晋能机电函﹝2015﹞23号晋能集团有限公司关于转发《山西省煤矿技术装备标准(试行)》的通知各市公司、晋神公司、能源投资公司,煤炭生产管理公司各部门:根据省煤炭厅要求,现将《关于印发〈山西省煤矿技术装备标准(试行)〉的通知》晋煤科发〔2014〕1380号文件转发给你们,请遵照执行。晋能集团有限公司2015年1月21日—2—附件—3——4—山西省煤矿技术装备标准(试行)山西省煤炭工业厅二○一四年十一月—5—目录第一章总则·········································9第二章矿井供电技术装备标准··························11第一节基本要求··································11第二节供电电源及线路····························11第三节地面供配电·······························12第四节井下供配电·······························14第三章矿井提升设备技术装备标准·····················17第一节基本要求··································17第二节提升机及制动装置··························18第三节电力拖动和控制系统························19第四节安全、保护装置····························20第五节信号装置··································21第六节提升钢丝绳································22第七节提升容器及装卸载设备·····················22第四章矿井固定带式输送机技术装备标准················24第一节基本要求··································24第二节驱动装置和滚筒····························25第三节制动和逆止装置····························26第四节控制信号装置······························27第五节安全保护装置······························27第六节输送带····································28—6—第七节拉紧装置··································28第八节钢丝绳牵引带式输送机······················29第九节其它······································29第五章矿井架空乘人装置技术装备标准··················31第一节基本要求··································31第二节驱动装置··································32第三节液压系统··································32第四节制动装置··································32第五节钢丝绳····································33第六节运行速度和吊椅····························33第七节托绳轮和压绳轮····························33第八节安全保护装置······························34第六章井下辅助运输设备技术装备标准··················36第一节基本要求··································36第二节轨道机车设备·····························37第三节绳牵引设备································38第四节卡轨车与齿轨车····························40第五节单轨吊····································41第六节无轨胶轮车································42第七节信号与通信································46第七章矿井排水设备技术装备标准······················47第一节基本要求··································47第二节水泵及电动机······························48—7—第三节管路及附属设施····························49第四节供配电、监测及控制·························50第八章矿井通风设备技术装备标准······················52第一节基本要求··································52第二节主要通风机及电动机························52第三节供配电、监测与控制························53第四节附属设施··································54第九章矿井压风设备技术装备标准······················56第一节基本要求··································56第二节压风设备及管路系统························56第三节附属设施··································58第四节压风机控制及保护系统······················58