刘晓明大使在中英中小企业总裁论坛上的主旨演讲KeynoteSpeechbyH.E.AmbassadorLiuXiaomingattheChina-UKSMECEOForum2011年6月1日,伦敦米尔班克大厦1stJune2011,MillbankTower,London尊敬的英国贸易和投资国务大臣格林勋爵,尊敬的英中贸协主席白乐威爵士,各位企业家朋友们:LordGreen,SirDavidBrewer,Businessleaders,很高兴出席英国贸易投资署和英中贸协联合举办的中英中小企业总裁论坛。ItisagreatpleasureformetoattendtheChina-UKSMECEOForumhostedbyUKTIandCBBC.我记得去年6月,也就是我刚到任不久,我曾参加过一个同样是由英国贸易投资署和英中贸协举办的中小企业早餐会。正是在那次活动中,我对英国中小企业有了一些初步认识。此后一年来,我到访英国许多地方,也特意走访不少中小企业。在苏格兰,我陪同李克强副总理考察了“海蟒”能源公司,世界上首家专门研究和制造海洋波浪发电设备的企业;在西米德兰,我参观了布兰道尔公司,这家有着几十年历史、专门制造精密金属零件的家族企业;在威尔士,我访问了凯宁水泥公司,其新型水泥生产工艺可减少95%的二氧化碳排放。这些富有特色的英国中小企业给我留下了深刻印象。IrememberwellinJunelastyearIattendedtheSMEbreakfastmeetingalsohostedbyUKTIandCBBC.ThiswasshortlyaftermyarrivalinLondonasAmbassadorofChina.ItwasthroughthateventthatIstartedtolearnhowimportantSMEsareintheUK.SoitisnosurprisethatSMEsareatthecoreofUKTIandCBBCstrategy.ItwasalsothroughthebreakfastlastJunethatIgainedmyearliestknowledgeofSMEsinthiscountry.IusedthisbriefingtoinfluencemyvisitsacrossBritain.Oneyearon,IhavevisitedmanyplacesintheUK.IhavespeciallyincludedvisitstoSMEsinmyprogrammeseverytime.TheresultisthatIamgreatlyimpressedbythestrengthsofSMEsacrossBritain.InScotland,IaccompaniedVicePremierLiKeqiangwhenhevisitedthePelamisWavePowerProject.Youmayknowhowthiscompanyisagloballeader.Itisthefirstbusinessintheworlddedicatedtotheresearchandmanufacturingofoceanwavepowergenerationequipment.InWestMidlands,IvisitedtheBrandauerengineeringbusiness.Theyliveuptotheirclaimof‘turningtheseeminglyimpossibleconceptsintoamanufacturingreality’.InWales,IvisitedCeninCement.ThispioneeringandawardwinningfirmmakescementthatreducesCO2emissionsbyastriking95%.中小企业在中英两国企业的数量中均占99%以上,分别贡献了50%以上的经济总量和就业。中英中小企业进入对方国家市场,并非始自今日;中英加强中小企业合作,也不是今天才提上议事日程。半个世纪前,“破冰者”打开了中英贸易大门,而当年的“48家集团”中就有不少是中小企业。中英经贸合作,中小企业也始终占“大头”,因为中国70%的进出口贸易额就是由中小企业完成的。在2009至2010财政年度,按项目数量计,中国已经跃升对英投资来源国的第六位,投资了74个项目,为英国提供了1572个工作岗位,其中中小企业是投资主体。SMEsmakeupover99%ofbusinessesinChinaandtheUK.Thisrepresentsmorethanhalfoftheeconomicoutputandemployment.IthasbeenawhilesincetheSMEsofourtwocountrieshaveenteredeachother’smarkets.OurmeetingtodayissymbolicoftheimportanceofSMEs.TheirvaluegoesbacktotheearlyyearsofthePeople’sRepublicofChina.Overhalfacenturyago,the48Group–‘TheIcebreakers’openedthegateofChina-UKtrade.Backinthe1950’smanyoftheoriginal48GroupmemberswereSMEs.SincethenSMEshaveallalongaccountedforthebulkofChina-UKeconomiccooperationandtrade.Thismatchestheoveralltrend,as70%ofChina’stradehasbeendonebySMEs.The2009-10fiscalyearsawChinabecomethe6thlargestinvestorintheUKwith74projects,creating1,572jobsfortheUK.MostoftheseinvestorsfromChinawereSMEs.