分宜县关门口水库除险加固工程竣工验收工程设计工作报告编制单位:江西省赣西土木工程勘测设计院二O一二年十二月竣工验收材料之三竣工验收材料之三分宜县关门口水库除险加固工程竣工验收工程设计工作报告编制单位:江西省赣西土木工程勘测设计院竣工验收材料之三--3--分宜县关门口水库除险加固工程竣工验收工程设计工作报告批准:梁金碧核定:刘杰平审核:刘小众报告编写:王玉清--1--目录1工程概况·······················································································12工程规划设计要点··········································································42.1工程等别与设计洪水标准·························································42.2加固前枢纽总体布置·······························································42.3主要建筑物加固设计·······························································53工程设计审查意见落实··································································104工程标准·····················································································115设计变更·····················································································126设计文件质量管理········································································136.1设计文件质量管理································································136.2设计文件············································································147设计服务·····················································································158工程评价·····················································································169经验与建议··················································································1710附件·························································································1810.1设计机构设置和主要工作人员情况表·······································1810.2工程设计大事记···································································1810.3技术标准目录······································································19-1-1工程概况关门口水库位于分宜县高岚乡兰盘村境内,距分宜县城区47km,距高岚乡13km,是赣江水系袁河左侧支流杨桥河上游一座以灌溉为主,兼顾防洪、养殖等综合利用的小(1)型水库。水库坝址控制流域面积2.13km2,总库容119.2万m3,设计灌溉面积2500亩。关门口水库流域属暖温带季风温润气候区,四季分明,雨量充沛,多年平均气温17.5℃。多年平均最大风速14.0m/s。流域内多年平均降雨1642.0mm,多年平均蒸发量1209.7mm。关门口水库工程区内为构造侵蚀丘陵地形,山顶高程在200m左右,南部为丘陵地形,地势稍低,山顶高程均在120-150m左右。区内出露地层较简单,除第四系地层外,主要为二迭系上统乐平组砂岩、页岩夹灰岩透镜体,。库区内也未发现有大的区域性断裂,水库库周不存在库岸稳定及渗漏问题。关门口水库于1958年11月兴建,1959年7月建成受益,后经多次维修达到现有规模。关门口水库加固前枢纽工程主要建筑物有:大坝长84.0m,坝顶高程166.51~167.62m,最大坝高18.40m,坝顶宽6.0~6.*m;溢洪道一座,位于大坝右端约140m的垭口处,全长48.9m,控制段为开敞式明渠,溢流净宽7.2m,渠底高程165.1m;输水涵管一座,位于大坝右岸坝体内,为素砼预制圆管,管径0.30m,进口底高程152.5m,长96.0m。