InternationalCovenantonEconomic,SocialandCulturalRightsAdoptedandopenedforsignature,ratificationandaccessionbyGeneralAssemblyresolution2200A(XXI)of16December1966entryintoforce3January1976,inaccordancewitharticle27PreambleTheStatesPartiestothepresentCovenant,Consideringthat,inaccordancewiththeprinciplesproclaimedintheCharteroftheUnitedNations,recognitionoftheinherentdignityandoftheequalandinalienablerightsofallmembersofthehumanfamilyisthefoundationoffreedom,justiceandpeaceintheworld,Recognizingthattheserightsderivefromtheinherentdignityofthehumanperson,Recognizingthat,inaccordancewiththeUniversalDeclarationofHumanRights,theidealoffreehumanbeingsenjoyingfreedomfromfearandwantcanonlybeachievedifconditionsarecreatedwherebyeveryonemayenjoyhiseconomic,socialandculturalrights,aswellashiscivilandpoliticalrights,ConsideringtheobligationofStatesundertheCharteroftheUnitedNationstopromoteuniversalrespectfor,andobservanceof,humanrightsandfreedoms,Realizingthattheindividual,havingdutiestootherindividualsandtothecommunitytowhichhebelongs,isunderaresponsibilitytostriveforthepromotionandobservanceoftherightsrecognizedinthepresentCovenant,Agreeuponthefollowingarticles:PARTIArticle11.Allpeopleshavetherightofself-determination.Byvirtueofthatrighttheyfreelydeterminetheirpoliticalstatusandfreelypursuetheireconomic,socialandculturaldevelopment.2.Allpeoplesmay,fortheirownends,freelydisposeoftheirnaturalwealthandresourceswithoutprejudicetoanyobligationsarisingoutofinternationaleconomicco-operation,basedupontheprincipleofmutualbenefit,andinternationallaw.Innocasemayapeoplebedeprivedofitsownmeansofsubsistence.3.TheStatesPartiestothepresentCovenant,includingthosehavingresponsibilityfortheadministrationofNon-Self-GoverningandTrustTerritories,shallpromotetherealizationoftherightofself-determination,andshallrespectthatright,inconformitywiththeprovisionsoftheCharteroftheUnitedNations.PARTIIArticle221.EachStatePartytothepresentCovenantundertakestotakesteps,individuallyandthroughinternationalassistanceandco-operation,especiallyeconomicandtechnical,tothemaximumofitsavailableresources,withaviewtoachievingprogressivelythefullrealizationoftherightsrecognizedinthepresentCovenantbyallappropriatemeans,includingparticularlytheadoptionoflegislativemeasures.2.TheStatesPartiestothepresentCovenantundertaketoguaranteethattherightsenunciatedinthepresentCovenantwillbeexercisedwithoutdiscriminationofanykindastorace,colour,sex,language,religion,politicalorotheropinion,nationalorsocialorigin,property,birthorotherstatus.3.Developingcountries,withdueregardtohumanrightsandtheirnationaleconomy,maydeterminetowhatextenttheywouldguaranteetheeconomicrightsrecognizedinthepresentCovenanttonon-nationals.Article3TheStatesPartiestothepresentCovenantundertaketoensuretheequalrightofmenandwomentotheenjoymentofalleconomic,socialandculturalrightssetforthinthepresentCovenant.Article4TheStatesPartiestothepresentCovenantrecognizethat,intheenjoymentofthoserightsprovidedbytheStateinconformitywiththepresentCovenant,theStatemaysubjectsuchrightsonlytosuchlimitationsasaredeterminedbylawonlyinsofarasthismaybecompatiblewiththenatureoftheserightsandsolelyforthepurposeofpromotingthegeneralwelfareinademocraticsociety.Article51.NothinginthepresentCovenantmaybeinterpretedasimplyingforanyState,grouporpersonanyrighttoengageinanyactivityortoperformanyactaimedatthedestructionofanyoftherightsorfreedomsrecognizedherein,orattheirlimitationtoagreaterextentthanisprovidedforinthepresentCovenant.2.Norestrictionuponorderogationfromanyofthefundamentalhumanrightsrecognizedorexistinginanycountryinvirtueoflaw,conventions,regulationsorcustomshallbeadmittedonthepretextthatthepresentCovenantdoesnotrecognizesuchrightsorthatitrecognizesthemtoalesserextent.PARTIIIArticle61.TheStatesPartiestothepresentCovenantrecognizetherighttowork,whichincludestherightofeveryonetotheopportunitytogainhislivingbyworkwhichhefreelychoosesoraccepts,andwilltakeappropriatestepstosafeguardthisright.2.ThestepstobetakenbyaStatePartytothepresentCovenanttoachievethefullrealizationofthisrightshallincludetechnicalandvocationalguidanceandtrainingprogrammes,policiesandtechniquestoachievesteadyeconomic,socialandculturaldevelopmentandfullandproductiveemploymentunderconditionssafeguardingfundamentalpoliticalandeconomicfreedomstotheindividual.Article7TheStatesPartiestothepresentCovenantrecognizetherightofeveryonetotheenjoymentofjustandfavourableconditionsofworkwhichensure,inparticular:(a)Remunerationwhichprovidesallworkers,asaminimum,with:3(i)Fairwagesandequalremunerationforworkofequalvaluewithoutdistinctionofanykind,inparticularwomenbeingguaranteedconditionsofworknotinferiortothoseenjoyedbymen,withequalpayforequalwork;(ii)AdecentlivingforthemselvesandtheirfamiliesinaccordancewiththeprovisionsofthepresentCovenant;(b)Safeandhealthyworkingconditions;(c)Equalopportunityforeveryonetobepromotedinhisemploymenttoanappropriatehigherlevel,subjecttonoconsiderationsotherthanthoseofseniorityandcompetence;(d)Rest,leisureandreasonablelimitationofworkinghoursandp
