加强合作交流Strengthencooperationandexchanges携手共促发展Joinhandstopromotedevelopment兰州新区党工委PartyWorkingCommitteeforLanzhouNewArea兰州新区管委会AdministrativeCommitteeforLanzhouNewArea尊敬的各位来宾，女士们、先生们、朋友们：Respectedguests,ladiesandgentlemen,dearfriends:上午好！GoodMorning!今天，很荣幸由我向大家介绍兰州新区开发建设的情况和参与“丝绸之路经济带”建设的构想。Today,itisanhonorformetointroducethedevelopmentandconstructionofLanzhouNewAreaandtheconceptofparticipatinginbuildingtheSilkRoadEconomicBelt.一、新区基本情况I.BasicSituationoftheNewArea习总书记提出“建设丝绸之路经济带”的战略构想，为西部地区进一步扩大向西开放，促进与中东欧、中西亚国家的交流合作，加快转型跨越发展，提供了重要机遇。GeneralSecretaryXiproposedthestrategicconceptofBuildSilkRoadEconomicBelt,whichprovidesanimportantopportunityforfurtherexpandingtheopeningupofthewesternregion,promotingexchangesandcooperationwiththecountriesinCentralandEasternEuropeandCentralandWesternAsia,andacceleratingthetransformationandleapfrogdevelopment.兰州和兰州新区作为丝绸之路上的重要节点和向西开放的重要战略平台，连贯新欧亚大陆桥和渝新欧国际铁路大通道，战略地位十分突出，区位优势非常明显，必将在“丝绸之路经济带”建设中发挥重要的支撑、辐射和带动作用。LanzhouandLanzhouNewAreaasimportantnodesofSilkRoadandimportantstrategicplatformsofopeninguptothewesttoconnectthenewEurasianContinentalBridgeandChongqing-Xinjiang-EuropeInternationalRailway,whichhaveveryprominentstrategicpositionandobviousgeographicadvantageandareboundtoplayanimportantroleinsupporting,radiatinganddrivingthebuildingSilkRoadEconomicBelt.兰州新区位于兰州市北部，地处兰州、西宁、银川三个省会城市共生带的中间位置，是全国第五个、西北第一个国家级新区，总面积1700平方公里，规划控制面积821平方公里。LocatedinthenorthofLanzhou,LanzhouNewAreaissituatedinthemiddleofthreeprovincialcapitalsincludingLanzhou,Xining,andYinchuanandisthefifthnationalnewareainChinaandthefirstinthenorthwest.Itcoversatotalareaof1,700squarekilometersandplanningcontrolareaof821squarekilometers.建设兰州新区，是党中央、国务院作出的重大战略决策，是国家统筹区域经济协调发展、深入实施西部大开发战略、扩大向西开放的重大举措。BuildingLanzhouNewAreaisamajorstrategicdecisionthattheCPCCentralCommitteeandtheStateCouncilhavemadeaswellasamajormoveforChinatocoordinateregionaleconomicdevelopment,deeplyimplementthewesterndevelopmentstrategy,andexpandopeninguptothewest.2011年2月16日，兰州新区党工委、管委会正式成立。LanzhouNewAreaPartyWorkingCommitteeandManagementCommitteewereestablishedonFebruary16,2011.2012年2月15日，国务院批复的《西部大开发“十二五”规划》将兰州新区列为国家“十二五”期间重点建设的西部五个城市新区之一。OnFebruary15,2012,the12thFive-YearPlanfortheDevelopmentofWestRegionsapprovedbytheStateCouncilincludedLanzhouNewAreaamongfivecitiesinthewestforkeyconstructionduringthe12thFive-Yearperiod.2012年8月20日，国务院批准设立兰州新区，成为全国第五个、西北第一个国家级新区。OnAugust20,2012,theStateCouncilapprovedtheestablishmentofLanzhouNewArea,anditbecamethefifthnationalnewareainChinaandthefirstinthenorthwest.（一）战略定位(I)Strategicpositioning国家重要的产业基地Country'simportantindustrialbase西北地区重要的经济增长极Animportanteconomicgrowthpoleofnorthwestregions向西开放的重要战略平台Animportantstrategicplatformopenswestward承接产业转移的示范区Demonstrationzoneundertakingindustrialtransfer（二）规划布局(II)Planninglayout兰州新区总体规划为“两区、三片、多组团”的结构：TheoverallplanningofLanzhouNewAreatakesonthestructureoftwoareas,threepartsandseveralgroups:两区：指北部生态农业示范区和南部生态林业休闲区。Twoareas:Refertonorthernecologicalagriculturedemonstrationzonesandsoutherneco-forestryrecreationarea.三片：北部布局石化、物流产业片区（包含物流产业组团、现代农业加工产业组团、精细化工产业组团、炼化产业组团和新材料产业组团）；中部布局综合产业片区（包含高新技术产业组团、物流产业组团、航空服务组团、先进装备制造产业组团和科教研发中心组团）；南部布局城市服务功能片区（包含区域中心服务组团、行政文化中心组团和高新技术产业组团）。Threepartsandseveralgroups:Petrochemicalandlogisticsindustriesinthenorth(includinglogisticsindustrygroup,modernagricultureandprocessingindustrygroup,finechemicalindustrygroup,refiningindustrygroupandnewmaterialindustrygroup);integratedindustrialindustryinthemiddle(includinghigh-techindustrygroup,logisticsindustrygroup,aviationservicegroup,advancedequipmentmanufacturingindustrygroupandscienceandeducationR&Dcentergroup);urbanservicefunctionareainthesouth(includingregionalcenterservicegroup,administrativeandculturalcentergroupandhigh-techindustrygroup).（三）发展目标(III)DevelopingObjective到2015年，城市人口规模30万人，GDP达到500亿元左右，城市框架及相关配套服务体系基本建成，交通及城区基础设施相对完善，产业集聚发展。By2015,urbanpopulationwillstandat0.3million,GDPwillreach50billionYuanorso,urbanframeworkandrelatedsupportingservicesystemwillhavebeenbasicallycompleted,transportationandurbaninfrastructurewillhavebeenrelativelyperfectandindustrieswillbeunderconcentrateddevelopment.到2020年，城市人口规模60万人，GDP达到1000亿元左右，基本建成特色鲜明、功能齐全、产业集聚、服务配套、人居环境良好的现代化新区。By2020,urbanpopulationwillstandat0.6million,GDPwillreach100billionYuanorso,andamodernizednewareawithdistinctivefeatures,completefunctions,industrialagglomeration,servicefacilities,andgoodlivingenvironmentwillhavebeenbasicallycompleted.到2030年，城市人口规模100万人，GDP达到2700亿元左右，经济和社会持续、健康、稳定、快速发展，现代化城市格局基本形成。By2030,urbanpopulationwillstandat1million,GDPwillreach270billionYuanorso,economyandsocietywilldevelopinasustainable,healthy,stableandrapidmanner,andamoderncitywillhavetakenshape.二、新区发展优势II.DevelopmentAdvantagesoftheNewArea（一）区位优势(I)Locationadvantages:兰州新区距阿拉山口口岸约2500公里，距广州约2400公里，距连云港约1600公里,在西北具有座中六联的区位优势，市场影响力可以辐射到中亚、西亚等地区，成为连接东中部与中西亚国家的桥梁和纽带，市场前景非常广阔。LanzhouNewAreaisabout2,500kilometersawayfromAlashankouPort,isabout2,400kilometersawayfromGuangzhou,andisabout1,600kilometersawayfromLianyungang.Ithastheregionaladvantageoflocatinginthemid