关门口水库工程特性见下表:-2-水库工程特性表序号项目名称单位数量备注加固前加固后一水文1坝址控制流域面积km22.132.132坝址以上主河道长km2.252.253主河道平均坡降‰18.618.64多年平均降雨量mm164216425设计洪峰流量m3/s18.1(P=3.33%)18.1(P=3.33%)6校核洪峰流量m3/s32.2(P=0.33%)32.2(P=0.33%)7设计洪水总量104m335.4(P=3.33%)35.4(P=3.33%)8校核洪水总量104m347.2(P=0.33%)47.2(P=0.33%)9利用水文系列年限年4949二水库特性1正常蓄水位m165.1165.12死水位m152.5152.53设计洪水位m165.87(P=3.33%)165.93(P=3.33%)4校核洪水位m166.16(P=0.33%)166.24(P=0.33%)5总库容104m3118119.26正常蓄水位库容104m399.199.17死库容104m30.630.638水库调节性能多年调节多年调节9设计洪水最大下泄流量m310.1(P=3.33%)8.9(P=3.33%)10校核洪水最大下泄流量m317.3(P=0.33%)14.3(P=0.33%)三主要建筑物特性1大坝地基特性残坡积粘土坝型均质土坝粘土防渗墙坝坝顶高程m166.51~167.62167.0-3-水库工程特性表序号项目名称单位数量备注加固前加固后坝顶长度m8488.6坝顶宽度m6.0~6.96.0最大坝高m18.418.4上游坝坡1:3.301:3.20下游坝坡1:3.51:3.502溢洪道型式开敞式明渠开敞式宽顶堰渠底高程165.1堰顶高程m165.1溢流宽度m7.17.1溢洪道长度m48.959.0最大泄量m3/s17.3(P=0.33%)14.3(P=0.33%)3输水涵管地基特性残坡积粘土结构型式素砼预制圆管钢筋砼箱涵进口底板高程m152.5152.5涵管内径m0.31.2×1.6(宽×高)管壁厚度cm830涵管全长m96.084.0设计引用流量m3/s0.250.25四工程效益及影响范围1设计灌溉面积万亩0.250.252养鱼年产量万斤0.83下游影响范围高岚乡政府km1313上分省级公路km1313影响人口万人0.520.52影响耕地面积万亩0.550.55注:表中高程系统为黄海高程系统。-4-2工程规划设计要点2.1工程等级与设计洪水标准关门口水库是一座以灌溉为主,兼顾防洪、养殖等综合效益的小⑴型水库,总库容119.2×104m3(本次加固复核),设计灌溉面积2500亩。根据《水利水电工程等级划分及洪水标准》(SL252-2000)和《防洪标准》(GB50201-94)中有关规定,本工程属Ⅳ等工程,水库规模为小⑴型,永久性主要建筑物为4级,永久性次要建筑物为5级。各建筑物级别和防洪标准见表2.1。表2.1各建筑物设计洪水标准表建筑物等级防洪标准[重现期(年)]设计校核大坝、溢洪道430年一遇300年一遇溢洪道消能防冲520年一遇溢洪道出水渠510年一遇2.2加固前枢纽总体布置关门口水库枢纽工程主要建筑物包括:大坝、溢洪道及输水涵管等。其现状基本情况如下:大坝坝址位于江水系袁河左侧支流杨桥河上游,为均质土坝,坝顶高程166.51m~167.62m,最大坝高18.4m(本次勘察),坝顶宽6.0m~6.9m,长84.0m。上游坝坡159.3m~164.3m高程为干砌块石护坡,坡比1:3.53,下游坝坡为草皮护坡,坡比1:3.5;下游坝脚设排水棱体,棱体顶高程为155.0m,顶宽2.5m,外边坡1:1.0。-5-溢洪道位于大坝右端约140m的垭口处,由控制段、过渡段和泄槽段组成,全长48.9m,采用矩形过水断面。控制段为开敞式明渠,溢流净宽7.2m,渠底高程165.1m,长17.8m;后接过渡段,长6.4m,首末端宽7.2m~3.3m;泄槽宽3.3m,长24.7m,底坡i=0.014,进、出口底板高程分别为162.85m、162.50m;过水断面底板为6cm厚素砼衬护,边墙为浆砌块石衬护。泄槽出口无消能设施和出水渠。输水涵管位于大坝右端坝体内,为素砼预制圆管,内径0.30m,壁厚8cm,全长96.0m。涵管进口底高程为152.5m,进口采用斜拉闸控制,设计引用流量0.25m3/s。2.3主要建筑物设计2.3.1工程存在的主要问题根据大坝安全鉴定结论及初设地勘成果,并对历年加固资料及运行情况进行分析后认为,工程存在以下主要问题:①大坝坝体填筑土压实度和渗透系数均不满足规范要求,坝体存在渗漏问题;坝基及坝肩覆盖层主要为含砾粘土,下伏全~强风化砂岩、页岩,均具中等~弱透水性,存在浅层坝基渗漏及绕坝渗漏问题;坝顶坑洼不平,右坝肩存在防洪缺口;上游块石护坡范围及厚度不够,块径小、无垫层,局部缺失;下游坝面无排水设施,排水棱体局部塌陷,未设置分级反滤料;在高水位工况下,大坝坝体浸润线在排水棱体顶以上出逸,坝坡出逸坡降大于允许值,且出口无保护;②溢洪道控制段和泄槽底板多处断裂、隆起;浆砌块石边墙多处裂缝;泄槽末端边墙及底板基底淘空、断裂。泄槽末端无消力池和出水渠,出口形成深约1.5m的冲坑。经复核,过渡段池深、池长和底板厚度不满足要求;泄槽边墙抗滑稳定和地基应力不满足要求,泄槽底板厚度不满足要求;③输水涵管为素砼预制圆管,管径小,涵管砼露石、剥蚀;出口淤塞严重,-6-过流能力不满足设计要求;涵管进口闸门和启闭设施锈蚀,拉杆变形,启闭困难;④水库无水、雨情观测设施和大坝安全监测设施;进库公路标准低、路况差;水库无通讯、交通设施和管理站房;大坝存在白蚁危害。2.3.2工程加固设计2011年江西省水利厅以赣水建字[2011]169号文下发了《关于分宜县关门口水库除险加固工程初步设计报告的批复》,批复工程投资为339万元,主要加固内容和措施有:⑴、大坝坝体防渗采用冲抓套井回填粘土防渗墙方案;坝顶设砼路面,迎水坡翻修采用砼预制块护坡,下游坝脚设贴坡排水体,反滤上部草皮护坡,增设大坝渗流量设施。⑵、重建控制段和泄槽段,新建消力池。新建跨溢洪道交通桥。⑶、坝下涵管拆除重建,新建框架式进水口。更换进水口拦污栅、工作闸门、及启闭设备。⑷、完善防汛公路,防汛自动测报系统等。2.3.1大坝加固设计针对大坝存在的问题,确定大坝工程加固项目有:大坝防渗墙处理,上游砼预制块护坡和踏步新建,下游草皮护坡、踏步拆除重建和坝面排水系统新建、贴坡排水体新建、坝脚填塘,大坝安全监测设施及坝顶C25砼路面设置。⑴、坝体
