontointerveneinhumanresourcesmanagementintownshiphealthcentersonthebasisofanalyzingthemanagementsituation.Interventionsaredesignedroundclarifyingthejobdescriptionsofmedicalprofessionals,includingdemandevaluationaboutcommunityhealthservices,functionanalysisaboutorganizations,jobdescriptionaboutmedicalprofessionals,businessplanaboutorganizationsandprofessionals,andtechnicalsupportfortownshiphealthcentersatcountrylevels.52.Thepresidents’managementabilitiesareimprovedandtheideasofmodernmanagementbegintobeestablishedinthetownshiphealthcentersonthebasisofallkindsoftrainingclassesandtrainingmaterialsforthepresidentsoftownshiphealthcentersandtheprocessofpractice.3.Thepracticesofhumanresourcesmanagementaresupervisedbyinterventionactivities.Andaseriesoftoolsofhumanresourcesmanagementsuchasjobdescriptionpatternsareproduced.Thelevelofmanagementisimproved.Thejobdescriptionsandthestandardsofdistributionandcheckbasedonthejobdescriptionkeeppersonsandjobsfit.Atthesametimethepositivityofstudyandworkareenhanced.Theevaluatingoftraining’sneedandtechnicalsupportschangetheformertrainingpatterntoneed-orientedtrainingpattern.Andthetrainingeffectsareenhanced.4.Theserviceabilitiesoftownshiphealthcentersarestrengthened.Theservicelevelofmedicalprofessionalsandtherateofservicesutilizeandtheevaluationsfrompatientsareenhanced.Theinvestigationresultsshowthatincomesareraisedaftertheinterventionofhumanresourcesmanagementintwentytownshiphealthcenters.Averagegrossincomesandaverageoperationalincomesareraisedrespectively20%and46%in2005thanwhichin2004.5.Intheprocessofinterventionactivitiesofhumanresourcesmanagement,Somemanagementactivitiesareeffective.Medicalprofessionalsareencouragedbymeansofparticipativemanagement.Managementcapabilitiesofpresidentsoftownshiphealthcentersarestrengthenbymeansoftraining.Andtrainingsarecarriedoutformedicalprofessionalsonthebasisofneed.Hereby,thesemanagementactivitiesshouldbecontinuedinpilothealthcentersandscaledupinotherhealthcenters.6.Theinterventionactivitiesinfluencehumanresourcesefficiencybythemeansofmethodsreformofhumanresourcesmanagement.Duringthepilotperiod,thehealthcenterstaffhaveacceptedthemanagementideasofinterventiondesign,andmasteredsomespecifichumanresourcesmanagementinstruments.Otherinterventionactivitiesexcepttechnicalassistancedon’tneedlargefundsupport.Herebyinterventionactivitiescouldbecontinuedinpilothealthcentersandscaledupinotherhealthcenters.Discussionsandproposals:61.Topaymoreattentiontomanagementandemphasizemanagementofhumanresourcesinexistence.Theproblemofhumanresources’lackandinefficientservicesembarrassthedevelopmentoftownshiphealthcenters.Thehumanresourcesofhighqualitywouldn’tliketoworkintownshiphealthcentersbecauseforpoorconditionandinappropriatemanagementsystem.Theinterventionactivitiespaymoreattentiontohumanresourcesinexistences.Thehumanresourcesarebroughtintofullplayandhealthserviceabilitiesoftownshiphealthcentersareimprovedbythemeansofmanagement.2.Toenstrengthenhumanresourcesmanagementwiththejobdescription-orientedmanagementmethods.Thejobdescription-orientedinterventionactivitiesleadhumanresourcesmanagementmethodstobereformed.Theeyelessandexperientialmanagementmethodsarechanged.Theinterventionactivitiesestablishjobdescriptionbasedonneedsassessmentandfunctionanalysis.Comparemedicalprofessionalactualabilitywithjobresponsibilitytofindthegapbetweenmedicalprofessionalandthejob.Properadjustmentsandtheplansofmedicalprofessionals’exploitationaremadebasedontheresults.Atthesametimethemedicalprofessionalsclarifytheirresponsibilityandtaskbymeansofjobdescriptionsoastoimprovehealthserviceactions.3.Toperfectrelatedregulationtobringhumanresourcesintofullplay.Jobdescriptionclarifiestheresponsibility,task,qualificationandaimofthejob.Theanalysisofobjectivedataandsubjectivedatacanbemadebasedonjobdescription.AndIthelpshumanresourcesmanagementbecomesmorenormativeandmorescientific.Asetofmanagementsystemfromrecruit,distribution,andchecktoemolumentmanagementshouldbeestablishedbasedonjobdescription.4.Superiorsup
