RegulatoryguidesareissuedtodescribeandmakeavailabletothepublicsuchinformationasmethodsacceptabletotheNRCstaffforimplementingspecificpartsoftheNRC’sregulations,techniquesusedbythestaffinevaluatingspecificproblemsorpostulatedaccidents,anddataneededbytheNRCstaffinitsreviewofapplicationsforpermitsandlicenses.Regulatoryguidesarenotsubstitutesforregulations,andcompliancewiththemisnotrequired.MethodsandsolutionsdifferentfromthosesetoutintheguideswillbeacceptableiftheyprovideabasisforthefindingsrequisitetotheissuanceorcontinuanceofapermitorlicensebytheCommission.Thisguidewasissuedafterconsiderationofcommentsreceivedfromthepublic.Commentsandsuggestionsforimprovementsintheseguidesareencouragedatalltimes,andguideswillberevised,asappropriate,toaccommodatecommentsandtoreflectnewinformationorexperience.WrittencommentsmaybesubmittedtotheRulesandDirectivesBranch,ADM,U.S.NuclearRegulatoryCommission,Washington,DC20555-0001.Regulatoryguidesareissuedintenbroaddivisions:1,PowerReactors;2,ResearchandTestReactors;3,FuelsandMaterialsFacilities;4,EnvironmentalandSiting;5,MaterialsandPlantProtection;6,Products;7,Transportation;8,OccupationalHealth;9,AntitrustandFinancialReview;and10,General.Singlecopiesofregulatoryguides(whichmaybereproduced)maybeobtainedfreeofchargebywritingtheDistributionServicesSection,U.S.NuclearRegulatoryCommission,Washington,DC20555-0001,orbyfaxto(301)415-2289,orbyemailtoDISTRIBUTION@NRC.GOV.ElectroniccopiesofthisguideareavailableontheinternetatNRC’shomepageat(DraftwasissuedasDG-1103)DESIGN,INSPECTION,ANDTESTINGCRITERIAFORAIRFILTRATIONANDADSORPTIONUNITSOFNORMALATMOSPHERECLEANUPSYSTEMSINLIGHT-WATER-COOLEDNUCLEARPOWERPLANTSA.INTRODUCTIONThisguideprovidesguidanceandcriteriaacceptabletotheNRCstaffformeetingtheNRC'sregulationswithregardtothedesign,inspection,andtestingofairfiltrationandadsorptionunitsinstalledinthenormalatmospherecleanupsystemsoflight-water-coolednuclearpowerplants.Thisguideappliesonlytoatmospherecleanupsystemsdesignedtocollectairborneradioactivematerialsduringnormalplantoperation,includinganticipatedoperationaloccurrences.Therefore,inthisguidethesesystemsarereferredtoasnormalatmospherecleanupsystems.Thesenormalatmospherecleanupsystemsmayconsistofheatersand/orcoolingcoils,prefilters,high-efficiencyparticulateair(HEPA)filters,iodineadsorptionunits,fans,associatedductwork,damp-ers,andinstrumentation.Theinstrumentationcoveredbythisguideisthatusedtomeasureairflowanddifferentialpressure.1.140-2InAppendixA,GeneralDesignCriteriaforNuclearPowerPlants,to10CFRPart50,“DomesticLicensingofProductionandUtilizationFacilities,”GeneralDesignCriteria60and61requirethatthenuclearpowerplantdesignincludemeanstosuitablycontrolthereleaseofradioactivematerialsingaseouseffluentsduringnormalreactoroperation,includinganticipatedoperationaloccurrencesandfuelstorageandhandlingoperations.Inaddition,10CFR50.34a,DesignObjectivesforEquipmentToControlReleasesofRadioactiveMaterialinEffluents--NuclearPowerReactors,and10CFR50.36a,TechnicalSpecificationsonEffluentsfromNuclearPowerReactors,of10CFRPart50requirethatmeansbeemployedtoensurethatreleaseofradioactivematerialtounrestrictedareasduringnormalreactoroperation,includingduringexpectedoperationaloccurrences,iskeptaslowasisreasonablyachievable.AppendixI,NumericalGuidesforDesignObjectivesandLimitingConditionsforOperationToMeettheCriterion‘AsLowAsIsReasonablyAchievable’forRadioactiveMaterialinLight-Water-CooledNuclearPowerReactorEffluents,to10CFRPart50providesguidanceandnumericalvaluesfordesignobjectivestohelpapplicantsfor,andholdersof,licensesfornuclearpowerplantsmeettherequirementsof10CFR50.34aand50.36a.AppendixIrequiresthateachlight-water-coolednuclearpowerreactorunitnotexceedanannualdosedesignobjectiveof15mremtoanyorganofanyindividualinanunrestrictedareaviaallexposurepathwaysfromairborneradioactiveiodineandparticulatereleases.AppendixIalsorequiresthatadditionalradwasteequipmentbeprovidediftheequipmenthasreasonablydemonstratedtechnologyandthecost-benefitratioisfavorable.Thisguidedoesnotapplytopost-accidentengineered-safety-feature(ESF)atmospherecleanupsystemsthataredesignedtomitigatetheconsequencesofpostulatedaccidents.RegulatoryGuide1.52,Design,Inspection,andTestingCriteriaforAirFiltrationandAdsorptionUnitsofPost-AccidentEngineered-Safety-FeatureAtmosphereCleanupSystemsinLight-Water-CooledNuclearPowerPlants,providesguidanceforthesesystems.Theguidanceandcriteriapresentedinthisguidearenotmandatoryandlicenseesmaychoosenottochangetheirlicensingbasis.MethodsandsolutionsdifferentfromthosesetoutinthisguidewillbeacceptablewhenanapplicantorlicenseeproposesanacceptablealternativemethodforcomplyingwiththespecifiedportionsoftheNRC’sregulations.Theinformationcollectionscontainedinthisregulatoryguidearecoveredbythere
