Rev.2ofRG1.189,Page1U.S.NUCLEARREGULATORYCOMMISSIONOctober2009Revision2REGULATORYGUIDEOFFICEOFNUCLEARREGULATORYRESEARCHREGULATORYGUIDE1.189(DraftwasissuedasDG-1214,datedApril2009)FIREPROTECTIONFORNUCLEARPOWERPLANTSA.INTRODUCTIONTheprimaryobjectivesoffireprotectionprograms(FPPs)atU.S.nuclearplantsaretominimizeboththeprobabilityofoccurrenceandtheconsequencesoffire.Tomeettheseobjectives,theFPPsforoperatingnuclearpowerplantsaredesignedtoprovidereasonableassurance,throughdefenseindepth,thatafirewillnotpreventthenecessarysafe-shutdownfunctionsfrombeingperformedandthatradioactivereleasestotheenvironmentintheeventofafirewillbeminimized.TheregulatoryframeworkthattheU.S.NuclearRegulatoryCommission(NRC)hasestablishedfornuclearplantFPPsconsistsofanumberofregulationsandsupportingguidelines,including,butnotlimitedto,GeneralDesignCriterion(GDC)3,“FireProtection,”assetforthinAppendixA,“GeneralDesignCriteriaforNuclearPowerPlants,”toTitle10oftheCodeofFederalRegulations(10CFR)Part50,“DomesticLicensingofProductionandUtilizationFacilities”(Ref.1);10CFR50.48,“FireProtection”;AppendixR,“FireProtectionProgramforNuclearPowerFacilitiesOperatingPriortoJanuary1,1979,”to10CFRPart50;regulatoryguides;genericcommunications(e.g.,genericletters(GLs),regulatoryissuesummaries(RISs),bulletins,andinformationnotices(INs));NUREG-seriesreports,includingNUREG-0800,“StandardReviewPlanfortheReviewofSafetyAnalysisReportsforNuclearPowerPlants”(hereafterreferredtoastheSRP)(Ref.2);andindustrystandards.SincenotallofthefireprotectionregulationspromulgatedbytheNRCapplytoallplants,thisguidedoesnotcategorizethemasregulations.Licenseesshouldrefertotheirplant-specificlicensingbasestodeterminetheapplicabilityofaspecificregulationtoaspecificplant.________________________________________________________________________________________________________TheNRCissuesregulatoryguidestodescribeandmakeavailabletothepublicmethodsthattheNRCstaffconsidersacceptableforuseinimplementingspecificpartsoftheagency’sregulations,techniquesthatthestaffusesinevaluatingspecificproblemsorpostulatedaccidents,anddatathatthestaffneedsinreviewingapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsthatdifferfromthosesetforthinregulatoryguideswillbedeemedacceptableiftheyprovideabasisforthefindingsrequiredfortheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.Regulatoryguidesareissuedin10broaddivisions—1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.ElectroniccopiesofthisguideandotherrecentlyissuedguidesareavailablethroughtheNRC’spublicWebsiteundertheRegulatoryGuidesdocumentcollectionoftheNRC’sElectronicReadingRoomat’sAgencywideDocumentsAccessandManagementSystem(ADAMS)at(BTP)SPLB9.5-1,“GuidelinesforFireProtectionforNuclearPowerPlants”(formerlyBTPCMEB9.5-1),issuedOctober2003(Ref.3).Manyexistingnuclearplantsareadoptingrisk-informed,performance-basedFPPsinaccordancewith10CFR50.48(c)1andNationalFireProtectionAssociation(NFPA)Standard805,“Performance-BasedStandardforFireProtectionforLightWaterReactorElectricGeneratingPlants,”2001Edition(Ref.5).WhilemuchoftheguidanceprovidedherehasbeenincorporatedintheFPPoftheseplantsandwillcontinuetobeappropriateforarisk-informed,performance-basedFPP,theguidanceprovidedinRegulatoryGuide1.205,“Risk-Informed,Performance-BasedFireProtectionforExistingLight-WaterNuclearPowerPlants”(Ref.6),willtakeprecedenceovertheguidanceprovidedinthisregulatoryguideforplantsthatadoptarisk-informed,performance-basedFPPinaccordancewith10CFR50.48(c).Forplantsthatdonotmodifytheirlicensesinaccordancewith10CFR50.48(c),theNRCstaffmayacceptrisk-informedandperformance-basedalternativestotheguidancepresentedinthisdocumentthatareinaccordancewithRegulatoryGuide1.205(Ref.6).LicenseesthatdonotadoptaprogrambasedonNFPA805(Ref.5)mayuserisk-informed,performance-basedmethodstodeterminetheacceptabilityofaplantchange;however,licenseesshouldsubmitthemethodology,includingacceptancecriteria,forNRCreviewandapprovalasalicenseamendmentrequest,inaccordancewith10CFR50.90,“ApplicationforAmendmentofLicenseorConstructionPermit,”beforeimplementi
