中国核工业二三建设有限公司苏州分公司ChinaNuclearIndustry23ConstructionCo.,LtdSuzhouBranch-1-Contents目录1.Overview概述.................................................................................................................2.Purpose目的....................................................................................................................3.Document文件................................................................................................................4.Scope范围........................................................................................................................5.Responsibility责任..........................................................................................................6.Procedure程序.................................................................................................................中国核工业二三建设有限公司苏州分公司ChinaNuclearIndustry23ConstructionCo.,LtdSuzhouBranch-2-1.Overview概述OurcompanyundertakeLindeHuayi(Chongqing)GasesCo.,Ltd1BillionNm3/yearSyngasCO/H2project,bystrengtheningthematerialcontrolandmanagement,soastoestablishtheeffectivematerialcontrolsystem,andstorageisdirectlyrelatedtotheDepartment,link,personnel,equipmentasmuchaspossibletherationalorganizationwiththem,sothattheyworktocoordinateeffectively,accelerategoodsinwarehouseturnover,reasonableusemanpower,materialresources,makeprogressoftheprojecthasbeenareliableguarantee.Thefollowingisourcompanymaterialcontrolsystemillustrated.我公司承接的林德化医(重庆)10亿Nm³/年合成气设备CO/H2项目工程,通过加强材料控制管理,从而建立行之有效的材料控制体系,把与仓储有直接关系的部门,环节、人员、设备等尽可能的合理组织搭配起来,使他们的工作协调有效的进行,加速货物在仓库中的周转,合理的使用人力,物力,使工程进度得到可靠保证。以下就我公司材料控制体系加以说明。Theconstructionsiteistheconstructionandinstallationofproductionenterprisesengagedinconstructionactivities,culminatingintheformationofbuildingproductplace,accountsfortheconstructionprojectcostabout60%ofthecostofrawmaterials,throughtotheconstructionsiteintoconsumption.Theconstructionsiteofthematerialsandtoolsmanagement,belongingtotheproductionfieldofmaterialconsumptionprocessmanagement,andothertechnicalandeconomicmanagementarecloselyrelated,istheconstructionenterprisematerialmanagementkeylink.施工现场是建筑安装企业从事施工生产活动,最终形成建筑产品的场所,占建筑工程造价60%左右的材料费,都要通过施工现场投入消费。施工现场的材料与工具管理,属于生产领域里材料耗用过程的管理,与企业其他技术经济管理有密切的关系,是建筑企业材料管理的关键环节。2.Purpose目的Sitematerialmanagement,isintheconstructionprocess,accordingtothetypeofproject,environment,materialstorageandconsumptioncharacteristic,toadoptscientificmanagementmethods,fromthematerialintothefinishedproductoutputwholeprocessofplanning,organization,coordinationandcontrol,andstrivetoensurethatproductionneedsandmaterialsreasonably,utmostgroundreducesthematerialconsumption.Engineeringprocessasthebasis,controlandtrackingmaterialsdesignprocurementandtransceiver.Useofthequantityandtime,sothatthematerialsupplycansatisfytherealtimeandthebalanceofsupplyanddemand,itshallensuretheprojectinaccordancewiththeprojectplansmoothly.Inaccordancewiththelaw,contractrange,materialwillbetimely,appropriate,appropriatequality,suitableforusers.Maketherightmaterial,attherighttime,inthecorrectposition.现场材料管理,是在现场施工过程中,根据工程类型、场地环境、材料保管和消耗特点,采取科学的管理办法,从材料投入到成品产出全过程进行计划、组织、协调和控制,力求保证生产需要和材料的合理使用,最大限度地降低材料消耗。以工程时程为依据,管控与追踪材料的设计,采购与收发。使用等的数量与时程,使材料的供应能够达到实时且供需平衡,以确保工程依项目计划顺畅进行。符合法规,合约范围内,将材料适时,适量,适质,适地的提供给使用者。使正确的材料,在正确的时间,用在正确的位置上。中国核工业二三建设有限公司苏州分公司ChinaNuclearIndustry23ConstructionCo.,LtdSuzhouBranch-3-3.Documentmanagementcontrol文件管理控制Itisveryimportantthatallactivitiesrequiredtoadvancethedevelopmentofthedocumentationrequirementsofwork,toavoidrandomness,blindness,therefore,foralltheworkproceduresforthepreparation,reviewandapprovalauthoritytomakeregulationsandthedocumentsatleastshoulddescribethecontentanddistributionofalsomade,doworkonthebasisofinvestigation.很重要的一点就是一切活动都需按预先制定的文件要求开展工作,避免工作的随意性,盲目性,为此,对所有工作程序的编制,审查和批准的权限都做出明文规定以及对文件至少应描述的内容和分发等也做出规定,做到工作有依据可查。4.Scope范围(1)Overallprogram全面规划Intheprojecttomakesitematerialmanagementplan,participateinthepreparationofconstructionorganizationdesign,planningandmaterialstoragesites,roads,goodmaterialsbudget,settingthesceneformaterialmanagementobjectives.Comprehensiveplanningistomakethesitematerialmanagementoftheentireprocessoforderlyconductofthepremiseandguarantee.在开工前作出现场材料管理规划,参与施工组织设计的编制,规划材料存放场地道路,做好材料预算,制定现场材料管理目标。全面规划是使现场材料管理全过程有序进行的前提和保证。(2)Programapproaching计划进场Accordingtotheconstructionschedule,organizethematerialinstallmentorderlyadmission.Handensurestheconstructionneedsofproduction,ontheotherhandtopreventtheformationofalargenumberofsurplusmaterials.Programapproachisfieldmaterialmanagementoftheimportantlinksandinfrastructure.按施工进度计划,组织材料分期分批有秩序地入场。一方面保证施工生产需要,另一方面要防止形成大批剩余材料。计划进场是现场材料管理的重要环节和基础。(3)Strictacceptance严格验收Accordingtothematerialsofthevarieties、specifications、quantityandqualityrequirements,fieldmaterialsstrictinspectandforreceiving.Acceptanceistheguaranteeofapproachingthematerialvarieties,specificationsandgoodquality,accuratequantityonthefirstpass,itistoassureprojectquality,reducesthecostisimportantassure.按照各种材料的品种、规格、质量、数量要求,严格对进场材料进行检查,办理收料。验收是保证进场材料品种、规格对路以及质量完好、数量准确的第一道关口,是保证工程质
