河北工业大学硕士学位论文JG集团安全生产的分析与研究姓名：苏伟东申请学位级别：硕士专业：工商管理指导教师：李杰20080501河北工业大学工商管理硕士（MBA）学位论文iJG集团安全生产的分析与研究摘要安全是企业永恒的主题，安全生产是企业管理的重要内容，它关系到员工的家庭幸福、企业长远的发展、社会的和谐发展。抓好安全生产是党和国家的一贯要求。本文以《安全生产法》为理论依据,通过对JG集团“关爱生命安全生产意见”调查和近年来工伤事故的汇总。分析了JG集团安全生产中存在的问题。并针对机械制造企业危险等级划分表，对JG集团发生频率高、影响较大的起重机吊运中吊物坠落事故、JG集团锅炉事故、金属切削机床工伤事故原因用事故树分析及因果分析等方法进行了详细的分析。并对事故的预测理论与方法进行了研究。为集团公司的发展提供相应的安全生产理论参考。针对目前JG集团安全生产的现状：对安全生产的重视程度不够，责任不明确；缺乏安全生产培训；违章指挥、违章作业行为较为普遍；安全检查重复多、趋于形式；安全预案工作不适应要求；企业安全投入不足的特点。建立健全了JG集团公司安全生产保障体系，依照安全生产协同保障理论，提出了从安全生产责任制；教育培训、提高全员安全意识；安全生产的检查与评价；建立健全安全生产机构；技术装备保障；投入保障；事故应急救援；工伤保险等多方面采取措施，加强安全管理，落实安全生产，着力构建安全生产保障体系。在体系中重点提出了企业安全生产业务责任图表的编制过程；对安全检查进行了创新和推进；建立了JG集团公司特大安全事故等应急处理预案；运用安全经济学的观点进行预防性的安全生产投入；使企业逐步建立起浓厚的安全文化等工作。通过建立健全JG集团公司安全生产保障体系，实施了安全机构的调整，成立了专职机构安全处，加强了管理力度，公司内部通过安全责任图表完善了32项岗位责任制，08年元月层层于签订安全生产责任状，建立了奖惩机制,提高了管理人员的积极性。08年2月JG集团安全处在内部网站设立了安全环保专用网页宣传安全知识，并聘请了市安监局专家对全公司进行了分层次的安全培训，提高了全体员工的安全意识以及操作规范。尤其是对安全检查进行了创新和推进，公司内部各级安全管理人员作了大量艰苦细致的工作，对公司内检查的事故隐患整改的完成率和安全问题处理的及时性有了较大的提高，对管理工作起到了保障的作用。07年10月—08年5月JG集团的工伤统计同比降低了40%。昀后,对安全生产提出了展望：以人为本的管理理念、把情感融入安全管理、重视激励作用,安全管理应全方位、全天候、全过程、全员管理，坚持不懈、持续改进。关键词：安全生产,安全保障,事故分析JG集团安全生产的分析与研究iiANALYSISANDRESEARCHONMANUFACTURESECURITYINJGGROUPABSTRACTItisaneternalthemeforenterprisetobesafe.Theproductionsafetyistheimportantcontentofenterpriseadministration,whichconcernsthestaff'shappyfamilylife,enterprise'slong-termdevelopment,andharmoniousdevelopmentofsociety.ItistheconsistentrequirementsofthePartyandcountrytodoagoodjoboftheproductionsafety.TakingProductionSafetyLawasthetheoreticalbasis,thispapermakesasurveyontheCareforlifesafetyadviceinJGGroupandsummarizesaccidentsinrecentyearsandanalyzeofsafetyproblemsthatexistinproduction.Accordingtodangerratingforminmachinerymanufacturingenterprises,itcarriesoutadetailedanalysisonreasonsforaccidentssuchashigh-frequencyandgreater-impactfallaccidentfromliftingcranesinJGGroup,JGGroupboileraccident,metal-cuttingmachineaccident,etc.byincidentstreeanalysismethodandcause-and-effectmethod.Italsostudiestheforecasttheoryandmethodsoftheaccidents,whichprovidesreferenceforthedevelopmentofsafeproduction.Forthecurrentproductionsafetystatus:insufficientlevelofresponsibility;lackofproductionsafetytraining;illegalcommand,illegaloperation;repeatsecuritychecks;plansnotsuitableforsecurityrequirements;inadequateinputoftheenterprisesecurityfeatures.WeplantoestablishandimprovetheproductionsafetyoftheJGGroupsecuritysystem,inaccordancewiththecoordinationofproductionsafetyprotectiontheory,fromtheresponsibilitysystemforproductionsafety,educationandtraining;improvethesafetyawarenessofallpersonnel;productionsafetyinspectionandevaluation;establishandimproveproductionsafetyagencies;technologyandequipmentprotectionofinvestmentprotection;emergencyrelief;industrialinjuryinsurance,andsotakemeasurestostrengthensafetymanagement,implementationofsafeproductionandstrivetobuildasaferproductionsecuritysystem.Inthesystemitfocusesontheprocessofmakingtheenterpriseproductionsafetyresponsibilitychart;securitychecksconductedoninnovationandpromotetheestablishmentoftheJGGroupextraordinarilyserioussafetyincidents,andothercontingencyplans;useeconomicsperspectivestomakepreventivesecurityproductioninputssothatenterprisemaygraduallyestablishastrongsafetyculture,etc..Throughtheestablishmentofsoundproductionsafetysecuritysystem,theimplementationoftheadjustmentofthesecurityagencies,theestablishmentofafull-timesecurityagencies,strengthenthemanagementofthecompanytoimprove32poststhesecurityresponsibilitybychart,;January2008,peoplesignedonresponsibilitypaperforproductionsafetylayerbylayer,河北工业大学工商管理硕士（MBA）学位论文iiitoestablishamechanismofrewardsandpunishments,whichimprovedinitiativesofthemanagementstaff.February08,JGsecuritydepartmentsetupadedicatedwebsiteintheinternalwebsiteforpromotingsafetyknowledge,andhiredexpertstomakesecuritytraininginthecompanyatalllevels,toimprovethesafetyawarenessofallstaff.Especiallyforasecuritycheckandpromotinginnovation,internalsecuritymanagementatalllevelsdidagreatdealofarduousandpainstakingwork,checkingthehiddencausesofaccidentsandtherateofcompleterectificationandreformingofthesecurityissuesdealingwiththetimeliness,whichplayedanimportantroleinmanagement.Fromoctober2007toMay2008JGGroup'sindustrialstatisticshasdecreased40percent.Finally,prospectsoftheproductionsafety:people-orientedmanagementconcept;theemotionalintegrationintothesecuritymanagement;attentiontoincentives.Safetymanagementshouldbeall-encompassing,all-together,theentireprocess,allpersonnelmanagement,perseveranceandcontinuousimprovement.KEYWORDS：safetyproductionsafetysecurityaccidentanalysis河北工业大学工商管理硕士（MBA）学位论文1第一章绪论§1-1选题背景一般认为，安全就是没有伤害、没有损失、没有受到威胁、没有事故发生。这些想法无疑是对的。但这只是人们对安全的一种理想追求。安全的本质含义应该包括预知、预测、分析危险和限制控制、消除危险两个方面的内容，安全生产是一个系统工程。安全生产管理通常是指管理者对安全生产工作进行的计划、组织、指挥、协调和控制的一系列活动。在新的世纪里，人们在享受着高度文明的精神文化生活和充裕的物质财富的同时，也要承受工业生产带来的越来越多的事故与灾难。安全生产管理贯穿于各个行业和领域，特别是现代化的生产性、经营性企业安全生产管理问题，无论从其经济效益还是从社会影响力而言都显得尤其重要。有句话说得好：有了安全不一定有了一切，但没有安全肯定没有一切。据不完全统计，我国每年约有11万人死于各类事故，其中生产安全事故占很大比例。安全生产无疑是我们需要加以研究解决的重大课题，胡锦涛总书记也强调指出:安全生产关系群众生命，要作为一项重要工作切实
