50StateQuarters®Report10YearsofHonoringOurNation’sHistoryandHeritage1ExecutiveSummaryTheUnitedStatesMint50StateQuarters®Program(Program)hasbeenhailedasthemostsuccessfulcoinprogramintheNation’shistory.AuthorizedbyCongress,the50StateQuartersProgramwasanunprecedentedten-yearinitiativehonoringtheNation’sstates.FromJanuary1999toNovember2008,theUnitedStatesMintannuallyissuedfivecommemorativequarterswithreversedesignsemblematicofeachstate.Thediversecoinsmintedunderthe50StateQuartersProgrameducatedmillionsofAmericansaboutthehistory,cultureandgeographyofeachstate.TheProgramcreatedanewgenerationofAmericanscollectingcoinsfromtheirpocketsandpromptedrenewedattentiontothehobbyofcoincollecting.Italsogeneratedextraordinarypublicinterestasmillionsofcitizensparticipatedintheirstate’sdesignselectionprocessorattendedtheirstate’squarterlaunch.OriginsSignedintolawonDecember1,1997,the50StatesCommemorativeCoinProgramAct(Act)authorizedaten-yearcirculatingcommemorativecoinprogramtohonoreachofthe50states.Itspurposewastopromoteknowledgeofindividualstates,theirhistoryandgeography,andtherichdiversityofthenationalheritageamongtheyouthoftheUnitedStates.TheAct’sfindingscitedthepotentialgenerationof$2.6to$5.1billioninadditionalseigniorageand$110millioninadditionalnumismaticearningsasfurthermotivationfortheprogram.Circulating&NumismaticProgramResultsDuringtheten-yearperiodofthe50StateQuartersProgram,theUnitedStatesMintproducedapproximately34.8billioncommemorativequartershonoringthe50states.TheUnitedStatesMintincreasedproductioncapacitytofulfillrisingdemandforthestatequartersthroughcapitalinvestmentandmodernization.Averageannualmintagereached3.5billionquartersduringthe50StateQuartersProgram,135percentaboveaverageannualproductionofquartersinthepriortenyears.ExecutiveSummaryDuringthe50StateQuartersProgram,theAgencyshipped34.3billionquarter-dollarcoinstotheFederalReserveBanks(FRB),generating$8.6billioninrevenueandnearly$6.3billioninseigniorage,whichhelpsfinancethenationaldebt.TheUnitedStatesMintestimateditshipped16.3billionmorecoinstotheFRBthanitwouldhaveintheabsenceoftheProgram.Consequently,theAgencyattributes$4.1billioninrevenueand$3.0billioninseignioragesolelytothe50StateQuartersProgram.Thesaleof50StateQuartersnumismaticproductsgeneratedanother$470.1millioninrevenueand$136.2millioninearningsandseigniorage.50StateQuartersProgramDesignsDuringthe50StateQuartersProgram,stateshadthediscretiontodeterminetheprocessestheywouldfollowtoidentifytheirpreferreddesignconceptsanddesignrecommendations.Themajorityofstatesfollowedasimilarprocessbywhichthegovernorsolicitedthestate’scitizenstosubmitpotentialdesignconceptsandappointedanadvisorygrouptooverseetheprocess.TodeterminethefinalrecommendeddesignfromcandidatesapprovedbytheSecretaryoftheTreasury,statestypicallyemployedoneoftwoapproaches.In33states,thegovernorselectedthefinalrecommendeddesign,oftenbasedontherecommendationsofadvisorygroupsandcitizens.Intheother17states,citizensselectedthefinalrecommendeddesignthroughonline,telephone,mailorotherpublicvotes.Anestimated3.5millionpeopleparticipatedinthedesignprocessfortheirstatequartereitherthroughconceptsubmissionorvoting.PublicOutreachForeachcoinissuedunderthe50StateQuartersProgram,theUnitedStatesMintassistedthestatesinorganizingacoinlaunchceremonytopresentthenewquartertothepublic.Manystatesheldceremonies25OSTATEQUARTERS®REPORTl1999-2008l10YEARSOFHONORINGOURNATION’SHISTORYANDHERITAGEatlocationsrepresentedintheirfinalquarterdesign,includingtheJamestownSettlementinVirginia;Kentucky’sFederalHillmansion;andthehistoriclighthouseatMaine’sPemaquidPoint.Otherstateshostedlaunchesatstatemuseums,fairgroundsorcapitolbuildings,incorporatingre-enactments,musicalperformances,specialparticipantsandotheruniqueeventsintheirceremonies.CoinexchangesbeganattheIndianaquarterlaunchceremonyin2002andcontinuedthroughtheHawaiiceremonyin2008.Anestimated107,800adultsandchildrenattended50StateQuarterslaunchceremonies,exchangingmorethan$1.1millionofstatequarters.EducationalOutreachThe50StateQuartersProgramEducationInitiativewaslaunchedontheUnitedStatesMintH.I.P.PocketChange™Websitein2000.TheUnitedStatesMintcreatedtheEducationInitiativetoemploythepopular50StateQuartersProgramasamediumtoteachchildrenaboutmathematics,geography,socialstudiesandhistory.Itinitiallygaveteachersaccesstodownloadablelessonplansbasedonthestatequartersreleasedduringeachschoolyear.In2003,theUnitedStatesMintexpandedthe50StateQuartersProgramfeaturesavailableontheUnitedStatesMintH.I.P.PocketChangeWebsitebyaddinga“StateQuarterDayintheClassroom”featureandTeacher’sGuide.AsofMarch2009,approximately6.1million50StatesQuartersProgramlessonplansweredownloadedfromtheUnitedStatesMintH.I.P.PocketChangeWebsite.ConclusionTheUnitedStatesMintwasproudtospearheadaprogramwithsomanybenefitsfortheNation.The50StateQuartersProgrammetthefinancialexpectationsoftheauthorizinglegislation,generating$8.6billioninrevenueand$6.3billioninseignioragetohelpfinancethenationaldebt.Thesaleof50StateQuartersnumismaticproductsgeneratedanother$470.1millioninreve
