Issue124Standard3.2.11STANDARD3.2.1FOODSAFETYPROGRAMS(Australiaonly)PurposeThisStandardisbasedupontheprinciplethatfoodsafetyisbestensuredthroughtheidentificationandcontrolofhazardsintheproduction,manufacturingandhandlingoffoodasdescribedintheHazardAnalysisandCriticalControlPoint(HACCP)system,adoptedbythejointWHO/FAOCodexAlimentariusCommission,ratherthanrelyingonendproductstandardsalone.ThisstandardenablesStatesandTerritoriestorequirefoodbusinessestoimplementafoodsafetyprogrambasedupontheHACCPconcepts.Thefoodsafetyprogramistobeimplementedandreviewedbythefoodbusiness,andissubjecttoperiodicauditbyasuitablyqualifiedfoodsafetyauditor.ContentsDivision1–Interpretationandapplication1Interpretation2ApplicationDivision2–Foodsafetyprograms3Generalfoodsafetyprogramrequirements4AuditingoffoodsafetyprogramsContentoffoodsafetyprograms6FundraisingeventsDivision1–Interpretationandapplication1InterpretationInthisStandard–auditingfrequencymeansthemostrecentlydeterminedfrequencyofauditingdeterminedbytheappropriateenforcementagency,orafoodsafetyauditor,inaccordancewiththeAct.foodsafetyprogrammeansafoodsafetyprogramthatsatisfiestherequirementsofclause5.foodsafetyauditormeansapersonapprovedasafoodsafetyauditorundertheActasapersoncompetenttoaudittherelevantclassoffoodbusiness.monitoringincludeschecking,observingorsupervisinginordertomaintaincontrol.2ApplicationofthisStandard(1)ThisStandardappliestofoodbusinessesinAustraliainaccordancewithStandard3.1.1andsubclause(2).(2)UnlessexpresslyprovidedelsewhereinthisCode,thisStandardappliestoallfoodandprimaryfoodproductionbusinessesthataredeterminedbytheappropriateenforcementagencyundertheActtobewithinapriorityclassificationoffoodbusinessfromthecommencementdateforthatpriorityclassificationoffoodbusiness.FederalRegisterofLegislativeInstrumentsF2011C00551Issue124Standard3.2.12Division2–Foodsafetyprograms3GeneralfoodsafetyprogramrequirementsAfoodbusinessmust–(a)systematicallyexamineallofitsfoodhandlingoperationsinordertoidentifythepotentialhazardsthatmayreasonablybeexpectedtooccur;(b)ifoneormorehazardsareidentifiedinaccordancewithparagraph(a),developandimplementafoodsafetyprogramtocontrolthehazardorhazards;(c)setoutthefoodsafetyprograminawrittendocumentandretainthatdocumentatthefoodpremises;(d)complywiththefoodsafetyprogram;and(e)conductareviewofthefoodsafetyprogramatleastannuallytoensureitsadequacy.4AuditingoffoodsafetyprogramsAfoodbusinessmust–(a)ensurethatthefoodsafetyprogramisauditedbyafoodsafetyauditorattheauditingfrequencyapplicabletothefoodbusiness;(b)makethewrittendocumentthatsetsoutthefoodsafetyprogram,andtheappropriaterecordsreferredtoinparagraph5(f),availabletoanyfoodsafetyauditorwhohasbeenrequestedtoconductanauditofthefoodsafetyprogram;and(c)retaincopiesofallwrittenreportsoftheresultsofallauditsofthefoodsafetyprogramconductedbyafoodsafetyauditorwithinthelastfouryears,forinspectionuponrequestbyafoodsafetyauditorwhoauditsthefoodsafetyprogramoranauthorisedofficer.5ContentoffoodsafetyprogramsAfoodsafetyprogrammust–(a)systematicallyidentifythepotentialhazardsthatmaybereasonablyexpectedtooccurinallfoodhandlingoperationsofthefoodbusiness;(b)identifywhere,inafoodhandlingoperation,eachhazardidentifiedunderparagraph(a)canbecontrolledandthemeansofcontrol;(c)provideforthesystematicmonitoringofthosecontrols;(d)provideforappropriatecorrectiveactionwhenthathazard,oreachofthosehazards,isfoundnottobeundercontrol;(e)providefortheregularreviewoftheprogrambythefoodbusinesstoensureitsadequacy;and(f)provideforappropriaterecordstobemadeandkeptbythefoodbusinessdemonstratingactiontakeninrelationto,orincompliancewith,thefoodsafetyprogram.6FundraisingeventsAfoodbusinessdoesnothavetoprepareafoodsafetyprograminaccordancewiththisStandardinrelationtoafundraisingeventconductedbythefoodbusiness.FederalRegisterofLegislativeInstrumentsF2011C00551
