合同段(K166+600~K179+023.967)全长12.4km水土保持专项方案编制人:审核人:施工单位:XXX集团有限公司日期:2010年12月2目录第一章编制依据·························································································3一、编制依据·······························································································3二、编制范围·······························································································3第二章工程概况·························································································3一、工程概况·······························································································3二、工期要求·······························································································4第三章环境保护人员组织机构········································································4一、环境保护人员准备···················································································4二、项目文明施工及环境保护组织机构框图························································6第四章环境保护施工方案·············································································7一、桥涵施工环境保护···················································································7二、路基土石方施工环境保护··········································································7(一)弃土场环境保护···················································································7(二)路基土石方环境保护·············································································8三、自然森林资源保护···················································································9四、生活区环境保护·····················································································10第五章环境保护及文明施工措施································································10一、土石方施工环境保护措施·········································································11二、桥涵施工环境保护措施············································································12三、消防安全保证措施··················································································14四、消防应急组织机构框图············································································15五、防汛准备措施························································································17六、文明施工措施························································································173第一章编制依据一、编制依据1、业主提供南合同段招标文件、设计图纸和有关补遗资料及相关合同文件。2、项目业主下发的典型示范实施细则及本项目业主管理有关办法。3、我国现行的公路工程施工技术规范及工程质量检验评定标准、安全规范等。4、本工程所在地的社会及自然环境等条件,和现场踏勘调查所获得的有关资料。5、我公司既有的科研成果、先进施工方法和承建类似工程的施工经验。二、编制范围合同段施工便道、弃土场、路基土石方、桥涵工程施工中的环境保护措施、水土保持措施及敏感点的噪声防护措施。第二章工程概况一、工程概况外环公路项目路线起于XXX,终点位于XXX,与现有的XX市环城高速公路南环段相接。