深圳市液化石油气企业特种设备事故专项应急预案(企业范本-草案)1.封面2.批准页3.目录4.内容应急预案应采用A4版面印刷,活页装订预案编号:预案版本:2公司特种设备事故专项应急预案编制单位(公章):颁布日期:年月日颁布通告《储配站特种设备综合应急预案》已经年月日审议通过,现予颁布,自年月日起实施。企业安全第一责任人(签字):年月日3目录1总则·····························51.1目的·····················································································51.2编制依据···············································································51.3适用范围···············································································51.4遵循原则···························································································52公司概况和风险分析·······················62.1公司概况···············································································62.2危险分析··············································································63组织机构及职责·························83.1应急工作领导小组···································································83.2应急救援机构·········································································94预防与预警···························94.1预防····················································································104.2预警报告程序········································································105应急响应···························105.1响应分级··············································································105.2应急程序··············································································115.3应急结束························································错误!未定义书签。5.4信息通报························································错误!未定义书签。6后期处置···························126.1善后处理··············································································127保障措施···························137.1通讯保障··············································································1347.2应急队伍保障········································································137.3应急物资保障········································································137.4经费保障··············································································148培训与演练··························148.1培训····················································································148.2演练····················································································149附则····························149.1更新与备案···········································································149.2制定与解释·····················································错误!未定义书签。