PREFACEDongshanlocatedatthewestbankofTaiwanStrait,juttingoutfromthesouthernFujianwithitsexquisitesceneryandculturalheritage,isapreciousanduniquetourismseaislandontheTropicofCancer.Buildingupinternationaltourismseaisland,strongmarineeconomycountyandstraitculturalcounty,realizingDongshan’sgoinginadvanceandgrowingupareperpetualdreamof210,000Dongshanpeople.Ascientificandforward-lookingblueprintwithinternationallevelisneededastheguidancetorealizethisdream.Besides,wealsoneedtopdesignteamsfrombothhomeandabroad,wisdomofallcircles,abrandnewdevelopmentlocation,fullyoptimizedspatiallayout,comprehensivelyplannedstrategyandprocessofurbanandindustrialdevelopment.InOctober,2007,InternationalCompetitionofDongshanIslandDevelopmentStrategyPlanraiseditscurtain.87designinsti-tutionsbothdomesticandabroadparticipatedinthecompetition.After“20-out-of-87”and“5-out-of-20”selection,medium-stagediscussion,finalevaluation,andtheopinionintegrationofspecialists,leaders,publicandinternetvoting,theunitedinstitutionofParsonsBrinckerhoffGroup(Asia)Co.,LtdandFujianInstituteforUrbanandRuralPlanningwonthefirstprize,TaiwanEDSGroupwonthesecondprize,GermanyISAGroupwonthethird.Wewilladopttheplanningprogramwinningthefirstprizeasabase,absorbrationalelementsfromotherplans,solicitsug-gestionsfromallcirclestoreviseandcompletetheprogram,finallyformingaplanningprogram.Accordingtotheplan,DongshanIslandwillaimatbuildingupinternationaltourismseaisland,supportedby“internationaltourismseaisland”,“strongmarineeconomycounty”,“straitculturalcounty”,structurespatiallayoutof“OneBodywithTwoWings”.Thenorthwing,relyingonadvantageoustraffic,ports,coastlinesandhinterlands,willbebuiltupintoaindustrialdevelop-mentstage.Ledbynationaleconomicandtechnicaldevelopmentzones,basedonCheng’anFrontageIndustrialPark,XipuSci-enceandTechnologyIndustrialParkandXingchenEcologicIndustrialPark,adevelopmentstructurewillbeintegrated.Centeringonresourcessuperiority,agroupofcharacterizedandleadingindustriessuchasaquaticproductsprocessing,glassbuildingma-terials,shipbuildingandrepairing,souvenirmanufacture,comprehensivedevelopmentofecologicaltourismwillbecultivated.Thesouthwing,relyingonpreciousbays,sands,forests,farmlands,willfocusonthedevelopmentoftourism,hi-techandecologicalagriculture.Alongwithsevencrescent-shapedbays,coastalstar-levelhotelgroups,coastalvillagroups,coastaltour-ismareas,coastalentertainmentareasandcoastalshoppingstreetswillbeformed,besides,“YunanBay-MaluanBayurbanwa-terfrontarea”,“JinluanBayhealthresort”,“WujiaoBay-CoastalForestParkecologicalrecreationalarea”,“GongqianBayCoastaleliteresort”aswellasJourneyofmarineLandofPeachBlossoms,JourneyofSeaIslandCulture,JourneyofExpedition,Jour-neyofSportsandLeisurewillbebuilt.Inthejointportionofthetwowings,relyingonXipucityproper,XipucoasttourismcitybuiltcirclingaroundXipuBayre-gardedas“Atownofscenery,halfoflake,lotusallsidesandwillowsthree”willformtheurbancorearea.Alongwithtwocross-shapedmainaxes,XitongXiqianAvenueandXingchen-Chenchenghighway,theframeworkisunfolded,radiatingtofunctionalzones,allfunctionalzonesdevelopingalongaxes,goingforwardingroup.Asfortheroadnetworkconstruction,wefocusonconstructmulti-dimensionalstructure:TheconnectionofXiamen-Shenzhenhigh-speedrailway,Shenyang-Haikoufreeway,ports,airportsandtheextensionofnationalclassIportwillopenDong-shan’sdoortotheoutsideworld.Twoeast-westtrafficarteriesShuganghighwayandXitonghighway,twosouth-northpassagesswitchedinfromBachimenBridgeandDachanBridge,HuandaoRoadlinkingjointsonthecoastline,wharvesconnectingislandsandislets—alltheseformaconvenientandunblockedseaislandtrafficnetwork.Asfortheecologicalconnotation,wewillbuildupa“DongshanNamecard”.Urbanevanescenceof“onebelt,twoaxes,fouraisles,ninelinesandthirteenparks”,over30kmcoastallandscapeshelterforestsandover400mountaingreeneryareas,to-getherwithfields,gardensandwaters,formtheuniquecoastalurbanecology,alsoafascinatingecologicalboatandgreenhouseScientificandreasonableindustrialpattern,highgradeanduniqueurbanconstruction,convenientandunblockedroadnet-work,togetherwithcharmingecologicalconnotationwillcreateaninternationaltourismseaislandonthewestbankofTaiwanStrait.Thecompletionofthisplanisacombinationofwisdom.WehavereceivedguidanceandconcernsfromthesecretaryofZhangzhoumunicipalPartycommitteeLiuKeqing,formermayorLiJianguo,vice-SecretaryofmunicipalPartycommitteeandactingmayorChenDong,VicechairmanofPeople'sPoliticalConsultativeLinYibin;guidanceatfieldfromvice-Secretaryofmu-nicipalPartycommitteeJiangYupingandYangJianping,membersofthestandingcommitteeYangHuairongandChenJiayao,deputymayorHuangPujiangandLiuWenbiao;professionalsupportsfromspecialistssentbyFujianDepartmentofConstructionandZhangzhouPlanningBureau.Asthisplanisgoingtobepress,sincerethankswillbeextendedtoalltheleadersandpeoplefromallcirclesthosewhohavegivenconcerns,supportsandhelptothedevelopmentofDongshan.Holdingtheblueprint,wearefullofprideandenthusiasm.Wehaveexpected,endeavoredandbelievedthatinthenearfu-ture,a“harmonious,charmingandsustainableDongshan”willstanderectlyonthecoasto
