1江苏石油勘探局安徽公司40418JS钻井队清洁生产审核报告二○一一年十一月2目录前言··············································································第一章审核准备······································································1.1取得领导的支持····························································1.2建立清洁生产审队伍························································1.3制定工作计划······························································1.4开展宣传教育······························································1.5存在的障碍及对策···························································第二章预审核········································································2.1进行现状调研······························································2.2企业废弃物产生和排污现状分析··············································2.3确定审核重点·····························································2.4清洁生产目标·····························································2.5提出和实施无/低费方案····················································第三章审核······································································3.1审核重点概况·····························································3.2审核重点能源及原辅料消耗·················································3.3排污现状·················································3.4审核重点废物产生原因分析·················································第四章方案产生和筛选·······························································4.1方案的产生·······························································4.2方案汇总·····························································4.3方案筛选·································································第五章可行性分析···································································5.1对方案进行技术、环境、经济评估············································5.2推荐可实施方案···························································第六章方案实施·····································································6.1组织方案实施······························································6.2汇总已实施的无/低费方案的成果·············································6.3评价已实施的中/高费方案的成果·············································6.4分析总结已实施方案对企业的影响············································6.5方案实施后与行业清洁生产指标对比情况······································6.6清洁生产目标完成情况······················································第七章持续清洁生产·································································7.1建立和完善清洁生产组织····················································7.2建立和完善清洁生产管理制度················································7.3制定持续清洁生产计划······················································第八章总结·····································································8.1体会与认识······························································8.2存在问题·······························································8.3建议·····································································3前言江苏石油勘探局安徽公司40418JS钻井队始建于2009年8月,前身是50760JS钻井队,现有员工51人,其中管理人员4人、技术人员2人,固定资产7000万元,主要设备ZJ40钻机,2台G12V190ZLP-3柴油机,2台3NB-1300C泥浆泵,2台TAD1241GE发电机。年钻井进尺2万米左右。成立以来,累计完成进尺4.8万余米,钻井三大工程质量合格率100%,安全生产实现了“零事故,零损伤,零损失”,环境保护实现了“一个杜绝,两个控制,三个达标”的目标。建队以来,我们始终把安全生产和环境保护当成重点工作来抓,在2010年被集团公司授予“石油工程银牌队”的称号。2010年,实现了零钻具事故、零伤害事故等“八个零”的安全生产目标,并荣获局“双文明标杆队”、“节能减排先进单位”等荣誉。在环境保护方面,实现了“一个杜绝、两个控制、三个达标”的目标,2009、2010年连续两年被评为“环境保护先进基层队”的称号。年初以来,我队转战桥湾、白马湖、桥河口、唐港、黄珏、码头庄等多个油区,先后施工探井桥X16井、水平井黄88平3井等高难度井8口,累计钻井进尺2万米,目前施工的天X95井是汊涧的一口重点探井。40418钻井队严格按照油田和公司的统一组织安排,2011年认真组织开展清洁生产审核工作,成立了组织机构,制定了清洁生产审核计划,开展广泛的宣传教育活动,发动职工开展清洁生产合理化建议活动,按照清洁生产审核程序,开展清洁生产审核。在本轮清洁生产审核中,40418队共筛选产生清洁生产方案21项,其中无、低费方案15项,无低费方案实施率为100%。中高费方案6项,中高费方案实施率为83%,取得了显著的环境效益、经济效益和社会效益。我队领导班子十分重视本队的清洁生产工作,并先后开展了“强基固本”、“提速提质提效”、“创先争优”等主题活动,全队的生产效益,HSE管理,环境保护等工作一直在全公司前列。目前,我队进一步致力于提高员工综合素质,进一步营造人本和谐的工作环境,力争把队伍打造成一直“重合同、守信用、高环保”现场规范、管理科学化,具有较强执行力和创造力的钻井施工团队。4第一章审核准备为了使清洁生产审核工作能按照计划有条不紊的进行,确保清洁生产绿色示范队的建设水平,在审核工作启动前,40418钻井队的领导对清洁生产了解不多,认为钻井队已经开展了HSE体系管理,再进行清洁生产审核意义不大。加之,在目前生产条件下,钻井队上的各项成本已经控制在很低程度,实行清洁生产难度较大。在这种情况下,油田清洁生产审核专家首先向我钻井队负责人进行了清洁生产审核的原理、作用及必要性等有关知识的宣贯,使我们对清洁生产有了初步的了解。在进行清洁生产知识现场宣贯的同时,对钻井队的生产运行情况进行了询问,初步掌握了各作业队的设备管理、材料管理及生产运行情况,为下一阶段审核工作的顺利进行做好了前期准备。1.1领导的支持与参与通过本轮实施清洁生产,我们认识到清洁生产是一项综合性很强的工作,涉及到各个部门,需要协调配合,领导的支持和参与是这种协调与配合能够顺畅的前提和保障,它更是直接决定着清洁生产过程中清洁生产方案是否符合实际、是否容易实施的问题。特别是《中华人民共和国清洁生产促进法》实施以后,我们充分认识到只有开展清洁生产才是走可持续发展的必由之路,并做出决策:开展清洁生产审核,实施清洁生产审核方案,为进一步推动井队自身发展,减少环境污染,保持经济与环境的可持续发展起到了积极的作用。清洁生产是一种思维和程序性方法,推行清洁生产逐步改变了以末端治理为主向生产全过程控制的转变,目的是通过对生产的全过程控制和产品生命周期的全过程控制,减少污染物的产生,降低能源和资源的消耗,保护生态环境和人类健康,实现经济的可持续发展。实施清洁生产的科学方法是进行清洁生产审核,清洁生产审核是对企业现在和计划进行的工业生产实行预防污染的分析和评估,是本井队进行清洁生产的重要前提。51.2建立清洁生产审核队伍为了使本次清洁生产审核能有条不紊进行,在局技术监督处指导下,我队于成立了清洁生产小组(具体分工及安排如表1-1),负责我队清洁生产的组织及日常工作。10.表1-1审核小组成员与职责姓名分工来自部门(职务、职称)职责杨家领组长队长负责清洁生产的组织领导杜江组长书记负责清洁生产的预审核,提出清洁生产方案及报告的编写陈伟副组长副队长负责清洁生产的预审核,提出清洁生产方案并组织实施熊军军副组长工程技术负责协助清洁生产的预审核陈安殿组员HSE管理科清洁生产方案实施的现场监督及检查,报告的指导丁玉良组员泥浆技术负责协助清洁生产的预审核,提出清洁生产方案陈金柱组员安全员协助清洁生产方案实施孙圣组员钻井大班协助清洁生产方案实施的现场监督及检查纪友鑫组员班长协助清洁生产方案实施崔会锁组员班长协助清洁生产方案实施王蓓蓓组员班长协助清洁生产方案实施徐峰组员成本核算员协助数据统计、提供财务数据1.3制定审核工作计划清洁生产审核小组成立以后,根据清洁生产工作要求,认真讨论,制定了清洁生产工作计划,并定期检查清洁生产的效果。(审核工作计划详见表1-2)。表1-2清洁生产审核工作计划表阶段工作内容时间负责人策划与组织1、学习清洁生产审核资料,取得领导的支持与参与10.9.1~10.10.18杨家领62、
