XianI.R.MicroelectronicsCleanRoomProtocolDuringConstruction西安爱尔微电子公司洁净厂房施工工作协议BackgroundThemanufacturingthatwilltakeplaceatXianI.R.Microelectronicsmustbecarriedoutinacleanenvironment.Inordertoachievethis,itisimportanttofollowsomerulesandproceduresduringconstruction.Thisdocumentoutlinestheserulesandprocedures.Theymustbefollowedbyeveryoneonsitetoinsureasuccessfulproject.Drawingnumberonehighlightstheareasofthemainbuildingwherecleanbuildprotocolmustbeenforced.ThisincludesallareaswestofgridlineBexceptfortherawmaterialandfinishedgoodswarehouses.Priortohandover,theM&EContractorshallcarryoutathoroughcleaninganddecontaminationtothesatisfactionofClientandProjectManager.背景资料西安爱尔微电子公司的生产要求在洁净的车间里进行。为了实现这个目标，按照以下原则和程序施工是非常重要的。这个文件是这些原则和程序的概述。每个现场的施工单位都要遵循这些原则和程序，以保证这个项目的成功。图纸1显示了主厂房里洁净区的范围。它包括网格线B以西除原材料库和成品库。机械与电气承包方在交工前,得进行彻底的清扫和净化，直至业主和项目经理满意为止。Responsibility责任AllContractorsareresponsibleforinformingalloftheirworkersaboutthisprocedureandtotakedisciplinaryactionwhenviolationsarebroughttotheirattention.Eachworkerassignedtoworkwithinthecleanareaisresponsibleforunderstandingandfollowingbuildcleanprocedures.所有承包商负责通知其工作人员关于洁净厂房施工的原则和程序并在其工作人员违反这些原则是提出批评和教育。所有在洁净区工作的工人应明白和保持工作区的清洁。Duringconstruction,theM&EContractorshallberesponsibletomaintainthecleanlinessandhousekeepingtothesatisfactionoftheClientandProjectManager.TheM&EContractorshallberesponsiblefortheimplementationofacleaningprogramandcleanlinessprotocolintheroomsasfollows:-在施工期间，机械与电气承包方应负责保持清洁，达到业主和项目经理满意，并在下列区域内执行清洁规则：A.TheM&Econtractorwillberesponsibleforenforcementofcleanroomprotocol.Hewillmakedailyinspectionsoftheareaandfillouttheattachedinspectionchecklist.TheM&Econtractorisresponsibleforprovidingcleanroomsupplies,suchasdisposableshoecovers,wipes,tackymatsandsmocks.Hewillalsoprovidepersonnelandequipmenttodothedailycleansoutlinedinthisprocedure.A.机电安装承包商负责执行洁净厂房的工作程序；应做好每日的工作区检查并记录在所附的检查清单里。机电安装承包商负责提供洁净区所需物资。如：一次性使用的鞋套，头套，擦布，带粘性的进门地垫。它还负责提供清洁所需的人力和清洁工具。B.TheM&Econtractorwillsetupentranceareasandcontrol.Hewillprovideshoecleanersandracksforouterwearanddisposableclothingateachentrance.Hewillprovidetraininginthisprocedureforallpersonnelwhoneedtoworkinthearea,andmaintainabadgeidentificationsystemforthosewhoareauthorizedtoworkinthearea.B.机电承包商将确定洁净区入口和负责入口的管理；负责提供每个出入口的鞋子清洁机，洁净服衣柜和衣架等；负责进出洁净区人员工作程序的培训和负责进出洁净区人员佩戴的工作牌进行管理。C.Startingwithlevelone,TheM&Econtractorwillstationapersonateachentrancetomakesurethatthisprocedureisrespected.C.从第一级开始，机电承包商将在每个入口安排一个人负责执行洁净厂房工作程序。