RegulatoryguidesareissuedtodescribeandmakeavailabletothepublicsuchinformationasmethodsacceptabletotheNRCstaffforimplementingspecificpartsoftheNRC’sregulations,techniquesusedbythestaffinevaluatingspecificproblemsorpostulatedaccidents,anddataneededbytheNRCstaffinitsreviewofapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsdifferentfromthosesetoutintheguideswillbeacceptableiftheyprovideabasisforthefindingsrequisitetotheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.Commentsandsuggestionsforimprovementsintheseguidesareencouragedatalltimes,andguideswillberevised,asappropriate,toaccommodatecommentsandtoreflectnewinformationorexperience.WrittencommentsmaybesubmittedtotheRulesandDirectivesBranch,ADM,U.S.NuclearRegulatoryCommission,Washington,DC20555-0001.Regulatoryguidesareissuedintenbroaddivisions:1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.Singlecopiesofregulatoryguides(whichmaybereproduced)maybeobtainedfreeofchargebywritingtheDistributionServicesSection,U.S.NuclearRegulatoryCommission,Washington,DC20555-0001,orbyfaxto(301)415-2289,orbyemailtoDISTRIBUTION@NRC.GOV.ElectroniccopiesofthisguideandotherrecentlyissuedguidesareavailableatNRC’shomepageat(DraftwasissuedasDG-1099)ANCHORINGCOMPONENTSANDSTRUCTURALSUPPORTSINCONCRETEA.INTRODUCTIONThisregulatoryguideisbeingissuedtoprovideguidancetolicenseesandapplicantsonmethodsacceptabletotheNRCstaffforcomplyingwiththeNRC’sregulationsinthedesign,evaluation,andqualityassuranceofanchors(steelembedments)usedforcomponentandstructuralsupportsonconcretestructures.GeneralDesignCriterion(GDC)1,QualityStandardsandRecords,ofAppendixA,GeneralDesignCriteriaforNuclearPowerPlants,to10CFRPart50,DomesticLicensingofProductionandUtilizationFacilities,requires,inpart,thatstructures,systems,andcomponents(SSCs)importanttosafetybedesigned,fabricated,erected,andtestedtoqualitystandardscommensuratewiththeimportanceofthesafetyfunctionstobeperformed.Inaddition,GDC2,DesignBasesforProtectionAgainstNaturalPhenomena,andGDC4,EnvironmentalandDynamicEffectsDesignBases,require,inpart,thatsuchSSCsbedesignedtowithstandtheeffectsofnaturalphenomenaandtoaccommodatetheeffectsofandbecompatiblewiththeenvironmentalconditionsassociatedwithnormaloperationandpostulatedaccidents.AppendixB,“QualityAssuranceCriteriaforNuclearPowerPlantsandFuelReprocessingPlants,”to10CFRPart50establishesoverallqualityassuranceforSSCsimportanttosafety.AppendixS,“EarthquakeEngineeringCriteriaforNuclearPower1AppendixSto10CFRPart50appliestoapplicantsforadesigncertificationorcombinedlicensepursuantto10CFRPart52oraconstructionpermitoroperatinglicensepursuantto10CFRPart50onorafterJanuary10,1997.However,foreitheranoperatinglicenseapplicantorholderwhoseconstructionpermitwasissuedbeforeJanuary10,1997,theearthquakeengineeringcriteriainSectionVIofAppendixAto10CFRPart100continuetoapply.1.199-2Plants,”to10CFRPart50,states,inpart,requirementsfortheimplementationofGDC2withrespecttoearthquakes.1LicenseesandapplicantsmayproposemeansotherthanthosespecifiedbytheprovisionsoftheRegulatoryPositionofthisguideformeetingapplicableregulations.Nonewstandardsarebeingimposedbythisregulatoryguide.Implementationofthisguidancebylicenseeswillbeonastrictlyvoluntarybasis.Theinformationcollectionscontainedinthisregulatoryguidearecoveredbytherequirementsof10CFRPart50,whichwereapprovedbytheOfficeofManagementandBudget(OMB),approvalnumber3150-0011.IfameansusedtoimposeaninformationcollectiondoesnotdisplayacurrentlyvalidOMBcontrolnumber,theNRCmaynotconductorsponsor,andapersonisnotrequiredtorespondto,theinformationcollection.B.DISCUSSIONComponentandstructuralsupportsarefastenedtotheconcretebuildingstructurebyanchors(steelembedments)thattransmitforcestotheconcretebuildingstructurebybearing,shear,tension,oracombinationthereof.Structuralfailureofpipingsupportsforsafetysystemsandquestionsconcerningtheperformanceofonetypeofsteelembedment,theexpansionanchorbolt,ledtotheissuanceofInspectionandEnforcementBulletin(IEB)79-02,PipeSupportBasePlateDesignsUsingConcreteExpansionAnchorBolts,inNovemberof1979.ReviewofreportsrequiredbyIEB79-02revealedthatindustrypracticesvaried.Noconsistencyexistedinthedesignandinstallationofsuchanchorsasgroutedanchors,embeddedplates,orinserts.UtilitiesandanchormanufacturerswerepromptedbytheseinconsistenciestoconductresearchtoanswerquestionsraisedbyIEB79-02.InOctober1980,theAmericanConcreteInstitutereleasedAppendixB,“SteelEmbedments,“toACI349-80,“CodeRequirementsforNuclearSafetyRelatedConcreteStructures.”ThedesignmethodologyandcodestandardsinAppendixBtoACI349-
