6、rofEuropeancountrieshaveprivatizedtheirsstartinginthe1980sandmostotherEuropeancountrieshavetakenatleastsomestepstoprivatizeorstreamlinetheirpostalbanksinrecentyears.1BeingalaggardgivesJapantheadvantageofrelevantexperiencethatitcanusetoinformitsownfuturechoices,butsofarthediscussionofJapanesepostalsavingsreformhasmadelittlereferencetoforeignexamples.TheUnitedStatesadmittedlyisnottheclosestcomparison:itstarteditspostalsavingssystemlaterthanmost,in1910,andendeditin1966.TheU.S.postalbankwasneverauth。
