Q/HSQ/HS4014—2010海洋石油直升机安全检查规范Thespecificationforoffshoreoilhelicoptersafetyinspection2010-12-31发布2011-03-01实施发布Q/HS4014—2010I目次前言···································································································································································Ⅱ1范围·······························································································································································12规范性引用文件···········································································································································13术语和定义···················································································································································14直升机安全要求···········································································································································35对飞行机组的要求·······································································································································56对维护人员的要求·······································································································································87对陆上机场的要求·······································································································································98航空器材·······················································································································································99承运人的组织管理·······································································································································910检查···························································································································································14附录A(规范性附录)CCAR-135第135.171条和135.173条·····································································15附录B(规范性附录)要求批准的设备检查清单·························································································17附录C(规范性附录)要求定期检查的设备的检查清单··············································································18附录D(规范性附录)移动甲板俯仰、滚动和起伏限制·············································································19附录E(资料性附录)航空作业者问卷·········································································································20附录F(资料性附录)本标准章节条和《航空器管理指南》章节条对照一览表·······································39Q/HS4014—2010II前言本标准的起草依据GB/T1.1-2009《标准化工作导则第1部分:标准的结构和编写》。本标准由中国海洋石油总公司安全环保专业标准化技术委员会提出并归口。本标准起草单位:中国海洋石油总公司健康安全环保部。本标准主要起草人:吴顺生。本标准主审人:左柯庆。Q/HS4014—20101海洋石油直升机安全检查规范1范围本标准规定了海洋石油直升机安全运行检查的基本要求。本标准适用于对中国海洋石油勘探、开发、生产活动服务的直升机进行安全运行状况的监督检查,包括:一架直升机开始服务飞行前的检查;直升机在服务飞行中的检查;对拟投标的直升机公司进行检查和评估也可参照执行。2规范性引用文件下列文件对于本文件的应用是必不可少的。凡是注明日期的引用文件,仅注明日期的版本适用于本文件。凡是不注明日期的引用文件,其昀新版本(包括所有的修改单)适用于本文件。中国民用航空规章《民用航空器驾驶员、飞行教员和地面教员合格审定规则》(CCAR-61FS-R1)中国民用航空规章《一般运行和飞行规则》(CCAR-91)中国民用航空规章《小型航空器公共航空运输承运人运行合格审定规则》(CCAR-135)《国际民用航空公约》附件14第2卷—直升机场3术语和定义下列术语和定义适用于本文件。3.1委托人trustor指中国海洋石油总公司及所属单位。3.2局方CAAC指中国民航管理当局,包括民航总局、地区管理局和安全运行监督管理办公室。3.3承运人undertaker指按合同向委托方提供直升机服务的直升机公司。该公司应取得局方《小型航空器公共航空运输承运人运行合格证》,其《运行规范》中有“直升机海洋石油服务”的授权。3.4直升机helicopter由委托人和承运人共同确认、承运人用来向委托人提供服务的直升机,用其国籍登记号表示。3.5驾驶员pilot由委托人和承运人共同确认、承运人安排驾驶合同直升机的驾驶员,包括可以任机长的正驾驶和副驾驶,用其中(英)文姓名及其驾驶员执照编号表示。3.6维护人员maintenancecrew由委托人和承运人共同确认、承运人安排维护合同直升机并负责签字放行的人员,用其中(英)文Q/HS4014—20102姓名及其维护人员执照编号表示。3.7检查inspection指委托人按照本标准对承运人进行的检查。该检查不属于局方的监督检查。3.8检查人员inspector指委托人指定的检查人员。3.91级性能直升机helicopterwith1sttypeperformance在关键的动力装置故障情况下,具有此性能的直升机能着陆在中断的起飞区域或者继续安全飞行到适合着陆的区域。3.102级性能直升机helicopterwith2ndtypeperformance具有这样性能的直升机,在关键的动力装置故障情况下,能安全地继续飞行,除了当故障发生在起飞之后的规定的地点或者在着陆之前的一个规定点之后,可能要求强迫着陆。3.113级性能直升机helicopterwith3rdtypeperformance具有这样性能的直升机,在动力装置在飞行剖面的任何点发生故障的情况下,必须执行强迫着陆。3.12“A”类运行type“A”flight包括“A”类起飞和“A”类着陆。“A”类起飞是在起飞阶段,关键的动力装置发生故障的情况下,可以在中断起飞区域安全地中断起飞,或者继续安全完成起飞的一种操纵方法。“A”类着陆是在着陆阶段,关键的动力装置发生故障的情况下,可以复飞或安全着陆的一种操纵方法。具体操纵方法,按该型直升机飞行手册执行。3.13应急运行emergencyflight指台风撤离、搜寻、援救和医疗援救的运行。3.14台风撤离typhoonevacuation指台风将要经过委托人的某一海上石油设施,为避免台风使该设施上的人员的安全受到威胁,在台风到达该设施前,将人员撤离该设施的运行。3.15搜寻与援救searchandrescue指为找到和援救某一人员而实施的应急运行。该人员处于异常环境下,如不将其从该环境中撤出,或如果不为其提供保护和帮助,其生命将受到威胁。3.16医疗援救medicalevacuation表示在涉及到人员医疗紧急救助的情况下,为援救处于不利环境中的人员而实施的一个医疗运行。3.17标示mark对于有按期限进行检查的地面和机载(上)设备,检查合格后,在规定位置标明本次检查人、检查日期、状态和下次检查期限(日期)的信息。3.18记录recordQ/HS4014—20103指局方规章要求记载的所有信息和本标准要求记载的信息。该信息应为纸质记录。4直升机安全要求4.1发动机安装两台或者两台以上涡轮轴发动机。4.2性能标准a)昀大乘客座位多于19座(含)的直升机应达到1级性能直升机标准;b)昀大乘客座位为19座以下的直升机应达到2级性能直升机标准;c)不使用3级性能直升机。4.3设备要求4.3.1仪表飞行规则(IFR)运行的仪表和设备至少具有CCAR-135第135.171条和135.173条所要求的设备,见附录A。4.3.2夜间飞行设备所有夜间飞行设备,包括应急离机灯光(标志),应随时处于完好状态。4.3.3乘客和机组的保护4.3.3.1座椅和安全带a)经批准,并保持完好。否则,不得载运乘客;b)其型号应经该直升机制造国在颁发《型号合格证》时批准,或经局方批准。4.3.3.2救生衣/防寒救生衣a)应为机上每一位乘员配备救生衣;b)机组的救生衣应装有完好适用的搜寻与援救信标设备(SARBE);c)在低水温区(表面水温低于10℃)运行,应备有供机上所有人员穿用的完好的防寒救生衣;d)应按规定时间、由有资质人员进行检查,并清楚标示和记录。4.3.3.3可充气救生筏a)在海上运行时,机上应装有能容纳机上所有人员的救生筏;b)如果直升机乘员达到和多于9人,机上装有的救生筏有一个丢失或不能正常使用时,其余的救生筏能够在过载情况下容纳所有乘员;c)应按规定时间、由有资质人员进行检查,并清楚标示和记录。4.3.3.4应急定位发射机(ELT)a)直升机上应装有应急定位发射机(ELT),装在机组能够方便拆下的位置;b)如果救生筏中或机组救生衣上有应急定位发射机,可以
