Issue135Standard1.3.11STANDARD1.3.1FOODADDITIVESPurposeAfoodadditiveisanysubstancenotnormallyconsumedasafoodinitselfandnotnormallyusedasaningredientoffood,butwhichisintentionallyaddedtoafoodtoachieveoneormoreofthetechnologicalfunctionsspecifiedinSchedule5.Itoritsby-productsmayremaininthefood.Foodadditivesaredistinguishablefromprocessingaids(seeStandard1.3.3)andvitaminsandmineralsaddedtofoodfornutritionalpurposes(seeStandard1.3.2).ThisStandardregulatestheuseoffoodadditivesintheproductionandprocessingoffood.Afoodadditivemayonlybeaddedtofoodwhereexpresslypermittedinthisstandard.AdditivescanonlybeaddedtofoodinordertoachieveanidentifiedtechnologicalfunctionaccordingtoGoodManufacturingPractice.Standard1.3.4prescribesstandardsfortheidentityandpurityoffoodadditives.TableofProvisions1Definitions2Generalprohibitionontheuseofadditives3Permitteduseofadditives4Requirementsforuseofintensesweeteners5Maximumpermittedlevelsofadditives6Additivesperformingthesamefunction7Carry-overofadditives8Foodforuseinpreparationofanotherfood9Theadditionofagarnishtofood10Coloursandtheiraluminiumandcalciumlakes11PermittedflavouringsubstancesSchedule1PermittedusesoffoodadditivesbyfoodtypeSchedule2MiscellaneousadditivespermittedtoGMPinprocessedfoodsspecifiedinSchedule1Schedule3ColourspermittedtoGMPinprocessedfoodsspecifiedinSchedule1Schedule4ColourspermittedtospecifiedlevelsinprocessedfoodsspecifiedinSchedule1Schedule5TechnologicalfunctionswhichmaybeperformedbyfoodadditivesClauses1DefinitionsInthisStandard–maximumpermittedlevelmeansthemaximumamountofadditivewhichmaybepresentinthefoodassetoutinrelationtothatfoodinSchedule1.processedfoodmeansfoodwhichhasundergoneanytreatmentresultinginasubstantialchangeintheoriginalstateofthefood.technologicalfunctionmeansafunctionsetoutinSchedule5,butdoesnotincludetheadditionofafoodadditivetoasingleingredientfoodthatisnotrequiredbythisCodetobelabelledwhereasingleprocessisappliedandthefoodispresentedinamannerwhichsuggeststhattheorganolepticqualitieshavenotbeenaltered,otherthanthroughtheprocess.FederalRegisterofLegislativeInstrumentsF2013C00138Issue135Standard1.3.12Editorialnote:ThetechnologicalfunctionsoffoodadditivesarelistedinSchedule5ofStandard1.3.1.SeeStandard1.2.4–LabellingofIngredientsfortherequirementsforthedeclarationofingredients,includingforfoodadditiveclassnames.2GeneralprohibitionontheuseofadditivesUnlessexpresslypermittedinthisStandard,foodadditivesmustnotbeaddedtofood.3Permitteduseofadditives(1)TheadditiveslistedbynameornumberinSchedules1,2,3and4maybeaddedtoafoodorclassoffoodtoperformtechnologicalfunctionsprovidedthat–(a)theusecomplieswithanyrestrictionsonuselistedinSchedule1;and(b)theproportionoftheadditiveisnomorethanthemaximumlevelnecessarytoachieveoneormoretechnologicalfunctionsundertheconditionsofGoodManufacturingPractice(GMP).(2)TheadditivesinSchedule2maybepresentinprocessedfoodsasaresultofuseinaccordancewithGMP,exceptwhereexpresslyprohibitedinSchedule1.(3)ThecoloursinSchedule3maybepresentinprocessedfoodsasaresultofuseinaccordancewithGMPexceptwhereexpresslyprohibitedinSchedule1.(4)ThecoloursinSchedule4maybepresentinprocessedfoodstoacombinedmaximumlevelof290mg/kginfoods,and70mg/Linbeverages,exceptwhereexpresslyprohibitedinSchedule1.4RequirementsforuseofintensesweetenersSavewhereotherwiseexpresslystatedinSchedule1andnotwithstandinganyspecificlevelspecifiedinaScheduletothisStandard,intensesweetenersmayonlybeaddedtofoodasaflavourenhancerorinanamountnecessarytoreplace,eitherwhollyorpartially,thesweetnessnormallyprovidedbysugars.Editorialnote:LimitsforspecificintensesweetenersinspecificfoodsareincludedinSchedule1.SomeintensesweetenersareincludedinSchedule2andthesesweetenersmaybeaddedtoafoodinaccordancewithSchedule1(i.e.whereSchedule2additivesmaybepresentinafood).Theamountofanintensesweetenerneededinafoodwoulddependontheamountrequired:1.asaflavourenhancerinthefood;or2.towhollyorpartiallyreplacethesweetnessofsugarsthatwouldorcouldbepresentinthefood.Polyols,isomaltandpolydextroseareexamplesofingredientsthatareusedashumectantsortexturisersorasfoodsintheirownright.5Maximumpermittedlevelsofadditives(1)Whereamaximumlevelforanadditiveinafoodisprescribed,unlessotherwisestated,thelevelreferstothemaximumamountwhichmaybepresentinthefoodassoldor,wheretherearedirectionsforpreparation,whenpreparedforconsumptionaccordingtolabeldirections.(2)ForthepurposesofthisStandard–FederalRegisterofLegislativeInstrumentsF2013C00138Issue135Standard1.3.13annattoandannattoextractsshallincludenorbixinandbixin,calculatedasbixin.benzoicacidanditssaltsshallbecalculatedasbenzoicacid.cyclamateanditssaltsshallbecalculatedascyclohexyl-sulphamicacid.ethyllauroylarginateshallbecalculatedasethyl-Nα-lauroyl-L-arginate.HCl.propionicacidanditssaltsshallbecalculatedaspropionicacid.saccharinanditscalciumandsodiumsaltsshallbecalculatedassaccharin.sorbicacidanditssaltsshallbecalculatedassorbicacid.steviolglycosidesshallbecalculatedassteviolequivalentsinaccordancewiththeformulausedinsubclause3.sulphurdioxide,sulphitesincludingbisulphitesandmetabis