本合同段位№X合同段,路线起点K166+600接第X合同段终点,位于XXX附近,路线经XX,跨东西高速公路、二级公路,经ZZ,于VV附近接上现有外环高速公路,终点桩号K179+023.967,亦即项目终点。本合同段全长12.424公里。主要施工项目为路基土石方、防护、排水、及桥涵工程。本合同段设互通两处,即那XX互通和ZZ西互通。4本项目位于XXXX市辖区范围内,沿线主要剥蚀残丘地貌,地貌形态表现为山丘连绵起伏,山体宽大,一般丘高在100~200m左右,最高约220m,自然坡度一般为15~55°,冲沟比较发育,多呈条带状分布。表层出露的基岩一般呈~中风化,山坡多为厚层残积为土,植被茂密,主要为桉树和少量灌木;山间沟谷及平地一般堆积有较厚的冲洪积土,常为水田或旱地,主要种植水稻、玉米、番薯等农作物。地下水:主要为松散岩类孔隙水、基岩裂隙水。松散岩类孔隙水为本区主要的地下水类型。本标段那马互通地处公平水库北面,距水库较近。因此,在公路施工中必须有环境保护措施及水土保持措施,保护好公平水库水源。路基土石方施工时,应及时进行路堤边坡和路堑边坡防护,边坡的防护以水土保持,稳定边坡为目的,防止水土流失。本工程弃土场均选择合适的乱掘坑以及低洼地,本着保护环境、减少对自然的破坏、维护景观协调美观的原则,弃土场弃土后,应立即进行必要的坡面防护及顶面植树植草绿化。桥涵施工时,须对桩基泥浆排放、脱模剂的使用、机油及废油类的存放采取相对应的防护措施,且对水土流失做好相应的防护措施。二、工期要求本合同段路基桥涵工程合同工期为24个月。第三章环境保护人员组织机构一、环境保护人员准备1、组建精干高效的项目经理部,建立健全的文明施工及环境保护领导小组(见组织机构框图),选配经验丰富,技术业务精湛,事业心和责任感强的工程师及工作人员,使整个项目经理部管理层人员精干,统一指挥,内外协调,全面负责和加强对该项工程的方明施工及环境保护管理工作。52、主要人员的配置序号姓名担任职务在项目担任职务职称备注1组长项目经理工程师2副组长项目副经理工程师3副组长技术负责人高级工程师4副组长安质部长工程师5组员桥梁工程师工程师6组员桥梁工程师工程师7组员路基工程师工程师8组员路基工程师工程师9组员计量工程师工程师10组员质检工程师工程师11组员试验工程师工程师12组员测量工程师工程师13组员测量工程师助理工程师14组员机械工程师工程师15组员财务负责人会计师16组员资料员助理工程师17组员现场施工员施工员18组员专职安全员19组员专职安全员6二、项目文明施工及环境保护组织机构框图文明施工及环境保护组织机构框图组长:(项目经理)副组长:(项目副经理)出副组长:(项目总工)副组长:(安质部长)xx高速公路xx段第二合同段环境保护组织机构组员。。桥梁工程师。。X组员。。质检工程师。。X组员。。机械工程师。。XXXX组员。。合约工程师。。XXX组员。。测量工程师。。X组员。。计量工程师。。X组员。。试验工程师。。XX组员。。测量工程师。。石X组员。。资料内业工程师。。X组员。。现场负责人。。赵X组员。。现场负责人。。X电工班桥涵施工班路基施工班排水施工班机械班汽车运输班杂工班工程技术部质量安全部合约部物资设备部综合办公室工区测量室试验室7第四章环境保护施工方案我标段那马互通位于公平水库地段附近。为防止污染公平水库的水源,施工中必须认真遵守国家有关环境保护的法律法规,采取措施妥善处理泥水,控制施工现场的各种粉尘、废气、废水、固体废弃物以及噪声对环境的污染和危害。根据本工程的实际情况,结合我公司长期积累的经验,在施工过程中采取如下环境保护方法:一、桥涵施工环境保护1、对于施工机械的油料应集中贮放,废油不得随意乱倒,以免污染环境及水源。2、模板脱模剂应集中存放,涂抹时合理用料,以防止遗洒污染土地和周围环境及水源。3、对施工场地进行规范化管理。施工场地、进场道路均用石粉渣进行硬化,并挖排水沟,防止被雨水冲刷。4、钻孔灌注桩钻孔时,须挖三级泥浆沉淀池过滤,池内垫彩条布,池边用砂包围堵。泥浆经沉淀后,采用封闭车箱的车辆运往规定地点弃置,防止泥浆外泄污染环境及水源。5、桥涵基坑开挖需注意防止水土流失,基坑内排水需挖沉淀池进行处理,防止泥浆外泄。6、施工及生活中的废物,垃圾集中堆放,并及时处理到当地环保部门同意的地点弃置,无法清运的要及时加以掩盖,以防扩散造成环境污染。二、路基土石方施工环境保护(一)弃土场环境保护1、路基土石方所用的弃土场均选择合适的乱掘以及低洼地,本着保护环境、减少对自然的破坏、维护景观协调美观的原则,弃土场弃土后,应立即进行必要的坡面防护及顶面植树植草绿化。防止水土流失污染8径心水库水源。2、弃方时应尽量先弃石方,再弃土方;弃土场边坡处尽量弃石方,并适当码砌修整。弃土场坡脚处设浆砌片石护脚,护脚埋入地面以下不小于1m。堆弃完毕后,应表面土层厚度大于60cm,种草绿化,坡顶、平台栽植乔木或灌木,株距×行距分别为8m×6m,6m×6m。植物可选择刺槐、水杉、侧柏、冬青、夹竹桃。3、在弃土后,通过植草、植树进行绿化,以保护、协调、美化环境。施工具体事宜按《弃土场水土保持设计图》要求实施。(二)路基土石方环境保护1、清表前先查清红线范围,严禁超清。路基土石方施工时,及时进行路堤边坡和路堑边坡防护,边坡的防护以水土保持,稳定边坡为目的,防止水土流失污染径心水库水源。2、开挖前先做好截水沟。路基施工时,需完成一级边坡立即进行一级边坡防护。3、路基边坡开挖一级立即防护一级。一般土质挖方路段采用客土喷播防护,客土喷播厚度≥3cm。种子为草本、灌木(两种以上)、藤本等植物,苗长出后藤灌密度≥10棵/m2。第一级边坡喷播时种植少量勒杜鹃袋苗高35~40cm,冠幅25~30cm(要求成活勒杜鹃40m~60m一棵),当有二、三、四级边坡喷播时可掺加极少量的乔木种子(要求成活乔木50m2~60m2一棵)。含砾较多较松散的土质边坡采用衬砌拱防护,拱圈内采用客土喷播,
