Revision3April1995RegulatoryGuide1.118PeriodicTestingofElectricPowerAndProtectionSystems(DraftissuedasDG-1028)[DivisionIndex|RegulatoryGuideIndex|NRCHomePage]PublicationInformationA.INTRODUCTIONSection50.55a,CodesandStandards,of10CFRPart50,DomesticLicensingofProductionandUtilizationFacilities,requiresinparagraph(h),ProtectionSystems,thatprotectionsystemsmeettherequirementssetforthinInstituteofElectricalandElectronicsEngineersStandard279,1CriteriaforProtectionSystemsforNuclearPowerGeneratingStations.Section4.9ofIEEEStd.279-1971requires,inpart,thatmeansbeprovidedforcheckingtheoperationalavailabilityofeachprotectionsysteminputsensorduringreactoroperationandincludesexamplesofhowthiscanbeaccomplished.Section4.10ofIEEEStd.279-1971requires,inpart,thatcapabilitybeprovidedfortestingandcalibratingprotectionsystemequipmentotherthansensorsandindicateswhensuchequipmentmustbetestedduringreactoroperation.GeneralDesignCriterion21,ProtectionSystemReliabilityandTestability,ofAppendixA,GeneralDesignCriteriaforNuclearPowerPlants,to10CFRPart50requires,inpart,thattheprotectionsystembedesignedtopermititsperiodictestingduringreactoroperation,includingacapabilitytotestchannelsindependentlytodeterminefailuresandlossesofredundancythatmayhaveoccurred.GeneralDesignCriterion18,InspectionandTestingofElectricPowerSystems,requires,inpart,thatelectricpowersystemsimportanttosafetybedesignedtopermitperiodictesting,includingperiodictestingoftheperformanceofthecomponentsofthesystemandthesystemasawhole.Thetestingshouldbecarriedoutunderconditionsasclosetodesignaspracticalandshouldinvolvethefulloperationalsequence,includingoperationofportionsoftheprotectionsystem,aswellasthetransferofpoweramongthenuclearpowerunit,theoffsitepowersystem,andtheonsitepowersystem.CriterionXI,TestControl,ofAppendixB,QualityAssuranceCriteriaforNuclearPowerPlantsandFuelReprocessingPlants,to10CFRPart50requires,inpart,thatatestprogrambeestablishedtoensurethatalltesting,includingoperationaltestingrequiredtodemonstratethatsystemsandcomponentswillperformsatisfactorilyinservice,isidentifiedandperformedinaccordancewithwrittentestprocedures.ThisregulatoryguidedescribesamethodacceptabletotheNRCstaffforcomplyingwiththeCommission'sregulationswithrespecttotheperiodictestingoftheelectricpowerandprotectionsystems.TheAdvisoryCommitteeonReactorSafeguardshasbeenconsultedconcerningthisguideandhasconcurredintheregulatoryposition.Anyinformationcollectionactivitiesmentionedinthisregulatoryguidearecontainedasrequirementsin10CFRPart50,whichprovidestheregulatorybasisforthisguide.Theinformationcollectionrequirementsin10CFRPart50havebeenapprovedbytheOfficeofManagementandBudget,ApprovalNo.3150-0011.B.DISCUSSIONIEEEStd.338-1987,1CriteriaforthePeriodicSurveillanceTestingofNuclearPowerGeneratingStationSafetySystems,waspreparedbyWorkingGroup3.0ofSubcommittee3,Operations,SurveillanceandTesting,oftheIEEENuclearPowerEngineeringCommitteeandwasapprovedbytheIEEEStandardsBoardonSeptember10,1987(reaffirmedin1993).Thestandardprovidesdesignandoperationalcriteriafortheperformanceofperiodictestingaspartofthesurveillanceprogramofnuclearpowerplantsafetysystems.Theperiodictestingconsistsoffunctionaltestsandchecks,calibrationverification,andtimeresponsemeasurements,asrequired,toverifythatthesafetysystemperformstomeetitsdefinedsafetyfunctions.Thesystemstatus,associatedsystemdocumentation,testintervals,andtestproceduresduringoperationarealsoaddressed.C.REGULATORYPOSITIONConformancewiththerequirementsofIEEEStd.338-1987,CriteriaforthePeriodicSurveillanceTestingofNuclearPowerGeneratingStationSafetySystems,providesamethodacceptabletotheNRCstaffforsatisfyingtheCommission'sregulationswithrespecttoperiodictestingofelectricpowerandprotectionsystemsifthefollowingexceptionsarecompliedwith:1.Thedefinitionsofsafetysystems,safetyfunction,andsafetygroupinIEEEStd.603-1991,1CriteriaforSafetySystemsforNuclearPowerGeneratingStations,areusedinsteadofthedefinitionsinIEEEStd.338-1987.2.BothSections5(15)and6.4(5)ofIEEEStd.338-1987arereplacedbythefollowing:Proceduresforperiodictestsshallnotrequiremakeshifttestconnectionsexceptasfollows:(1)Temporaryjumperwiresmaybeusedwithsafetysystemsthatareprovidedwithfacilitiesspecificallydesignedfortheconnectionofportabletestequipment.ThesefacilitiesshallbeconsideredpartofthesafetysystemandshallmeetalltherequirementsofIEEEStd.338-1987.(2)Removaloffusesoropeningabreakerispermittedonlyifsuchactioncausestripoftheassociatedchanneloractuationofthelogicoftheassociatedloadgroup.(3)Testproceduresoradministrativecontrolsshallprovideforverifyingtheopencircuitorverifyingthattemporaryconnectionsarerestoredaftertesting.3.Thedescriptionforalogicsystemfunctionaltest,asnotedinSection6.3.5ofIEEEStd.338-1987,impliesthatthesensorisincluded.Alogicsystemfunctionaltestistobeatestofalllogiccomponents(i.e.,allrelaysandcontacts,tripunits,solidstatelogicelements,etc.)ofalogiccircuit,fromasclosetothesensoraspracticableuptobutnotincludingtheactuateddevice,toverifyoperability.D.IMPLEMENTATIONThepurposeofthissectionistoprovideinformati
