·1·TG/GW101-2014中国铁路总公司高速铁路工务安全规则中国铁路总公司运输局2014年9月·2·目录第一章总则·················································································1第二章安全管理制度··········································································2第三章行车安全·················································································5第一节基本要求··········································································5第二节作业组织与管理·································································7第三节放行列车条件····································································9第四节防护办法及防护信号备品···················································12第五节电气化铁路作业·······························································22第六节故障预防与处理·······························································24第七节材料装卸与堆放·······························································27第四章养路机械、专用车辆及工程机械················································30第一节基本要求········································································30第二节轨道车········································································31第三节大型养路机械··································································32第四节小型养路机械··································································33第五节路用列车········································································33第六节大型工程机械··································································35第五章人身安全···············································································37第一节基本要求········································································37第二节避车········································································38第三节线路作业········································································40第四节桥隧、路基作业·······························································40第五节搬运与装卸作业·······························································44·3·第六节机具使用········································································45第六章工务设备安全········································································47第七章安全防护设施及周边环境管理···················································48第一节基本要求········································································48第二节防护栅栏········································································48第三节防护栅栏门及救援疏散通道················································49第四节声屏障········································································50第五节限高防护架·····································································50第六节沉降观测、预防及处理······················································51第七节周边环境管理··································································51第八章灾害监测系统········································································54附录一施工安全整改通知书································································55附录二营业线施工停工通知书·····························································56附录三各种类型临时钢梁主要尺寸和使用行车条件·································57附录四本规则用词说明······································································63·1·第一章总则第1.0.1条为保证高速铁路行车和人身安全,保持列车正常运输秩序,特制定本规则。第1.0.2条高速铁路工务安全管理应坚持“安全第一,预防为主,综合治理”的原则,建立健全并严格执行各项安全管理制度,严格作业纪律,落实安全防范措施,防患于未然,保证工务安全生产稳定。第1.0.3条铁路公司作为高速铁路工务设备资产所有者,应保证工务设备安全、管理、检查、修理等费用的及时投入,以满足运输安全的需要。第1.0.4条铁路局是工务设备安全管理的责任主体,应依据委托运输管理协议和相关规定做好高速铁路工务设备的安全生产管理,保持工务设备状态良好,使之符合相关安全规定和技术标准。第1.0.5条对与工务有关的事故或故障,工务部门应缜密调查,科学分析,找出原因,吸取教训并采取有效措施,防止同类问题的再次发生。第1.0.6条本规则适用于200km/h及以上铁路和200km/h以下仅运行动车组列车的铁路。本规则未作规定的,应参照《普速铁路工务安全规则》执行。铁路局应根据具体情况进行细化和补充,并报中国铁路总公司(以下简称铁路总公司)备案。·2·第二章安全管理制度第2.0.1条严格执行高速铁路主要行车工种岗位准入制度,高速铁路工务作业人员应通过业务培训和安全培训,实行持证上岗。第2.0.2条高速铁路实行天窗修制度。凡影响工务设备稳定、使用和行车安全的施工作业和维修作业,都必须纳入天窗,不得利用列车间隔进行。动车段(所)内线路、与高速铁路相邻的其他线路的作业办法,由铁路局规定。第2.0.3条高速铁路天窗时间原则上不应少于240min,且宜采用垂直天窗。运营速度为250km/h及以下铁路,如确需采取V形天窗,V形天窗时段邻线限速不超过160km/h。在维修天窗的基础上,铁路局可根据列车开行情况,临时安排昼间天窗,用于设备检查。具体办法由铁路局规定。昼间天窗内,不得进行设备修理作业。第2.0.4条在线间距不足6.5m地段施工维修而邻线行车时,邻线列车应限速160km/h及以下,并按规定设置防护。施工单位在提报施工计划时,应提出邻线限速的条件。邻线来车时,现场防护员应及时通知作业人员,机具、物料或人员不得在两线间放置或停留,并应与列车保持安全距离,物料应堆码放置牢固。第2.0.5条进入路基防护栅栏、桥面和隧道内检查、作业、设备故障及自然灾害应急处置,应设驻调度所(驻站)联络员,在现场设现场防护员。驻调度所(驻站)联络员负责按规定办理登、销记手续,使用通信设备向作业负责人传达调度命令。驻调度所(驻站)联络员应熟悉业务并掌握作业情况。驻调度所(驻站)联络员和现场防护员不得临时变更。·3·第2.0.6条上道前和跨越线路时应严格遵守“一停、二看、三通过”和“手比、眼看、口呼”的规定,严禁抢越。铁路局应制订具体落实办法。第2.0.7条天窗作业结束后,工务部门应派专业技术人员添乘确认列车,对线路状态、周边环境进行检查确认。具体办法由铁路局规定。第2.0.8条凡上道使用涉及行车安全的养路机械、机具及防护设备,应符合有关技术标准,满足运用安全的要求。养路机械、机具及防护设备应专管专用,并加强日常检修和定期检查,经常保持良好状态。状态不良的,禁止上道使用。第2.0.9条线路备用轨料应存放在车站、综合维修车间和工区。线路两侧散落的旧轨料、废土废渣应及时清理。因施工作业等原因线路两侧临时摆放的轨料,应码放整齐,并进行必要的加固。需临时拆除防护栅栏时,应设置临时防护设施并派人昼夜看守。第2.0.10条工务部门应建立铁路局、工务段、车间三级应急处置体系,强化应急处置能力,及时做好工务设备故障和自然灾害的应急处置。应急处置实行24h值班制度。工务段安全生产调度指挥中心应及时、全面掌握管内安全生产情况。第2.0.11条铁路局应根据高速铁路的实际情况和季节特点,制定常见工务设备故障及自然灾害应急处置预案,定期组织应急演练,并保持抢修机具状态良好、材料备品齐全有效。第2.0.12条工务设备发生故障时,设备管理单位应根据实际情况确定行车条件,并尽快组织制定处理方案,按规定程序审批后实施,对行车安全和秩序有较大影响时,铁路局应及时向铁路总公司主管部门报告。具体办法由铁路局规定。第2.0.13条对突发性设备故障、灾害的紧急抢修及轨道状态超过临时补修标准和重伤设备处理等需临时封锁要点的施工,按规定程序办理。第2.0.14条遇有暴风雨雪天气或地震,设备管理单位应加强对重点地段和设备的检查。在天窗时间外,检查人员不得进入路肩、桥面、隧道范围内。必要·4·时,如仅需在路肩、桥梁作业通道且不侵入铁路建筑限界检查,本线列车限速160km/h及以下;如需进入铁路建筑限界内检查,本线封锁、邻线列车限速160km/h及以下。设备管理单位应在《行车设备检查登记簿》内登记,提出本线及邻线行车限制条件
