Delegate:XieNan，RenShuoSchool:BeijingNo.12HighSchoolCountry:TheIslamicRepublicofIranCommittee:SecurityCouncilTopic:HumanitarianinterventionandthesituationinSyriaFirstofall,Syriaisexperiencingaperiodofitshistoryisverydifficultperiod,andnationalintegrityandunity.TheSyriacurrenteventsdescribedalotofincompleteorbiasedview,inconsistentwiththeactualsituationfieldishappening.ShouldbeacomprehensiveviewandreviewtheeventsinSyria.IranasanabsoluteallyofSyria,willsupportSyria.Second,inrecentmonths,therehavebeenmanyterroristattacksinSyria,thelastisthenumberofdaysoccurinAleppo,causinggreatlossoflifeandpublicproperty.Justyesterday,weevenhearanAlQaedaleaderscalledforacampaignofviolenceagainstthepeopleandgovernmentofSyria.Weshouldbeveryclear,andcondemnsallexternalinterference,violenceandincitementtoterrorism.Third,webelievethat,throughapeaceful,bythedomesticpoliticalprocessledtosolvethelegitimateneedsofthepeople,withoutoutsideintervention,istheonlywayoutofthecrisis.Coercivesanctions,pressureandattempttointerfereintheinternalaffairsofSyriawillonlyleadtopoliticalandsocialcrisis,impactontheentireregion.Therefore,ourgoalshouldbetofindaleadtotheestablishmentofamoredemocraticcountries,increasetheeconomicandpoliticalparticipation,andstrengthennationalunityandprogress,thustoensurethatthepeopleofSyria'spublicorder,nationalsecurity,stabilityandprosperity.Itmustbeborneinmind,theprimaryandultimateresponsibilityforSyria'ssecurityandstabilityistothepeopleandgovernmentofSyria.Fourth,Syriahasalwaysplayedanimportantroleinthemiddleeast.Syria'schronicinstabilityandunrestwillforpeaceandstabilityintheregionofinfluence.Weshouldworktogethertoconsideracomprehensive,effectiveandpracticalmethod,tohelpfindapeacefulsolutionofthecrisis,andnotanyoutsideinterference.Wethink,theUnitedNations,includingthemainroleofthegeneralassemblyistohelppromoteSyriabetweenpoliticalgroupsandthegovernmentofSyriacontact,aspartofaleadershipbytheSyriapeople'spoliticalprocess.ItmusttakeintoaccounttheSyriagovernmentbasedonthewishesofthepeopleofSyriahaveannouncedthatthereformprocess,mustalsoensurerespectfornationalsovereignty,unityandterritorialintegrity.RussiahasproposedatalkinMoscow'sinitiative.Thisappealshouldberesponseforallgroups.OnthequestionofSyria，Iranhasthefollowingrecommendations:1.Theeconomicsanctionsthemostseriouslyaffectedtheinnocent,especiallythepoor,amongwhichwomenandchildrenarethemost,andmayaggravatetheimbalanceofincomedistributiontheexistingrelevantcountries;sotheprohibitionofeconomicsanctions;2.Theembargoandothermeasuresshallbelimited,cannotaffecttheinnocentcivilians.Inthisregard,westressedtheneedtoabidebythecharter,theUniversalDeclarationofhumanrightsandin1949theGenevaconventionsandthetwoadditionalprotocolsoftherelevantprovisions,theprohibitionoftheciviliansintohungeranddestroytheirsurvivalsituation;3.HumanRightsCommitteerecommendedtocomplywithandimplementallrelevantprovisionsofhumanrightsandinternationalhumanitarianlawandtherelevantagenciesoftheUnitedNationssystem,organsandinstitutions;recommendationoftheSecurityCouncilasthefirststeptoreducethesanctionsregime,inordertoeliminatetheeffectsoncivilians.4.Wepointedoutthat,intheassessmentofeconomicsanctionsontheaffectedcountrypeoplecausedbythesanctions,inurgentneedoftheconsiderationofhumanrightsissues.5.PromisesinSyrialedinclusivepoliticalprocessandspecialcooperation,tomeetthereasonabledesireofthepeopleofSyriaandtheattention,therefore,commitmentintheenvoyinvitation,toappointanauthorizeddialogue;6.Partiestostopfightingfortheprotectionofciviliansandachievestabilitycommitment,immediatelyunderUnitedNationssupervisiontostoparmedviolenceinallitsforms;a.therefore,theSyriagovernmentshouldimmediatelystopthetrooptothepopulationcentersandstopusingheavyweaponsinthecenterandbegantowithdrawfromtheresidentsgatheredinthecenterandthesurroundingarearesidentsinthearmy;b.fieldactionatthesametime,thegovernmentofSyriashouldbewiththespecialenvoyofcooperation,thepartiesinaneffectiveUnitedNationssupervisionmechanismlastingcessationofarmedviolenceinallitsforms.c.Envoyaskedtheoppositionandallrelatedpersonneltomakethesamecommitment,namely,tostopfightingandworkwithhim,tourgethepartiesinaneffectiveUnitedNationssupervisionmechanismlastingcessationofarmedviolenceinallitsforms;7.Toensuretheprovisionofhumanitarianassistance,toallareasaffectedbywartimetherefore,takeimmediatestepstotwohoursaday,acceptanceandimplementationofhumanitarianceasefire,andthroughaneffectivemechanism,includingatthelocallevel,theexacttimeandwaytocoordinatethedayceasefire;8.Toacceleratethereleaseofarbitrarydetentionofpersons,includingespeciallybelongingtovulnerablecategoriesofpeopleinpeacefulpoliticalactivitiesandincreasethenumberofpeoplereleased,providealistofalltheplaceofdetentionforthesepeopleimmediatelythroughtheproperchannels,immediatelymakearrangementstoallowaccesstothesesites,andthroughtheproperchannelstoprovideinformationaboutthesepeople,allwrittenapplicationofcontactorreleasethesepeoplerespondpromptly;9.EnsurethatthereporterinSyriathroughoutthefreedomofaction,andanondi
