中南民族大学硕士学位论文论新加坡在中国—东盟自由贸易区建设中的地位与作用姓名：潘芬萍申请学位级别：硕士专业：专门史指导教师：刘连银200505282-200110CAFTA2002-200411,200571CAFTA20%50%2117CAFTA3CAFTACAFTA200312003601200211(10+1)2010CAFTA2344CAFTA5AbstractTenmembersofASEANareallfriendlynearneighborsofourcountry.Intheexchangesofeconomicandtradecloser,China-ASEANFreeTradeAreasurfaces.At2001thefifthleader’smeetingofChinaandAssociationofSouth-eastAsianNations,bothsidesisagreetounanimouslysetupChina-ASEANFreeTradeAreaintenyears(CAFTA).2002,atthesixthChina-ASEANleader'smeeting,ChinesePremierZhuRanginghassignedChina-theeconomiccooperationframeagreementofAssociationofSouth-eastAsianNationswiththetenASEANmembersleadertogether,haveconfirmedChina-thebasicframeofASEANFreeTradeAreaoverally.Twoyearslater,2004November,lastnervousandhigh-efficientnegotiationbothsides,reachtheframeagreementoffreetradeareasoon,andconfirmthatcomesintoforceformallyonJuly1,2005.ChinaandAssociationofSouth-eastAsianNationsclearthewayforthetradingtiesofbothsides,carryonthesystemtoinnovate,thisistheresultthatthegoodeconomicrelationisdevelopedthepast,itistherationalchoicethateverymemberstateofAssociationofSouth-eastAsianNationsfocusesonrealityandlong-terminterestatthesametime.Inthisprocess,Singaporehasactedandadvanced,madeeveryefforttopromoteitsrole,anditspositionandfunctionofSingaporeareallessentialinCAFTAconstruction.SingaporeisthenewlyindustrializingcountryofSoutheastAsia,playaleadingroleintheeconomicdevelopmentofcooperateswithinthisarea.Restrainedbynaturalresourcesandmarket,Singaporehasbeenforcedtoadopttheopeneconomicdevelopmentstrategy,andtoabundantuseoftheoutsidemarketandresources,isoneoftheenginesofeconomichighgrowthofSingapore.ButthisstrategicchoicehasdeterminedtheforeigndependenceofeconomicheightinSingapore.Inordertoreducetheuncertaintyintheoutsidemarketenvironment,Singaporesparesnoefforttopromotemultilateralorbilateraltradecooperation,especiallypayattentiontothecooperationofEastAsia.AssponsornationsofAssociationofSouth-eastAsianNations,inmakeAssociationofSouth-eastAsianNationsbecomeone-economiccooperation,Singaporemakesgreatcontributions,placethegreatexpectationsonit.ButinsideAssociationofSouth-eastAsianNations,industrializeddegree,socialeconomicdevelopmentlevel,competitivepowerdisparityamongmembersaretoobig,restraintheareaofAssociationofSouth-eastAsianNationsfromintegratingthebreadthanddepththatshouldreach,mustinfluenceandcooperateeachother,tradeonlyaccountsforabout20%oftheirtotalamountofforeigntrade,iswellbelowmain50%oftheaverageleveloftradegroupofdevelopedcountryinsideAssociationofSouth-eastAsianNations,makeAssociationofSouth-eastAsianNationswhilefacingtheinternationaleconomicgroupingtidetoassault,theinsidewithoutabundancebufferstheleeway.TheoutburstoftheSoutheastAsianfinancialcrisis,maketheeveryASEANmemberssapone'svitality,theeconomyofSingaporeistieddowntoo,fallintothedepressingstate.Thebeginningof21stcentury,internationaleconomy6depressed,U.S.A.,Japan,EuropeanUnionthethreeeconomiesgetintoadifficultpositionatthesametime,makinginfluencesbigtheeconomicrecoveryofASEANcountriesthatthesemarketshighlyrelyon.Meanwhile,Chinaeconomyincreaseatarelativelyhigh-speedstill,becomesanengine,EastAsiaofeconomicgrowthalready.ToAssociationofSouth-eastAsianNations,withsetupfreetradeareabyChina,isitexpandtowithenormousmarketpotentialexportofChineseatoncetohelp,takethewindwarddrivingofthiseconomicgrowthofChina,promotethepluralismofitsforeigntradingtie.Inthelongrun,itisaninevitablechoicethatAssociationofSouth-eastAsianNationsovercomesone'sowndefecttootoformwithChinafromthetradedistrict.ThistextinChina-ASEANFreeTradeAreastatusandfunctionintheconstructionwithSingaporemainly,explainSingaporeinterestsintheconstructionearnestlyhopeitinfermenttradedistrict,roleandhisinfluencepoweractedinthepushandnegotiationinCAFTA,policyorientationandchange,fulfillSingaporefurtherprocessofintegrationandagreement,districtoftrade,lieutenantgeneralplayaanyroleandpredictthatanalysesofit.Firstofall,thistextregardsthetheoryofcustomsunion,freetradeareatheoryasthetheoreticalfoundation,haveanalyzedtheinterestsofparticipatinginconstructionoftradezoneinSingapore.Theoretically,theintegrationofregionaleconomicsisakindofmeanstobringaboutanadvanceintrade,namelytheparticipatingcountrycancelsthetradeobstacleeachother,carryonacertaindegreecooperationandcooperationinordertopromoteeconomicdevelopmentofparticipatingcountry.Namelysettinguptheeconomicandtradecooperativeassociationintheareacanmakethefactorofproductiongetoptimizationgroupinganddisposeeffectivelyinthisarea,makememberstatesobtaintradeandcreatetheeffect,tradeandshifttheeffectandtradeandexpandtheeffect,helptoeconomizethesociallabor,increasethewelfare.Singapore,asthemostdevelopedmemberstateofAssociationofSouth-eastAsianNations,thoughthereislittlepopulation,theareaissmall,butthecapacityofmarketisrelativelylarge.Becausethelevelofproductionisdevelopedrelativelyhigh,thiscountrylacksthenaturalresourcesagain,needtoimportalargenumberofrawmaterials,inaddition,SingaporehasalwaysbeenthemaintransittradecenterofSoutheastAsi
