杨洁篪部长在“非洲日”招待会上的致辞-1-尊敬的唐家璇国务委员，尊敬的非洲驻华使团长埃莱·埃利·埃蒂安大使阁下，尊敬的非洲联盟轮值主席国、加纳共和国驻华大使阿法雷·阿皮杜·唐科阁下，尊敬的各位使节，女士们，先生们，朋友们：今天，我们欢聚一堂，共同庆祝非洲人民的重要节日—“非洲日”。我谨代表中国政府和人民，向各位非洲驻华使节，并通过你们，向非洲国家政府和人民致以热烈的祝贺！44年前的今天，非洲统一组织的成立标志着非洲国家和人民在争取民族解放、促进团结统一的道路上迈出了历史性的一步，5月25日这一天永远载入了非洲的史册。2002年，非洲联盟正式接过非洲统一组织的旗帜，担负起维护非洲和平稳定、实现非洲发展振兴的重任，非洲国家联合自强进入一个新的发展阶段。今年是非盟诞生5周年，今年的“非洲日”具有特殊的意义。过去5年里，在非盟和非洲国家不懈努力下，非洲和平稳定局面继续巩固，区域合作和一体化进程稳步推进，经济增长势头强劲，在国际事务中的集体影响力不断上升。今天的非洲是一个充满希望的大陆，是一片渴求发展的热土，处处涌动着蓬勃向上、奋发进取的生机与活力。尽管非洲和平与发展事业仍面临一些挑战，但我们相信，在非洲国家政府和人民的共同努力下，在国际社会的关注和支持下，非洲一定能够克服发展道路上的困难，不断取得更大的进步！各位使节、各位朋友，2006年是中非关系史上值得铭记的一年。在这一年里，中非合作论坛北京峰会成功举行，确立了政治上平等互信、经济上合作共赢、文化上交流互鉴的中非新型战略伙伴关系。胡锦涛主席代表中国政府宣布了旨在加强中非务实合作、支持非洲国家发展的八项政策措施。北京峰会的召开，深化了中非传统友谊，推动了中非关系向更高层次、更大范围、更广领域发展，成为中非关系史上一座新的里程碑。同样在这一年里，胡锦涛主席和温家宝总理相继访非，非洲9位总统来华进行国事访问。中非经贸合作硕果累累，教育、文化、卫生等领域合作进一步加强，在国际事务中一如既往地相互支持、密切配合。中国积极参与联合国在非洲的维和行动。1300多名中国维和军事人员身处联合国在非维和行动的第一线，直接投身于促进非洲的和平与稳定的伟大事业。各位使节、各位朋友，落实北京峰会成果特别是中国政府的八项政策措施，是今年中国对非洲工作的重中之重。今年1月底至2月上旬，胡锦涛主席访问非洲8国，将峰会成果送到非洲人民手中。4月，中国全国政协主席贾庆林访问非洲4国。近日，全国人大常委会委员长吴邦国访问埃及，进一步推动了落实峰会成果的进程。目前，中国已与17个非洲国家签署了新的援助协议，与14个国家签署了免债议定书，与23个国家办理了免关税换文，与5个国家签署了优惠贷款框架协议。我相信，随着峰会成果的全面落实，非洲国家和人民一定能够更多、更好地从中受益！杨洁篪部长在“非洲日”招待会上的致辞-2-祝非洲大陆繁荣昌盛、人民幸福！祝中非友谊地久天长！谢谢大家！RemarksbyForeignMinisterYangJiechiAtReceptionforAfricaDay2007/05/29RespectedStateCouncilorTangJiaxuan,YourExcellencyAmbassadorEleihElleEtian,DeanoftheAfricanDiplomaticCorpsinChina,YourExcellencyAmbassadorAfareApeaduDonkoroftheRepublicofGhana,RotatingPresidentoftheAfricanUnion,YourExcellencies,LadiesandGentlemen,DearFriends,Today,wearemeetingheretocelebratetheAfricaDay–animportantfestivaloftheAfricanpeople.OnbehalfoftheChineseGovernmentandpeople,Iwouldliketoextendmywarmcongratulationstoyou,and,throughyou,tothegovernmentsandpeoplesofAfricancountries!Forty-fouryearsagotoday,theOrganizationofAfricanUnity(OAU)wasestablished,whichwasahistoricsteptakenbyAfricancountriesandpeoplesforliberation,solidarityandunity.The25thofMaythusbecameaspecialdayintheannalsofAfrica.TheAfricanUnion(AU)formallysucceededtheOAUin2002,shoulderingtheimportantresponsibilityofmaintainingpeaceandstabilityandachievingdevelopmentandrenaissanceinAfrica.Africancountriesenteredanewstageintheireffortstodevelopthemselvesthroughunity.ThisyearmarksthefifthanniversaryoftheAU,thusgivingthisyear'sAfricaDayspecialsignificance.ThankstotheunremittingeffortsmadebytheAUandAfricancountriesinthepastfiveyears,peaceandstabilityinAfricahavebeenstrengthened,regionalcooperationandintegrationpromoted,economicgrowthmaintained,andAfrica'scollectivestandingintheinternationalarenahasrisen.Africatodayisacontinentfullofhope;itisacontinentbrimmingwithvitalityandacontinentthirstyfordevelopment.Africastillfaceschallengesinitscauseofpeaceanddevelopment.ButweareconfidentthatwiththeconcertedeffortsofthegovernmentsandpeoplesofAfricancountriesandwiththecommitmentandsupportoftheinternationalcommunity,Africacansurelyovercomethedifficultiesontheroadofdevelopmentandmakesteadyprogress!YourExcellencies,DearFriends,Theyear2006wasamemorableyearinthehistoryofChina-Africarelations.TheBeijingSummitoftheForumonChina-AfricaCooperationwassuccessfullyheldthisyear,establishinganewtypeofstrategicpartnershipbetweenChinaandAfricafeaturingpoliticalequalityandmutualtrust,economicwin-wincooperationandculturalexchange.OnbehalfoftheChineseGovernment,PresidentHuJintaoannounced杨洁篪部长在“非洲日”招待会上的致辞-3-eightpolicymeasuresaimedatstrengtheningChina-AfricacooperationinpracticaltermsandsupportingthedevelopmentofAfrica.TheBeijingSummitdeepenedChina-Africatraditionalfriendship,elevatedourrelationstoahigherlevel,andexpandedthescopeoftheirgrowth.TheBeijingSummithasbecomeanewmilestoneinthehistoryofChina-Africarelations.Alsoin2006,PresidentHuJintaoandPremierWenJiabaovisitedAfrica,andpresidentsfromnineAfricancountriespaidstatevisitstoChina.China-Africaeconomiccooperationandtradeflourished.Bilateralcooperationineducation,culture,publichealthandotherareaswasfurtherenhanced.ChinaandAfricacontinuedtosupportandcooperatecloselywitheachotherininternationalaffairs.ChinatookanactivepartintheUnitedNationspeacekeepingoperationsinAfrica.Over1,300ChinesemilitarypersonnelparticipatedinUNpeacekeepingoperationsinAfrica,contributingtheirsharetopromotingpeaceandstabilityinAfrica.YourExcellencies,DearFriends,TobuildonthesuccessoftheBeijingSummit,andparticularlytoimplementtheeightpolicymeasuresoftheChineseGovernment,ishighonChina'sAfricaagenda.PresidentHuJintaovisitedeightAfricancountrieslateJanuarythroughearlyFebruary,deliveringonthepledgesmadeattheSummittotheAfricanpeoples.Mr.JiaQinglin,ChairmanoftheChinesePeople'sPoliticalConsultativeConference,visitedfourAfricancountriesinApril.TherecentvisittoEgyptbyMr.WuBangguo,ChairmanoftheStandingCommitteeoftheNationalPeople'sCongress,furtherensuredthecarryingoutoffollow-upactivitiesoftheSummit.Chinahassignednewaidagreementswith17Africancountriesandprotocolsondebtreliefwith14Africancountries,exchangedlettersontariffexemptionwith23Africancountries,andsignedframeworkagreementsonpreferentialloanswith5Africancountri
