RapidcommunicationIBR-TH-97-09submittedforpublicationPACS03.65.-w;21.10.Hw;21.10.Ky;1ConceivablenewrecyclingofnuclearwastebynuclearpowercompaniesintheirplantsRuggeroMariaSantilliInstituteforBasicResearch,P.O.Box1577,PalmHarbor,FL-34682,USAE-addressibr@gte.netAbstract.Weoutlinethebasicprinciplesandtheneededexperimentsforaconceivablenewrecyclingofnuclearwastebythepowerplantsthem-selvestoavoiditstransportationandstoragetoa(yetunknown)dumpingarea.Detailsareprovidedinanadjoiningpaperandinpatentspending.Thisstudyhasbeenpermittedbytherecentachievementofsufficientmath-ematicalmaturityinmemoir[2a],axiomaticconsistencyinmemoir[2b]andgeneralizedsymmetryprinciplesinmemoir[5e].21IntroductionTherecyclingofnuclearwasteiscertainlyoneofthelargestopenproblemsofcontemporaryscience,industryandsociety.Currentstudies(see,e.g.,[1a])areessentiallyconductedundertheassumptionoffirsttransportingthewastetoa(yetunknown)dumpingarea,andthenrecyclingit,e.g.,viatheconstructionofahugeparticleacceleratorfortheindividualsmashingofthewastenuclei(see,e.g.,[1b]).Eventhoughtechnicallypossibleandquantitativelypredictableongroundsofcurrentknowledge,thisapproachisnotimmunefromproblematicaspects,suchas:thehighcostoffirsttransportingandstoringthewasteandthenrecyclingit(estimatedintherangeofhundredofbillionsofdollarsintheU.S.alone[1a],withsimilarexpenditurespredictedforEurope);thedan-gertothepubliccausedbythefactthatthetransportationofthehighlyradioactivewastecanonlyoccurviaordinarytruckstravelinginordinarystreets(thusbeingpredictablyopposedbyconsumergroups);thelongtimeneededfortheaboverecycling(estimatedintherangeofhundredofyearsduetothethousandsoftonnagesofradioactivewastetoberecycled);etc.Inthisnoteweinitiatethestudyofnovelmeansofrecyclingnuclearwastespecificallyconceivedtobeusablebythenuclearpowercompaniesintheirownplants,e.g.,intheirwaterpools,thusavoidingaltogetherthecostlyanddangeroustransportationofthewastetoadumpingarea.Thenewrecyclingmightalsostimulateanewindustryforthedevelopmentandproductionoftheneedednewequipmentforallinterestednuclearpowerplants.Duetothepracticalimpossibilityofbuildinglargeparticleacceleratorsinsidenuclearpowerplants,theonlypossiblealternativeistoidentifymeanscapableofdisruptingthenucleiofthewasteviaresonatingorothermecha-nisms,soastodrasticallyreducetheirmeanlivesfromcurrentvaluesoftheorderofthousandsofyears,downtovaluesoftheorderofweeksordays.Itshouldbeindicatedfromtheoutsetthatthelattermeansarenotpre-dictedbyrelativisticquantummechanics(RQM)anditsunderlyingPoincar´esymmetryP(3.1)because,intheirrealizationviathefamiliarDiracequa-tion,thelatterstructurespredictperennialandimmutablemeanlives.Thus,quantitativestudiesofthedesirednewformsofrecyclingnuclearwaste“inhouse”requireasuitablebroadeningofRQMandrelatedPoincar´esymmetry.InthisnotewerecallthatRQMisexactlyvalidfortheatomicstructurebutnotforthenuclearstructurewithpredictedsmalldeviationsofcrucial3relevanceforthedesiredrecycling;wepointoutabroadeningofRQMknownunderthenameofrelativistichadronicmechanics(RHM)withcorrespondingbroadeningofitsbasicPoincar´esymmetry,specificallyconstructedforthenuclearstructurewithextendedanddeformablenucleons;wepointoutthatthealterabilityoftheintrinsicmagneticmomentofnucleonsisanecessaryconditionfortherepresentationoftotalnuclearmagneticmomentsandwepresentitsfirstexact-numericalrepresentationviaRHMunderconventionalvaluesofspinandangularmomentum;weindicatethatthealterabilityoftheintrinsicmagneticmomentsoftheneutronisexpectedtoimplythealterabil-ityofitsmeanlifeviasubnuclearprocesses;wepresentthebasichypothesesoftheproposednewrecyclingofnuclearwasteonsubnuclearresonatingmech-anismwhichmaystimulatethebetadecayoftheneutron;andwefinallypointoutthreefundamentalexperimentswhichareessentialforadditionalstudiesintheproposednewrecycling.Thisstudyhasbeenpermittedbytherecentachievementofsufficientmathematicalmaturityinmemoir[2a],axiomaticconsistencyonoperatorisotopiesinmemoir[2b]andgeneralizedsymmetryprinciplesinmemoir[5e].Adetailedstudyoftheproposednewrecyclingisispresentedintheadjoin-ingpaper[2c]andinpatentspending.Thereadershouldbewarnedagainstunreasonableexpectationsofaquicksolutionoftheproblemofnuclearwasteinthesestudies.Inviewofthemagnitudeandcomplexityoftheproblem,itssolutionwillpredictablyrequireacomprehensivecollegialeffortencom-passingallcurrentandnewscientificandindustrialknowledgeinnuclearphysics.2Expectedlackofexactcharacterofrela-tivisticquantummechanicsinnuclearphysicsRQMresultedtobeexactfortheatomicstructurebecauseitrepresentedinanexactwayallitsexperimentaldata.Bycomparison,onrigorousscientificgrounds,RQMcannotbeconsideredtobeexactforthenuclearstructurebe-causeithasbeenunabletoprovideanrepresentationofallitsexperimentaldata,suchastotalmagneticmomentsandotherdata[1c,1d].Theunder-standingisthatRQMdoesindeedprovideagoodapproximationofnuclear4data.However,asweshallsee,eventhoughevidentlysmall,theexpecteddeviationshaveafundamentalroleforthedesirednewrecyclingofnuclearwaste.ThelackofexactcharacterofRQMinnuclearphysicscanalsobeex-pectedinanumberof
