燃气-蒸汽联合循环电站上网电价研究摘要:配合国家“西气东输”工程的实施,首批天然气燃气—蒸汽轮机联合循环发电工程计划于2005-2006年建成发电。华东地区的上海、江苏与浙江是“西气东输”的主要用户,这些地区规划利用西气的发电项目自2005年陆续并网发电,随之而来的是这些燃气轮机电站的上网电价也提到议事日程。燃气轮机电站的技术经济特性与其它常规电站不同,为此,对燃气轮机电站的上网电价机制进行深入研究,制定合理的燃气轮机电站上网电价,对促进燃气轮机电站健康有序发展、改善我国电源结构具有重要意义。本课题通过研究燃气-蒸汽联合循环电站的特点,分析了影响联合循环电站标杆电价的主要因素,研究了联合循环电站上网电价机制,通过对燃气-蒸汽联合循环机组供应商和新建、已运行电站的实地调研,提出了联合循环电站上网电价参数(特别是修理费)的合理水平,并分别测算上海、江苏及浙江“F”级燃气-蒸汽联合循环电站标杆上网电价水平,进行了敏感性分析,同时按个别成本制定了漕泾联合循环热电联产电站的上网电价。课题研究提出:第一,天然气联合循环电站上网电价机制应根据电力市场的发展分阶段考虑。在目前电力市场起步阶段,仍要实行政府定价,宜主要按地区标杆电价考虑;在上网侧已实行峰谷电价的地区,可进行以燃煤电站标杆电价为基础,同时考虑峰谷电价及环保折价的电价形成机制的试点,在条件较为成熟以后,再逐步推广;第二,对于纯发电联合循环电站应分地区分别制定标杆上网电价;第三,“F”级联合循环电站地区标杆电价宜实行单一电量电价,当在电网中主要承担调峰、年利用小时很低时,也可实行两部制电价;第四,影响联合循环电站标杆上网电价的主要因素包括投资、天然气价格、运行方式和修理费;第五,发电侧是否实行峰谷分时电价对联合循环电站的竞争力有重要影响;第六,建议价格主管部门根据国家对燃气轮机进口关税政策的调整,来相应调整标杆上网电价;第七,建议电网调度机构能够根据联合循环电站的实际情况在全网范围内使各电站机组灵活组合运行,提高联合循环电站的效率和经济性。Generationtariffstudyofsteamandgasturbinecombined-cyclepowerplantsAbstract:Thefirstgroupofcombined-cyclegasturbinepowerplants(CCGT),coordinatingtotheprojectof‘transportationofwesterngastoeastern’,willbecompletedwithin2005and2006.ThemaincostumofwesterngasisinEastChinasuchasShanghai,JiangsuandZhejiangprovince.Someplantsintheseprovinceswillbebuiltupandsynchronizedtorun.Theurgentproblemwemusthandleishowtoconstitutetheirgenerationtariff.Becauseoftheirspecialtechnicalandeconomicalcharacteristic,thetariffmechanismofCCGTmustbestudieddeeply.Rationalgenerationtarrifoftheseplantsissoimportanttopromotetheseplants’healthydevelopmentandimprovethegenerationstructureofourcountry.Inthereport,thecharacteristicofCCGTwasintensivelystudied,themainfactorsofinfluencingbench-markinggenerationtarrifwereanalyzed,thetarrifmechanismwasdiscussed,reasonablelevelofparameters,especiallyrepairexpense,wereconfirmedbywidelyinvestigation,bench-markingtarrifofFseriescombined-cyclepowerplantsofdifferentprovincewascalculatedseparatelyandsensitivityanalysiswerestudiedalso,andthepriceofCaojingCCGTwasalsocalculatedintheend.Someideaswereputforwardinthereport.ThefirstisthegenerationtariffmechanismofCCGTmustbeconsideredaccordingtodifferentperiodofpowermarket.Attheinitialstageofpowermarket,itisshouldbeconstitutedbygovernmentfordifferentprovinces.Theexperimentoftariffformingmechanismofconsideringpeak-valleyandenvironmentprotectioncanbecarriedoutinprovinceswherethepeak-valleytariffingenerationsidehasbeenimplemented.Anditcanbeextendedtootherprovinceswhenthesituationisgrownup.ThesecondisthebenchmarkinggenerationtariffshouldbeconstitutedindifferentprovinceforpuregenerateCCGT.Thethirdisone-partenergytariffshouldbecarriedoutforFseriesCCGT.Two-parttariffcanalsobecarriedoutiftheCCGTarepeak-loadstationandtheirutilizationhoursareverylow.Theforthisthemaininfluencefactorstogenerationtariffareinvestment,gasprice,operationmodeandrepairexpense.Thefifthiswhetherthepeak-valleytariffingenerationsideiscarriedoutornotwillinfluencethecompetitiveforcesignificantlyforCCGT.Thesixthisthebenchmarkingtariffshouldberectifiedcoordinatetotheimporttaxpolicy.TheseventhisCCGTshouldbeoperatedflexiblewithinthewholegridtoadvancetheefficiencyandeconomyoftheseplants.
