WorkingTogethertoOvercometheImpactoftheFinancialCrisisonGlobalEmploymentWorkingTogethertoOvercometheImpactoftheFinancialCrisisonGlobalEmploymentThroughActiveResponseandStrengthenedCooperationYinWeiminMinisterofHumanResourcesandSocialSecurityofthePRCGeneva,15June2009Mr.President,Atoutset,IwouldliketoexpresswarmcongratulationsontheopeningoftheILOSummitonGlobalJobsCrisis.Thesummithasanimportantroletoplayinbuildingconsensus,strengtheningconfidenceanddeepeningcooperationamongcountriesintheirresponsetothefinancialcrisisandpreventingthefinancialcrisisintoaglobaljobcrisis.Theongoinginternationalfinancialcrisishasbroughtgravechallengestoglobalemployment.Asthemostpopulousdevelopingcountry,Chinaisalsofacedwiththemostseriousemploymentdifficultiesinthenewcentury.Employmenthasbecomeamajortaskinourefforttoensureeconomicgrowth,people'slivelihoodandsocialstability.Tothisend,theChineseGovernmenthaspromptlyandresolutelyadoptedastimuluspackageforsteadyandfasteconomicdevelopment,whichgiveshigherprioritytoemployment,andimplementedamoreactiveemploymentpolicytopromotejobcreationinanall-roundway.First,expanddomesticdemandtopromoteemployment.WehavemadeemploymentanimportantobjectiveoftheRMB4trillion($680biliion)stimuluspackage,whichisexpectedtogenerate22millionnewjobsintwoyears.Second,easebusinessburdenstomaintainjobs.Enterprisesindifficultyareallowedtopostponeandreducetheirpaymentofsocialinsurancecontributions.Forthosebusinessesmakingnoorfewerjobcuts,weprovidesocialinsuranceandjobsubsidiesaswellasfinancialsupportfortrainingprograms.Thesemeasuresareexpectedtoretain20millionjobs.Third,adoptmoreactiveemploymentpolicies.Forenterprisestohirethelaid-off,weprovidethemfavorabletaxpoliciesandsubsidyforsocialinsurance.Forjob-seekerswhostartuptheirbusinessesortakeupself-employment,weprovidetaxexemptionandreduction,microcreditguarantee,loaninterestsubsidyandtraining.Wearealsoworkingtocreatemorejobsinpublicservice.Inthisway,wehelppeoplegetemployedthroughvariouswaysandinflexibleforms.Fourth,enhancepublicemploymentservice,providingfreeserviceinjobsearchingandconsultancywithfocusonuniversitygraduates,migrantworkersandtheurbanhard-to-placepeople.Fifth,implementaspecialvocationaltrainingprogram.Itisaimedatprovidinggovernmentsubsidized,targetedtrainingforemployeesofenterprisesindifficulty,migrantworkerswhohavereturnedtohometowns,thelaid-offsandthenewlaborentrants.Sixth,promotetripartitedialogueandconsultationsamongthegovernment,employersandtradeunions,andtheircooperationtoovercomedifficulties.Seventh,improvesocialsecuritysystem.Weareworkingtoincreasefinancialinputintosocialsecurity,expanditscoverageandraiseitslevelsothatmorepeoplewillbeabletoenjoybasicsocialsecurity.Theabove-mentionedpolicymeasureshaveyieldedinitialresults.Itisestimatedthatforthisyear,theregisteredunemploymentrateinChina'surbanareawillbekeptbelow4.6%.Morethan9millionnewjobsinurbanareaswillbegenerated;5millionlaid-offswillgetre-employed;1millionhard-to-placepeoplewillbeemployedand8millionmigrantworkerswillbetransferred.Inaddition,15millionpeoplewillreceivespecialvocationaltraining.WebelievethatstableemploymentinChinawillnotonlyfacilitateourowneconomicgrowthandsocialstability,butalsoturnouttobeanimportantcontributiontoglobaleconomicrecoveryandjobgrowth.Mr.President,Theinternationalfinancialcrisisisaglobalchallenge.ToovercomeitrequiresjointeffortsoftheinternationalcommunityandcallsforastrongerroleoftheILO.IappreciatetheDirector-General'svisionofputtingemploymentpromotionattheheartofcountries'policyresponsetothecrisis,andachievingrecoverythroughdecentworkpolicies.Iwishtomakethefollowingproposalsonworkingtogethertoovercomethecrisis'impactonemployment:First,givehigherprioritytostabilizingandexpandingemploymentineconomicandsocialdevelopmentstrategies.Employmentservesasthefoundationforpeople'swell-being.Theinternationalcommunityshouldcontinuetotakealleffectivemeasurestorestoremarketconfidence,promoteeconomicgrowthandpromoteemployment.Atthesametime,encouragementandrespectshouldbegiventocountriesintheirefforttoformulatetheirowneconomicrecoveryplansandidentifyrecoveryprioritiesinlinewiththeirrespectivenationalconditions.Second,staycommittedtoopennessandcooperationtopromotejobgrowth.Topreventthefinancialcrisisintoaglobaljobcrisis,theinternationalcommunityshouldstrengthencooperation,dialogueandexperiencesharing,opposetradeprotectionism,workforwin-winoutcomethroughopennessandcooperation,andcreatemorejobopportunitiesforworkersofallcountries.Third,enhancetripartiteconsultationandcooperationamonggovernments,employersandtradeunionstojointlytideoverthedifficulties.WeneedtobringintofullplaytheILO'stripartismandvigorouslyencouragegovernments,enterprisesandtradeunionstostrengthentripartitecooperationanddialoguetojointlyovercomethecrisis.Fourth,takeconcreteactionstoprotecttheinterestsofdevelopingcountriesandpromotecommondevelopment.Theinternationalcommunity,particularlydevelopedcountries,shouldassumemoreresponsibilitiesandobligationstohelpdevelopingcountriesmaintainfinancialstability,economicgrowthandemploy