9.3实施时间··············································································1410附录····························14附录1液化石油气槽罐事故现场处理方案·········································15附录2液化石油气汽车槽车事故现场处理方案·············错误!未定义书签。附录3液化石油气压力管道事故现场处理方案·············错误!未定义书签。附录4液化石油气钢瓶事故现场处理方案···················错误!未定义书签。附录5内部救援人员通讯录附录6特种设备事故外部救援机构通讯录51总则1.1编制目的:为贯彻落实“安全第一、预防为主、综合治理”的方针,规范我公司应急管理工作,提高应对风险和防范事故的能力,及时控制液化石油气储配站特种设备事故,防止其蔓延扩大,保证在事故中快速、有效地实施应急救援,保障职工安全健康和公众生命安全,最大限度地减少财产损失、环境损害和社会影响,特制定本预案。1.2编制依据:1、《中华人民共和国安全生产法》(中华人民共和国主席令第70号);2、《中华人民共和国消防法》(中华人民共和国主席令第83号);3、《重大危险源辨识》(GB18218-2000)4、《特种设备安全监察条例》(2003年6月1日国务院令第373号)5、《液化气体汽车槽车安全监察规程》(1995年1月1日)6、《气瓶安全监察规程》(质技监局锅发[2000]250号)7、《压力管道安全管理与监察规定》(1996年4月23日劳部发『1996』140号)8、道路危险货物运输管理规定(交通部2005年第9号令)9、《深圳市燃气管理条例》(2007年,深圳市人大常委会)10、《生产经营单位安全生产事故应急预案编制导则》(AQ/T9002-2006)11、《特种设备使用和管理安全要求及评价》(SZDB/Z1-2005)1.3适用范围:本预案适用于本公司范围内各储配站的液化石油气储罐、运输槽车、液化石油气压力管道、液化石油气钢瓶在运营过程中发生火灾爆炸、泄漏或因自然灾害、人为因素即将引发火灾爆炸、泄漏的事故。1.4应急预案体系:本预案是特种设备专项预案,是公司综合预案的最重要专项预案之一。本预案包含四种液化石油气特种设备发生火灾爆炸、泄漏的现场应急处置措施,即液化石油气储罐、液化石油气运输槽车、液化石油气压力管道、液化石油气钢瓶。1.5应急工作原则1.5.1事故初期处置最关键的原则:液化石油气泄漏或初期火灾的快速、准确处置是防止液化石油气储配站事故蔓延扩大的关键,因此强调现场操作应急处置预案是本预案的重要组成部分。1.5.2以人为本的原则:应急预案体现救援人员和被救援对象以人的生命为最重要为前提。1.5.3突发事故现场迅速展开救援的原则:液化石油气储配站设立在偏远地带,事故蔓延的后果巨大,因此预案遵循“第一时间”现场职位最高者立即就任现场总指挥展开救援,不能等既定救援指挥部人员达到现场再展开救援。62公司特种设备概况和风险分析2.1公司概况本公司成立于年月,办公地址位于深圳市区路。公司现有员工人,其中安全管理人员名,公司下属液化石油气储配站个,分别为储配站、储配站、储配站。本储配站建于年,位于深圳市区,占地m2,拥有m3液化石油气储罐个,m3残液罐个,最大液化石油气储存量为立方米。烃泵台、烃压机台。液化石油气压力管道米,管径为DN、和,拥有液化石油气运输槽车台,自有产权液化石油气钢瓶只。特种设备的情况见下表:特种设备种类型号制造厂家数量储罐槽罐压力管道钢瓶2.2危险分析2.2.1液化石油气的理化特性液化石油气是从石油加工或石油、天然气开采过程中得来的,其主要成份为丙烷、丁烷。液化石油气在常温下为气体,稍加压或冷却即可液化。常温下储存的液化石油气通常处于饱和状态,即有气相,又有液相,因此,它具有气体和液体的物理特性。液化石油气理化特性表如下:主要成分丙烷、丁烷分子量g/mol44-58液态密度20℃kg/升0.5-0.6气态密度标态kg/m31.9-2.7饱和蒸汽压20℃MPa0.2-1.0爆炸极限空气V%1.5-9.5沸点℃-42-0闪点℃≤28液态燃烧值MJ/kg45.87气态燃烧热值MJ/m3110着火温度℃500燃烧温度℃20002.2.2液化石油气的危险特性易燃易爆比汽油等油类、天然气有更大的火灾爆炸事故的危险性。液化气在空气中达到一定浓度,即使在寒冷地区,遇到静电或金属撞击时发出的细小火花,都能迅速引起燃烧。气液态体积比值大、易挥发在常温常压下,液态液化气迅速气化体积增加为400倍左右的气体。液态比重比水轻约相当于水比重的一半。气态比重比空气重约为空气比重的1.5――2倍,所以液化石油气泄漏,极易沉积在低洼处,引发燃烧爆炸事故。体积膨张系数大液化石油气的体积膨胀系数大约是同温度水的体积膨胀系数的10~16倍,随着温度的升高,液态体积会不断膨胀,气态压力也不断增加,温度每升高摄氏1度,体积膨胀0.3~0.4%,气压增加0.2~0.3MPa。沸点低沸点在0℃以下,在我国,尤其是南方,即使是冬季最冷的气温条件下,也能自然气化。闪点低闪点是火灾的先兆,液化石油气的闪点低于28℃,即形成挥发性混合气体的最低燃烧温度为28℃。腐蚀性:液化气中的腐蚀性,主要是少量的硫化物,对钢材设备有微量的腐蚀性,对橡胶有溶化作用。可嗅性液化气无特殊气味,为了易于察觉泄漏,在液化石油气中加乙硫醇等添加剂加臭。毒害性和窒息性液化石油气有低毒性,当空气中液化石油气浓度超过1%时,就会使人呕吐,感到头痛;达到10%时,二分钟就能使人麻醉,人体吸入高浓度的液化石油气时,可能发生窒息死亡。2.2.3特种设备危险因素分析液化石油气储配站的特种设备在储配运行、充装、装卸运输、使用以及检维修作业过程中存在的危险、有害因素受液化石油气危险性、工艺操作条件、人员、第三方或不可抗拒力等因素影响,最主要危险性是液化石油气从特种设备中泄漏或容器内积存爆炸性混合气体造成特种设备内外的火灾、爆炸事故,造成人员伤亡和财产损
