1/8在性别平等和妇女赋权：推动妇女走在时代前列”主题活动上的致辞双语大使在性别平等和妇女赋权：推动妇女走在时代前列主题活动上的致辞（双语）尊敬的各位嘉宾、同事，女士们、先生们：大家好！很高兴能同墨西哥、丹麦、肯尼亚等世界妇女大会主办国常驻团、联合国妇女协会、普遍权利组织合办此次活动。欢迎各国常驻团、人权高专办、消除对妇女歧视委员会、联合国妇女署、联合国人口基金、学术机构和民间社会等各方面的积极参与。《世界人权宣言》、《维也纳宣言和行动纲领》是性别平等、妇女人权理念的基石。1995年第四次世界妇女大会通过《北京宣言》和《行动纲领》以来，男女平等的共识日益得到强化，全球妇女事业取得显著进展。同时，由于种种原因，各国各地区仍然存在妇女发展水平不一，男女权利、机会、资源分配不均的情况。各种全球性挑战此起彼伏，使妇女权益保护面临更加复杂严峻的挑战。重申《世界人权宣言》和《维也纳宣言》精神，以平等、包容、可持续方式落实《北京宣言》和《行动纲领》仍然任重道远。中方在此呼吁：一是支持妇女建功立业。妇女是人类历史的创造者、社会进步的推动者。中方支持各国结合本国国情制定科学合理的发展战略，提高妇女参与决策管理水平，推动妇女成为各行各业的领军人物，发挥半边天的重要作用。在中国，投身乡村女童教育事业的张桂梅、在太空发出妇女节祝福的航天员王亚平等杰出女性家喻户晓，彰显女性楷模的力量。二是帮助妇女摆脱贫困影响。推动妇女参加社会和经济活动，能有效提高妇女地位，极大提升社会生产力和经济活力。我们支持将妇女脱贫纳入顶层设计，同时提高妇女参与就业的素质能力和平等机会。扶贫先扶志与智，中国以技能培训、资金帮扶等方式，持续帮助妇女创业增收。2021年，中国脱贫攻坚取得全面胜利，近5000万农村贫困女性人口全部脱贫，全面提高了中国妇女享有各项人权的水平。三是保障妇女各项权益。将保障妇女权益系统纳入法律法规，上升为国家意志，是确保性别平等的必由之路。中国建立了全面的法律制度体系，在国家和地方各层面开展政策法规性别平等评估机制。在80余万条修法意见基础上，立法机关对《妇女权益保障法》作出了符合时代要求的修订，进一步强化了司法救济。四是为妇女发展创造良好氛围。男女共有一个世界，消除对妇女的歧视、偏见和暴力，将使社会更加包容、更有活力。中国多渠道开展男女平等基本国策宣传教育，将去除性别刻板印象破除重男轻女想法等性别平等理念纳入国民教育体系，动员全社会力量不断形成共同尊重和支持妇女的良好氛围。3/8五是加大妇女领域国际合作。全球妇女事业发展离不开各方的共同努力。发达国家应加大对发展中国家的资金和技术援助，缩小各国妇女发展差距。中方通过捐款、设立奖项、开展项目等方式，以行动支持全球妇女事业发展。同时，中方切实履行条约义务，与消妇歧委员会加强沟通，体现了建设性态度。习近平主席已倡议在2025年再次召开全球妇女峰会。中方愿继续同各方加大妇女权利领域合作，为加快实现性别平等、促进全球妇女事业发展提供支持。预祝今天的活动取得圆满成功！谢谢！Distinguishedguests,dearcolleagues,Ladiesandgentlemen,Goodmorningtoyouall!Itisagreatpleasuretoco-hostthiseventwiththePermanentMissionsofthehostcountriesoftheWorldConferenceonWomen,namely,Mexico,Denmark,andKenya,aswellasUnitedNationsWomen'sGuildGeneva(UNWG-Geneva)andUniversalRightsGroup(URG).IwishtoextendmywarmwelcometothePermanentMissions,OHCHR,CEDAW,UNWomen,UNFPA,academia,andcivilsociety,andthankyouforyouractiveparticipation.TheUniversalDeclarationofHumanRights(UDHR)andtheViennaDeclarationandProgrammeofAction(VDPA)serveascornerstonesofgenderequalityandwomen'shumanrights.SincetheadoptionoftheBeijingDeclarationandPlatformforActionattheFourthWorldConferenceonWomenin1995,therehasbeenagrowingconsensusongenderequalityandsignificantprogresshasbeenmadeinadvancingtheglobalcauseforwomen.However,duetovariousreasons,differentcountriesandregionsstillhavevaryinglevelsofwomen'sdevelopment,withdisparityintherights,opportunities,andresourcesenjoyedbywomenandmen.Moreover,theemergenceofnumerousglobalchallengesandrenderedtheprotectionofwomen'srightsandinterestsevenmorecomplexanddifficult.Therefore,itisimperativetoreaffirmthespiritoftheUDHRandtheVDPAandimplementtheBeijingDeclarationandPlatformforActioninanequal,inclusive,andsustainablemanner,andwestillhavealongwaytogo.Chinaherebycallsonthat:First,weshouldstronglysupportwomeninbuildingtheircareersandachievinggreaterheights.Womenarethecreatorsofhumanhistoryandthedrivingforcebehindsocialprogress.Chinabelievesthatcountriesshouldformulatescience-basedandappropriate5/8developmentstrategiesinlinewiththeirnationalconditionsandincreasewomen'sparticipationindecision-makingandmanagementroles.Weshouldencourageandsupportwomenintakingleadershiprolesinallsectors,thusallowingthemtofulfiltheircriticalroleashalfthesky.InChina,outstandingwomensuchasZhangGuimei,whohasdevotedherselftogirls'educationinruralareas,andastronautWangYaping,whosentgreetingsfromspaceonInternationalWomen'sDay,arewellknownrolemodelsinspiringthenextgenerationofwomenleaders.Second,weshouldhelpwomenbreakfreefromthecycleofpoverty.Promotingwomen'sparticipationinsocio-economicactivitiescaneffectivelyimprovetheirstatusandboostsocialproductivityandeconomicvitality.Chinasupportstheintegrationofwomen'spovertyeradicationintotheoverarchingpolicydesign,whileenhancingtheircapacityandequalopportunitiestoparticipateinemployment.ChinabelievesthatPovertyalleviationstartswithsupportingpeopleinacquiringknowledgeandskillsandrealizingtheirambitions,thatiswhyChinahasbeenhelpingwomentostarttheirownbusinessesandincreaseincomesthroughskillstrainingandfinancialassistance.In2021,Chinaachievedacomprehensivevictoryinpovertyalleviation,liftingnearly50millionpoorwomeninruralareasoutofpoverty,thussignificantlyimprovingtheenjoymentofallhumanrightsbyChinesewomen.Third,weshouldprotectwomen'srightsandinterests.Incorporatingtheprotectionofwomen'srightsandinterestsintolawsandregulationsandelevatingitsstatusasanationalpriorityisessentialtoensuregenderequality.Chinahasestablishedacomprehensivelegalsystemandimplementedgenderequality-basedreviewoflawsandpoliciesatbothnationalandlocallevels.Basedonmorethan800,000entriesofcommentsontherevisionoflaws,theLawontheProtectionofWomen'sRightsandInterestshasbeenamendedbythelegislaturetomeettherequirementsofthetimesandfurtherstrengthensjudicialremedies.Fourth,weshouldcreateanenablingenvironmentforwomen'sdevelopment.Womenandmensharethesameworld,andtheeliminationofdiscrimination,prejudice,andviolenceagainstwomencanmakesocietymoreinclusiveandvibrant.Chinahaslaunchedamulti-prongedcampaigntopromoteandraiseawarenessonthebasicstatepolicy7/8ofgenderequality.Genderequalityconceptssuchaseliminatinggenderstereotypesandmalesuperiorityhavebeenincorporatedintothenationaleducationsystem.Thewholesocietyi
