分类号密级UDC编号10486武汉大学硕士学位论文基于GIS的某部营区平时管理与战时决策系统的研究及实现2008年5月ThesisforMasterDegreeTheResearchandImplementationofBarracksPeacetimeManagementandWartimeDecision-makingSystemofCregimentalBasedonGISMay,2008郑重声明本人的学位论文是在导师指导下独立撰写并完成的,学位论文没有剽窃、抄袭、造假等违反学术道德、学术规范和侵权行为,否则,本人愿意承担由此而产生的法律责任和法律后果,特此郑重声明。学位论文作者(签名):年月日I摘要营区作为军队屯兵、养兵、练兵、储备军用装备和物资的基地,在军队信息化和数字化建设中具有举足轻重的地位。在平时,营区是军队赖以生存和发展的基础性条件;而在战时,营区又成为敌我双方攻防的一个重要阵地。从这个角度来考虑,是论文研究的出发点。因此,基于GIS的某部数字军营综合管理系统,即营区平时地面基础设施管理与战时辅助决策系统的研究和设计,分为两个层面来考虑:一是在平时,就营区而论营区,将其作为营区GIS与部队MIS的有机结合体系,开发营区地面基础设施的管理和综合信息的查询系统;二是在战时,将营区作为阵地,考虑其在战争中的辅助决策分析功能,具体来说,就是在营区平时综合管理的基础上,进而研究了战时营区阵地的地形分析,以及对地形分析的算法设计和改进,并利用该系统与营区范围内的军事设施选址模型相结合,进行了战时军事设施的选址决策功能。论文的研究是以中国人民解放军某部营区为背景的,按照软件工程的组织思路,在VB中,调入MapInfo的MapX组件,结合SQLServer数据库,从总体设计到数据的采集、转换,数据库的建立,以及系统的详细设计和功能的实现,开发了某部营区平时管理系统。其中以营房中的楼层和房间为纽带,有效的将营区GIS与某部各部门的MIS结合起来。该部下属各分部营区在地域分布上,有的位于城市(修理所)、有的位于群山之中(靶场),在战略上是敌重点打击目标。因此研发该系统应着眼军事应用的功能,服务于作战环境分析和辅助决策。论文重点研究了战时营区地形分析和战时营区军事设施的选址两个方面的决策分析。战时营区地形分析从两方面来研究,一是阐述了数据采集与DEM获取方法,以及实际操作过程中需要注意的问题,并且在原有民用方法的基础上提出了一种自动化的辅助方法以实现二维矢量地图中等高线高程信息的自动识别,降低人工劳动强度,提高处理效率,满足了军事高效性的要求。二是在DEM的基础上,以某部靶场为目标,研究了地形分析的算法设计和军标的绘制。II为了满足战时营区军事设施选址的高效率和科学性,采用了系统与选址模型相结合的方式,重点分析了军队工程设施选址的目标和约束条件,研究建立了工程设施多目标选址模型,运用地理信息系统中的图层叠加算法,提出了基于图层叠加的多目标选址模型求解方法,并进行了实例分析。实践表明,该系统符合了部队的特殊性和实用性,实现系统的一些关键技术也满足了部队的高效性,从而可以更好的在部队团以上单位进行推广应用。关键词:地理信息系统数字军营MapX组件数字高程模型多目标选址模型IIIABSTRACTThebarrackisthebasewheremakestrainingandreservesmilitaryequipmentandmaterial,anditplaysadecisiveroleoninformationanddigitalbuildingofthearmy.Inpeacetime,thebarrackisthebasisconditionsofthearmy’ssurvivalanddevelopment;Inwartime,thebarrackbecomestheimportantoffensiveanddefensivepositionsbetweenthetwosidesinastruggle.Consideringfromthisperspectiveisthestartingpointoftheresearch.Therefore,abouttheresearchanddesignofDigitalBarracksIntegratedManagementSystemofCregimentalbasedontheGIS(BarracksPeacetimeGroundInfrastructureManagementandWartimeAidedDecisionSystem),itisconsideredbybeingdividedintotwolevels:inpeacetime,consideringonitssurfacemeaning,itistheorganicintegrationofthebarracksGISandthemilitaryMIS,todevelopbarracksgroudinfrastructuremanagementandcomprehensiveinformationenquiringsystem;Inthewartime,thesystemwillbeconsideredthewar-assistedanalysisandthedecision-makingfunctionswhilebarrackswillbeafront,Specifically,itisusuallytoresearchfurtherterrainanalysisofwartime-camps,aswellasalgorithmdesignandimprovementsofterrainanalysis,andtolocatethedecision-makingfunctionofwartimemilitaryfacilitiesbyusingcombinationbetweensystemandthebarrack-sitemodelofmilitaryfacilitieswithinthelimitsonthebasisoftheintegratedmanagementofthebarracks.TheresearchisbasedonthebarracksofCregimentalofthePeople'sLiberationArmy(theauthor’sunit)asthebackground.Accordingtotheorganizationideasofsoftwareengineering,theMapXofMapInfo’scomponentsareredeployedinVB,withtheSQLServerdatabase,fromdesigntodatacollection,conversion,thecreationofdatabase,thedetaileddesignofthesystemandtherealizationoffunctionality,ThesehavebeendevelopedCBarracksPeacetimemanagementsystem.ItwillbeeffectivelycooperatedbetweenbarracksGISanddepartment’sMIStogetherlinkingthefloorswithroomsinthebarracks.Aboutarea’sdistributionofcampofCregimental,somelocateinthecity(repair-station),andsomelocateinthemountains(range),itistheenemytargetinthestrategic.Thereforethesystemshouldfocusontheresearchanddevelopmentofthefunctionofmilitaryserviceinthecombatenvironment,andanalysistosupportdecision-making.PapersfocusontwoaspectsofIVdecision-makinganalysisinthewartimecampterrainanalysisandwartimemilitaryfacilitiesofthebarracks-site.Theterrainanalysisofwartimebarracksisstudiedintwoways,itfirstexpoundeddataacquisitionandaccessmethodsoftheDEM,andtheproblemoftheneedforattentiontointheactualoperation,andanautomatedauxiliarymethodtoachieve2Dvectorelevationcontourmapoftheautomaticidentificationofinformationonthebasisoftheoriginalcivilianmethods,whichreducesmanuallaborintensityandimprovesefficiencytomeettherequirementsofmilitaryefficiency.Second,onthebasisoftheDEMatarangeofCcorporation’stargets,itistostudytheterrainanalysisalgorithmdesignandrenderingmilitarytarget.Inordertomeettheefficientandscientificnatureforwartimemilitaryfacilitiesinthecampsite,ituseacombinationbetweenthesystemandmodelsoflocation,itespeciallyanaliedthearmy'sengineeringfacilitiessitinggoalsandconstraints,andestablishedresearchfacilitiesinmulti-objectiveoftheprojectsitemodel,usethestackalgorithminlayersofgeographicinformationsystem,superpositetargetlocationonthebasisoflayers-stack,andanaliedthecase.Accordingtothepractice,itshowsthatthesystemmeetsthespecialnatureandpracticalityoftheforces,andsomeofthekeytechnologytorealizesystemmeetstheefficiencyoftheunits,whichcanbebetterappliedintheunitsabovetheregimentallevel.KEYWORDS:GeographicInformationSystem;DigitalBarracks;MapXComponent;DEM;Multi-targetlocationmodelV目录摘要.....................................................................................................................................................................IABSTRACT................