第十章矿井瓦斯抽采设备技术装备标准··················60第一节基本要求··································60第二节瓦斯抽采泵及管路··························60第三节管路附属装置及安全设施····················61第四节供配电、监测与控制························61第十一章矿井采掘设备技术装备标准····················63第一节基本要求··································63第二节采煤机···································64第三节工作面运输系统设备························66第四节液压支架··································68第五节乳化液泵站及喷雾泵站······················69—8—第六节掘进设备··································70第七节局部通风机································72第十二章附则·······································74—9—第一章总则第1-1条为大力实施煤炭科技创新,加快新技术、新装备推广应用,强制淘汰落后技术装备水平,切实推进“七高一文明”现代化矿井建设,根据国家、行业相关标准和规定,结合本省实际,制定《山西省煤矿技术装备标准》。第1-2条煤矿技术装备应贯彻“安全第一、预防为主、综合治理”的安全方针,符合国家、省有关煤炭产业政策,体现安全可靠、经济实用、节能环保、技术先进的原则,因地制宜推广使用新技术、新材料、新装备,着力提高以采、掘、机、运、通为主体的矿井技术装备水平,着力提高矿井安全技术装备和智能化技术装备的水平,全面促进矿井生产的规模化、集约化、机械化和现代化,确保矿井安全生产。第1-3条新选设备严禁选用国家明令禁止使用或淘汰的设备;对正在使用的高耗能设备应进行技术改造或更换。第1-4条使用安全标志管理目录内的矿用产品应有安全标志;实行安全标志管理以前购置的大型固定设备,经有资质的技术检测机构检测检验合格,并能够满足产品安全性能要求的,可以继续使用。井下使用的防爆电气设备,必须具有“矿用产品安全标志证书”、“防爆合格证”、“产品合格证”。第1-5条本标准适用于山西省境内的所有井工煤矿(以下称“煤矿”或“矿井”),标准未涉及的内容,执行国家及行业现行规程、规范、标准及规定。—10—第二章矿井供电技术装备标准第一节基本要求第2-1条矿井供电系统应满足供电安全、供电可靠、供电经济、供电质量等要求。第2-2条矿井供配电设备应选用国家推广的、符合相关产业政策的先进设备。第二节供电电源及线路第2-3条对于高瓦斯矿井、煤(岩)与瓦斯(二氧化碳)突出矿井,必须实现两路电源供电,两路电源应当来自两个不同区域的变电站,当一路电源发生故障或停止运行时,另一路电源能保证独立正常供电。第2-4条对于瓦斯矿井,供电电源原则上应由两个不同的变电站出线供电,若确有困难,可以来自同一个变电站的不同母线段。第2-5条正常情况下,矿井电源应采用分列运行方式。若一回路运行时另一回路必须带电备用,以保证供电的连续性和可靠性。第2-6条矿井供电电压,应根据其用电负荷及附近电源情况综合确定,大、中型矿井宜采用110kV或35kV。第2-7条矿井任一回路电源线路发生故障停止供电时,另一回路应能担负矿井全部负荷。矿井两回路电源线路上都不得分接任何负荷。10kV及其以下的矿井架空电源线路不得共杆架设。矿井电源—11—线路上严禁装设负荷定量器。第2-8条矿井电源线路的供电能力,如需采用一回路运行,另一回路带电备用工作方式,则其中任一回路电源线路应能担负全矿负荷且电压降不应大于5%。第2-9条矿井电源架空线路路径的选择,应尽量利用井田境界或各类保护煤柱。第三节地面供配电第2-10条矿井变电所应设于远离污秽及火灾、爆炸危险环境和噪声、震动环境,且靠近负荷中心、便于进出线处。第2-11条矿井变电所的主变压器不应少于2台,当1台停止运行时,其余变压器的容量应能保证一级和二级负荷用电。带电备用电源的变压器宜热备用;若冷备用,必须保证备用电源能及时投入正常运行,保证主要通风机等10min内可靠启动和运行。第2-12条主变压器应优先选用带有载调压分接开关的、国家推广的低能耗型变压器。矿井一级配电电压应优先采用10kV。第2-13条矿井主变电所应设置微机综合自动化装置,完成对所内主设备的控制、保护、测量、信号采集传输等功能。第2-14条矿井地面配电电压等级一般为10(6)kV、660V、380/220V。单台功率200kW及以上设备宜采用高压供电。第2-15条矿井主要通风机、提升人员的立井绞车、抽放瓦斯泵及向矿井自救系统供风的压风机等主要设备房,应各有两回路直接由变(配)电所不同母线段馈出的供电线路,线路上不应分—12—接任何负荷。第2-16条矿井地面配电系统布局应简单可靠、合理,尽量缩短配电半径,减少电网电能损失。第2-17条无功补偿应优先选用具有自动跟踪动态补偿兼滤波功能的装置。第2-18条矿井高压电网必须采取措施限制单相接地电容电流不超过20A。自动补偿消弧装置的选择应结合矿井的发展并留有一定裕量。第2-19条电网中接有非线性设备及负荷的矿井,应采取措施将谐波电流限制在GB/T-14549《电能质量公用电网谐波》规定的范围内。第2-20条地面供配电系统必须有完善的保护接地网,设置应符合GB50169《电气装置安装工程接地装置施工及验收规范》的规定。建筑物防雷应符合GB50057《建筑物防雷设计规范》的规定。第四节井下供配电第2-21条新建矿井应采用10kV下井供电。严禁由地面中性点直接接地的变压器或发电机直接向井下供电。第2-22条由地面引至井下主变电所和
