PositionPaperChinaWiththeprosperousdevelopmentofnetworktechnology,thetraditionalterrorismhasenteredintoanewstage”TheNewTerrorism”.Thisassessmentoftheseclaimsconcludesthatterrorismcurrentlydifferslittlefromitspreviousmanifestations,exceptforthesomewhatincreasedlikelihoodthatachemical,biological,nuclearorradiologicalweaponmightbeusedbyterrorists.However,“TheNewTerrorism’issaidtobemorenetworked,adhoc,lethalanddangerousthantheold.Recently,aterroristorganizationcalled“ISIS”hasattractedtheattentionworldwide.Notonlybecausetheyareengagedintraditionalterroristactivities,butalsotheyusemoderntechnologylikeInternettospreadofterrorismmorerapid.NowadaysChinaisfacingtoseverecounter-terrorismsituation,moreandmoreterroriststrytoappealandconfuseyoungpeoplethroughInternetinthewesternpartofChina.ChinesegovernmenthastakenmeasuresincludingforbiddingforeignSNS、auditingthecontentofsomewebsitesandsoon.Atthesametime,somewesterncountriesdenouncethatChinablocksforeignwebsitesandplantouseittointerfereinChina'sinternalaffairs.What’smore,avarietyofweaponsarethroughtheChineseborderslowlysenttoseepintothedomestic,thebehaviorswhichcauseseriousdamagetothesafetyoftheChinesepeople.Basedontheabove,ChinahopestojointthepeacestrengtharoundtheworldundertheUNframeworktoestablishaunifiedorganizationagainstterrorism.SoChinahasthefollowingideasabouttheorganization:1.ToexpandthepowersandauthoritiesofofficeofCTC.ChinathinkstheCTC'ssubcommitteeinadditiontothechairmanshipoftheCommittee,everycountryshouldhaveadutytocommontechnicalpersonnelintheUnitedNationstoberesponsiblefordealingwithdailyaffairsagainstthenewterrorismneeds.Everycountrystrengthensupervisionforwebcontent,formulateunifiedstandards,trytostopterroristsusingSNSspreadingtheterrorism.2.Tocollaboratewiththeworldbanktocreatecommoncounter-terrorismfundBecausenowthevariouscountries'developmentsituationisdifferent,somedevelopingcountrieslacksufficienttechnicalandfinancialsupporttofightterrorism.SoChinainitiativetoestablishacounter-terrorismmutualfundswithintheUnitedNations,whichisusedtocounter-terrorismactivitiesaroundtheworld,andhopethatcountriesespeciallydevelopedcountriestodevelopingcountriestogivemorehelp.3.Toholdregularmilitaryexercisescounterthenewterrorismundertheconstructionofthesecuritycouncil.Militaryexercisesshouldincludehowtostopspreadingtheinformationaboutterrorism,banningtheuseofchemicalandbiologicalweapons.4.Tohelpdevelopingcountriesmaintainfinancialstabilityandeconomicgrowth.Duetolowlevelofeconomicsdevelopment,manypeopleindevelopingcountriesgetlowerincomesthandevelopedcountriessothattheyhavegreatdifficultiesinsupportingtheirfamilyandevenalargenumberofpeopleareunemployed.Justontheopposite,theterroristorganizationscangiveenoughmoneytothosepeoplestrugglinginpovertyiftheytakepartintheorganizationandmakecontributionstoit.Therefore,ChinathinksthatthesolutionisstrengtheningtheSouth-Northcooperationwhichwillgivegreatbenefitstodevelopingcountriesandimprovethequalityoflocalpeople’slife.Atthesametime,Chinaadvocatesthatdevelopedcountriesshouldgivemorefinancialhelpstothem.5.TostrictlyprohibitarmssmugglingThereisaphenomenoncannotbeignoredthatterroristsareusingmoreandmoresophisticatedweaponsmadeindevelopedcountriestobeusedinUNcounter-terrorismforcesandcausemanyinnocentpeopledied.Inviewofthat,ChinastronglysuggeststhatTheFirstCommitteeshouldstrictlycontrolweaponsexportationfromdevelopedcountries.Atthesametime,developedcountriesneedtotakemoreresponsibilitytocounter-terrorismactionsandpassainternationalnewlawaboutsmugglingweapons.6.Tostrengtheninternationalscienceandtechnologycooperationandsharesourceofcounter-terrorism.Nowadays,withthetrendsofthenewterrorismspreadingintheworld,itisobviouslythatanisolatedcountryororganizationcannoteffectivelyantiterrorists.Terroristsmayuseonekindofadvancedweaponmadeinonecountrytoattackanothercountry.So,Chinaseesthatitisessentialtocarryouttheinternationalexchangeofscientificresearchwidelybetweendifferentcountries.7.Toactivelydevelopnewenergy,reducedependenceonoilandbandrugtrade.IntheMiddleEastterroristsalwaysoccupyoilfieldandthenraisepricestogetmoneysupportingtheirorganization.Insomeways,theyalsogetmoneybysellingdrug.Surely,creatinganewwayofgettingenergymustbeanimportantthingtotheworld.Andeachcountryshouldinvestigateandpunishdrugsmuggling.Sincethenewterrorismhasbeenaglobalproblem,itisourcommontasktocounternewterrorism.Chinaisaresponsiblegreatcountry,andhopetohavemoreassociationswithothercountriestomakeeffortstoworldpeace.