D.Workerswhorepeatedlyviolatethisprocedurecanbebannedfromthesite.Contractorswhodonotenforcethisprocedurewiththeirworkerscanbeterminated.D.工作人员如果重复违反这个工作程序将禁止进入工作现场。承包商如果不能保证其工作人员履行工作程序将会被终止合同。Concept概念A.预制和热加工的控制。若有可能，象焊接这样的预制和热加工工作应在室外进行。若必须在室内进行，则应满足下列条件：-确保有足够的排气、排烟能力-确保清除所有的加工碎片、焊接溅泼和煤烟A.Controlofpre-fabricationandhotwork.Pre-fabricationandhotworksuchasweldingshallbecarriedoutsideoftheareawherepossible.Wherehotworkneedtobecarriedoutinside,thefollowingshallbeprovided:--Toensuresufficientventilationoffumesandexhaust.-Toensurecleanupofallfabricationdebris,weldsplatterandsootdeposits.B.提供适当的换气和通风。机械与电气承包方应为喷漆、使用溶剂和其它需要良好通风环境的工作提供所需的通风设施。在施工期间，如果业主和项目经理认为确有必要，机械与电气承包方应提供额外的通风扇。B.Provisionofproperventilationandexhaust.Painting,useofsolventandactivitiesthatrequireawell-ventilatedenvironmentshallbeprovidedforbytheM&EContractor.TheM&EContractorshallprovidesupplementaryventilationfansduringconstructionifitisdeemednecessarybytheClientandProjectManager.C.清洁控制机械与电气承包方应执行下列清洁控制规则:-控制鞋子带来的泥土。-控制施工期间灰尘和烟尘污染。-控制施工期间水污染。-控制施工期间任何其它形式的污染。C.CleanlinessControlTheM&EContractorshallimplementcleanlinesscontrolasfollows:--Controlofsoilcontaminationfromfootwear.-Controlofdustandfumecontaminationduringconstruction.-Controlofwatercontaminationduringconstruction.-Controlofanyotherformcontaminationduringconstruction.D.卫生控制机械与电气承包方应执行下列卫生控制：-禁止在控制区内饮食。-定期清除碎片，食物容器等-定期进行病虫害防治和防虫害工具的检查（如有必要）D.HygieneControlTheM&EContractorshallimplementhygienecontrolasfollows:--Prohibitconsumptionoffoodanddrinkswithinthearea.-Carryoutregularcleaningtoremovedebris,foodcontainers…etc.-Carryoutregularchecksforpestcontrolandimplementtrapswherenecessary.E.控制区内严禁的事项-热加工必须经项目经理批准-禁止用作堆放场地-禁止用作机械加工和制造区。-禁止用作饮食区-禁止用作工人宿舍-禁止任何业主和项目经理不允许的项目E.RestrictedActivitiesinthearea-HotworksshallbesubjectedtoapprovalbytheProjectManager.-Useasstoragearea.-Useasmachiningandfabricationarea.-Useaseatinganddrinkingarea.-Useworkersquarters.-AnyotheractivitiesprohibitedbytheClientandProjectManager.所有其它承包方应严格遵守上述规则，并与机械与电气承包方密切协调与配合。AllotherContractorsshalltakenoteoftheaboverestrictionsandallowforallnecessarycoordinationandco-operationwiththeM&EContractor.LevelsofProtocol工作程序等级Therearethreelevelsofcleanroomprotocol,eachcorrespondingtoalevelofconstructionprogress.Asthebuildingnearscompletionincreasingcaremustbetakennottointroducedirtfromtheoutsideorfromconstructionactivitywithinthecleanarea.洁净厂房工作程序为三级，每级虽施工工作进展执行。当施工接近完工时，应更加需要注意不要将脏东西和其他施工工作带人洁净区内。LevelOne第一级Levelonegoesintoeffectwhentheoutsideskinofthemainbuildingiscomplete.Thisincludesroof,cladding,doors,andwindows.Allworkersent
