青岛市蔬菜质量安全管理问题研究摘要随着经济和现代农业的发展,我国蔬菜生产在满足人们的饮食需求的同时,也出现了一些问题。农业生态环境不断受到污染和农业生产者的粗放经营生产模式都使农业生产过程潜藏着诸多危害。近年来出现的种种关于蔬菜质量安全的问题导致人们对目前蔬菜市场销售的蔬菜产品质量产生质疑。青岛市在保障市民食用蔬菜安全方面的工作卓有成效。蔬菜产业在青岛市发展出口、加工、运销等产业中发挥了强有力的支撑作用。青岛大沽河流域规划建设的“百万亩蔬菜示范区”,在提高设施标准化程度和增加种植品种的同时也提高了蔬菜种植产量和收益,同时对蔬菜质量安全管理也起到了有效的保障和推动作用。但目前青岛市蔬菜质量安全管理体系仍不完善,由蔬菜质量安全问题引发的国际贸易争端也已影响到青岛蔬菜产品的国际市场竞争力和农民收入的持续稳定增长。本文在参阅大量国内外蔬菜质量安全管理实践经验、文献资料的基础上,结合对青岛市蔬菜质量安全现状和管理工作的实践梳理分析,通过对青岛市蔬菜质量安全现状和管理工作的梳理,将国内外蔬菜质量安全管理方面的实践经验与青岛市蔬菜质量安全管理工作进行比较分析,总结青岛市蔬菜质量安全管理体系的经验与问题,并提出以下几方面的可行性对策:一是加强标准体系建设,推进无公害蔬菜认证;二是加强产地生态环境建设,推广蔬菜安全生产技术;三是加强蔬菜生产组织化建设,实施品牌战略;四是加强农药残留检测,严格执行“产地准出”和“市场准入”;五是完善追溯和召回制度。以期通过本论文为提高青岛市蔬菜质量安全保障提供理论和实践支持,对加入WTO之后,提高青岛市的蔬菜质量、增强蔬菜出口竞争力、打破“绿色壁垒”具有促进意义,同时能够对我国蔬菜安全建设有一定的示范和借鉴意义。关键词:蔬菜生产;质量安全管理;影响因素;对策建议StudyonVegetablequalityandsafetymanagementofQingdaoAbstractAsthedevelopmentofeconomyandmodernagriculture,thevegetableproductionofourcountryismeetingthepeople'sdietaryneeds.Butsomeproblemsarearising.Agriculturalecologicalenvironmenthasbeenpolluted,andtheextensiveproductionpatternofagriculturalproducersmaketheagriculturalproductionprocesshidingalotofharm.Theproblemsonthequalitysafetyledvegetableproductqualityquestiontothecurrentmarketconsumersinrecentyears.TheworkofQingdaocityonsafeguardingcitizenediblevegetablesafetyisveryfruitful.VegetableindustryplaysastrongsupportingroleinQingdaocitydevelopmentofexport,processing,transportationandotherindustries.themillionmuofvegetabledemonstrationarea”,whichplannedandconstructedinQingdaoDaguRiverBasin,playsimportantroleInimprovingthefacilitystandardizationdegreeandincreasingplantvarietiesandimprovingthecultivationofvegetablesproductionandincome.Atthesametimeitalsoplaysaroleinpromotingtheeffectiveprotectionandonvegetablequalitysafetymanagement.ButatpresentQingdaocityvegetablequalitysafetymanagementsystemisnotperfectyet.ThevegetablequalityandsafetycausedbythedisputeofinternationaltradehasalsoaffectedQingdaovegetableproductcompetitivenessintheinternationalmarketandfarmerincometostabilizegrowthcontinuously.ThepapermadeasummaryofQingdaocityvegetablequalitysafetymanagementsystem:experiencesandproblems,andputforwardthefollowingseveralaspectsthefeasibilitycountermeasure,whichbasedonalargenumberofdomestic,foreignvegetablequalitysafetymanagementexperienceandliteraturedata,accordingtotheQingdaocityvegetablequalitysafetyandmanagementpracticeanalysis.ThepaperalsobasedonanalyzingQingdaocityonthecurrentsituationofvegetablequalitysafetyandmanagementathomeandabroadcombing,vegetablequalitysafetymanagementexperienceandtheQingdaocityvegetablequalitysafetymanagementworkcomparativeanalysis.Thefirst,Strengthenstandardsystemconstruction,promotethecertificationofpollution-freevegetables.Thesecondstrengthentheoriginofecologicalenvironmentconstruction,thepromotionofvegetablesafetyproductiontechnology.Thethirdstrengthenvegetableproductionorganizationconstruction,theimplementationofbrandstrategy.Thefourthstrengthenpesticideresiduetesting,strictimplementationoftheoriginofexitandmarketadmittance.ThefifthImprovingtraceabilityandrecallsystem.InordertothroughthisstudytoimprovetheQingdaocityvegetablequalitysafetyguaranteetoprovidetheoreticalandpracticalsupport,andhassignificancetopromotetheaccessiontotheWTO,eventoimprovethevegetablequality,enhancecompetitiveness,breakingthegreenbarrier.Atthesametimethepaperwouldhascertaindemonstrationanddrawlessonsfromameaningtoourcountryvegetablesafetyconstruction.KeyWords:Vegetableproduction;Qualitysafetymanagement;Influencefactors;Countermeasuresandsuggestion1目录1绪论..........................................................11.1研究背景...............................................................11.2研究意义与目的.........................................................21.3国内外研究综述.........................................................31.3.1国外关于蔬菜质量安全的研究...........................................31.3.2国内关于蔬菜质量安全方面的研究.......................................51.4主要研究内容及方法.....................................................81.4.1研究内容.............................................................81.4.2研究方法.............................................................91.5研究框架..............................................................101.6创新之处..............................................................102相关概念和基本理论...........................................112.1农产品质量安全........................................................112.1.1农产品..............................................................112.1.2农产品质量安全......................................................112.2蔬菜质量安全管理体系..................................................122.2.1蔬菜质量安全的基本内涵..............................................122.2.2蔬菜质量安全管理及相关理论..........................................142.2.3蔬菜质量安全管理体系................................................163青岛市蔬菜质量安全管理实践及其影响因素.......................183.1我国蔬菜质量安全管理现状..............................................183.1.1我国蔬菜安全管理的发展阶段..........................................183.1.2我国蔬菜质量安全管理体系............................................203.2青岛市蔬菜
