上海交通大学硕士学位论文中小企业技术创新现状、问题和对策——以常熟市为例姓名:马建峰申请学位级别:硕士专业:公共管理指导教师:史占中20070610ABSTRACTMankindhasenteredthe21stcentury,willsoonentertheknowledge-basedsociety.Knowledge-basedeconomynotonlytothedevelopmentofSMEswithopportunities,butalsocreateaseriouschallenge.SMEsintheirownsmallscale,theabilitytowithstandmarketrisksworse,inordertosurvive,developandgrow,relyingonthegovernment'sfinancial,taxationandotherkindsofsupportisunattainable,wemustfollowthepathoftechnologicalinnovation.ThepurposeofthisstudyistoprovidethepromotionofSMEsinChangshuCityabilityintechnologicalinnovationpolicymeasures.Tothisend,thispaperdiscussesthedefinitionofSMEsandSMEsthetypeoftechnologicalinnovation,features,andtheroleofcomparativeadvantage.BydomesticandinternationalgovernmentandtheregionsofSMETechnologyInnovationmeasuresandpracticalexperience,combinedChangshureality,ChangshuCityforthedevelopmentofSMEsinthedevelopmentofspecifictechnicalinnovationpolicymeasures.Technologicalinnovationofenterprisesineconomicactivitiesinordertoobtaincommercialinterestsandtheintroductionofnewproductsorprocesses,thusachievingnewproductionelementsoftheportfolio,andthemarketsuccessoftheseriesofcourse.Itsroleandsignificanceliesin:1,technologicalinnovationisthedevelopmentofSMEsinherentmotivation;2.TechnologicalinnovationisthecompetitivenessofSMEstowinthekey;3,technologicalinnovationistoextendthelifeoftheweaponforSMEs;4.TechnologicalinnovationisSMEsimprovethesourceofsupply;5,technologicalinnovation,promotethecommercializationofscientificandtechnologicalachievementsandindustry;6.technologicalinnovationtopromoteeconomicgrowthandchangethewayofimprovingtheeconomicefficiency;7.technologicalinnovationtopromoteeconomicstructuraladjustment.ManydevelopedcountriesexperienceinthedevelopmentofSMEs,SMEtechnologicalinnovationactivitiesistopromotethecommunity'sleveloftechnologicalinnovation.SMEsupporttechnologicalinnovationactivitieseffectivelypromoteeconomicdevelopmentandupgradingoftheindustrialstructure,SMEsthereforesupporttechnologicalinnovationhasbecomemanycountriesintheworldtosupportthedevelopmentofSMEsinthemostimportantmeasures.ChangshuCityfromthetechnologicalinnovationofSMEsbythecurrentsituation,althoughtherehasbeensomesuccess,buttherearestillalotofquestions:1.mechanismisnotsound,technologicalinnovationlacktheimpetus;2,technologicalinnovation,insufficientcapitalinvestment,irrationalstructures;3.permitthelevelofinteractionneedstoberaised.4,technologicalinnovation,thebasicconditionsfortheweakandbuildinginnovativepublicplatformverytight;5,thelackofqualifiedpersonnelfortechnicalinnovationandhighqualitymanagers;6.encouragetechnicalinnovationcultureandtheenvironmenthaveyettobecomplete.Therefore,thepromotionofsmallandmedium-sizedenterprisesinChangshuCitytechnologicalinnovationshouldtakedifferentmeasures:First,improvetheinnovationmechanismenhancethecompetitivenessofenterprises;Second,increaseinvestmentinscienceandtechnology;Thethirdistodeepenpermit,acceleratescientificandtechnologicalachievementsinto;Thefourthistoacceleratetechnologicalinnovationvectorandsocialsystemhair;thefifthistoupholdthepeople-orientedandaccelerateinnovationandbuildacontingentofqualifiedpersonnel;Sixthisthefurtheroptimizationoftechnologicalinnovationcultureandtheenvironment.Ibelievethatthroughtheimplementationofthesemeasures,ChangshuCitySMEtechnologicalinnovationcapacitywillbefurtherenhanced,andtheleveloftechnologicalinnovationwillbefurtherenhanced,SMEswillhavegreaterdevelopment.KEYWORDS:Changshu,SMEs,technicalinnovation1[1]23[1][1].[2003]14320032194[1]20RD5[1]R&D635[1].[J].2004433-3462.527%99%76%[1][2]7[1]·23RD14RD44301995[2].[J].20061748-508[1].[J].2004433-349[1].[J].2004433-34101119901993111213141516[1].[J].2005137[2].[J].2005144-4717[1].[J].2005144-4718[1].[J].2005137[2].[EB/OL].=3363537343,2006-05-0819[1].[EB/OL].=3363537343,2006-05-0820[1].[EB/OL].=3363537343,2006-05-0821[1].[EB/OL].=3363537343,2006-05-08[2].[M].2005214-21922200411997200421%232024252627282930313233343536373839404144243