因此,我们今天探讨促进中小企业到对方国家发展,加强两国相关合作,不是满足于简单的贸易额、投资额的增加,而是要充分发挥双方的特色和优势,是要超越一般的买卖关系,是要提升合作的技术含量,是要建立长期、持久的合作伙伴。TodayweareheretodiscusshowwecansupportSME’s.Thesestrikemeasthekeypoints:--HowcanweencouragethedevelopmentofbothChineseandBritishSMEs?--Howcanwebuildeachother’smarkets?--Andhowtostrengthenourcooperation?Ibelievethattheanswersarenotassimpleasmoretradeorinvestment.IthinktheanswerslieinhowwecanbringintofullplaytheuniquefeaturesandstrengthsofourSMEs.Wearenotjustbuyersandsellers.Wecanbe-andshouldbe-long-termpartnersthatcooperateatamorestrategiclevel.LetmesharewithyouwhatIbelieveweshoulddo.我认为,促进中英中小企业合作,正如同中小企业的英文缩写(SME),我们要做到S+M+E。WeneedtofacilitatethecooperationbetweenSMEsinChinaandtheUK.WecoulddothiswithafreshperspectiveofthethreelettersS,MandE.首先,“S”是指点两国政府要有战略规划(StrategicPlanning)。中国人说:“纲举目张”。我们必须要制定促进双方中小企业合作的目标和方案。具体来说,双方要明确各自的合作优势,确定合作的重点领域;要设立双方的阶段性和长期合作目标,包括贸易额、占双边经贸比重等具体指标;要明确双方政府职能部门、行业组织在其中的作用和功能;要制定支持中小企业合作的鼓励措施。“S”standsforstrategicplanningbyourtwogovernments.AChinesesayinggoeslikethis:‘Oncethekeylinkisgrasped,everythingelsefallsintoplace’.WemustsettargetsandmakeplansifwearetopromotethecooperationbetweenourSMEs.Tobespecific:--Weshouldseeourrespectivestrengthsandidentifykeyareasofcooperation.--Weneedtoestablishtargetsforeachphaseandmapoutroutesreachingintothelongterm.--Weshouldincludespecificindicatorssuchastradevolumeandtheshareintotaltwo-waytrade.--Wecanspecifytherolesandresponsibilitiesofthegovernmentdepartmentsandindustrialassociations.--AndthroughthecreationofincentivesgiveaspurtoSMEcooperation.其次,“M”是指市场导向(Market-oriented),这是合作的基本原则。具体来说,一是要根据市场需求,抓住市场机遇,找准合作契合点,实现利益最大化。比如,中国正在实施“十二五”规划,经济上正进行结构调整和扩大内需。未来10年,中国累计进口额有望超过15万亿美元。预计到2020年,中国社会消费品零售总额将达到10万亿美元,相当于今天欧元区市场的规模。而英国的许多中小企业在一些零部件上掌握全球领先的“独门绝技”,产品科技含量丰富、设计理念先进、附加值高,企业服务意识强,适合不断升级的中国市场需求。因此,英国中小企业通过与中国伙伴的合作,可以更好地分享中国市场发展的机遇,促进中国的产业升级和消费升级。“M”standsformarket-orientation.ItisthefundamentalprincipleforSMEcooperation.Itmeansfirstandforemostbeingmarket-based.Itistheroutetograspingtheopportunitiesandfindingareaswherecooperationcanbeoptimisedandinterestsmaximised.Chinahasrecentlyusedstrategicplanningtoreorientitseconomy.ThisisacorethrustofChina’srecentlypublished12thFive-YearPlan.ThroughthePlanChinawillrestructureitseconomyandboostconsumptionanddemandathome.TheexpectedresultwillbeabigjumpinChineseimports.Inthenext10years,China’scumulativeimportsareexpectedtoexceed1.5trillionUSdollars.By2020,China’stota
