宁波大学硕士专业学位论文I提升OSH公司信息化绩效的研究摘要中小制造业确是我国对外贸易的坚实支柱和国家战略安全的重要保障，其发展对我国社会发展有着重大战略意义。企业信息化作为生产经营理念与方法的载体，是现代企业管理的重要工具，可提高工作效率，让企业管理更加规范化、流程化，带动企业高速发展。提升中小制造业企业信息化绩效有着重大意义。随着社会环境、信息技术的发展和员工理念的变化，现代企业信息化水平从初级阶段快速步入数据库阶段，而要达到智能化阶段还有很多路要走。本课题研究的目的与意义旨在通过对OSH公司信息化绩效进行评估，发现总结其中的问题及原因，建立一套针对OSH公司的企业信息化建设有效提升其运营绩效的方法与措施供其它同类企业借鉴。企业信息化绩效评估常用的方法有层次分析法和模糊综合分析法，主要指标分企业信息化应用水平、基础设施投入水平、信息安全水平、员工信息化水平四个角度。可从企业领导层、运作层、实施层、技术层四个层面进行模糊综合分析。通过“四横四纵”法，参照同行业得分，发现差距找出问题分析原因，找到改进方法与措施。影响OSH公司信息化绩效的主要问题一是公司领导未从战略高度来认识其重要性，缺乏整体规划，电子商务思想落后。二是在信息化基础建设方面投入不足，财务上无信息化预算。三是缺乏信息化应用型人才，信息化人员属非管理岗位。四是信息化管理不够规范，没有建设信息化建设管理体系。五是企业信息化缺乏安全保障，员工信息安全意识不足。造成其绩效水平不高其根本原因是企业领导在这方面无战略眼光，不够重视。OSH公司作为中小制造业企业在企业信息化建设方面的典型代表，要解决这些问题，本文给出了提升绩效的方法与措施。首要任务是强化企业领导信息化意识，信息化建设是“一把手”工程，做好信息化战略规划。加大信息化建设投入，应加大软硬件投入，注重软件（开发）维护与升级投入。引进企业信息化专业人才，设立信息化专职部门，建立企业信息化管理体系，提升CIO在企业内部的管理地位。加强系统培训，提高数据录入及时性与准确率，加强部门协作，加强信息系统持续监控，加强与信息化服务商的合作以提高信息系统执行力。注重企业信息安全工作，从提高员工信息安全意识从手，制定信息安全管理制度，防止企业信息数据外泄。企业应大力发展电子商务争取更多市场份额，可尝试通过数据挖掘（大数据）为企业提供决策服务，为企业发展提供核心源动力。关键词：中小制造业、企业信息化、绩效评估、绩效提升提升OSH公司信息化绩效的研究IIResearchOnImprovingTheInformationPerformanceOfOSHCompanyAbstractSmallandmediummanufacturingindustryisastrongpillarofChina'sforeigntradeandanimportantguaranteeofnationalstrategicsecurity,itsdevelopmenthasagreatstrategicsignificancetoChina'ssocialdevelopment.Asthecarrieroftheconceptandmethodofproductionandmanagement,enterpriseinformationisanimportanttoolformodernenterprisemanagement,whichcanimprovetheworkefficiency,maketheenterprisemanagementmorestandardized,processoriented,andpromotethedevelopmentofenterprises.Itisofgreatsignificancetoenhancetheinformationperformanceofsmallandmediummanufacturingenterprises.Alongwiththesocialenvironment,thedevelopmentofinformationtechnologyandthechangeoftheconceptofstaff,themodernenterpriseinformationlevelfromtheprimarystagetoquicklystepintothedatabasestage,andtoreachtheintelligentstageandalotofwaytogo.ThepurposeandsignificanceofthisresearchistofindouttheproblemsandreasonsintheprocessofOSHcompany'sinformation,andtoestablishasetofmethodsandmeasurestoimprovetheoperationperformanceofOSHcompany.Enterpriseinformationperformanceevaluationmethodsarecommonlyusedinthemethodofanalytichierarchyprocessandfuzzycomprehensiveanalysismethod,themainindicatorsofenterpriseinformationapplicationlevel,infrastructureinvestmentlevel,informationsecuritylevel,employeeinformationlevelFourangles.Thefuzzycomprehensiveanalysiscanbecarriedoutfromfouraspects,whicharetheleadershipoftheenterprise,theoperationlayer,theimplementationlayerandthetechnicallevel.Byusingthemethodoffourvertical&fourhorizontal,referringtoscoreinthesameindustry,foundthegapandfindouttheproblemtoanalyzethereasons,findtheimprovementmethodsandmeasures.ThemainproblemsthataffecttheperformanceofOSHcompany'sinformationisthatthecompany'sleadershiphasnotrealizedtheimportanceofthestrategicheight,thelackoftheoverallplanning,theideaofelectroniccommerce.Twoisintheconstructionofinformationinfrastructureinvestment,thefinancialinformationonthebudget.Threeisthelackofinformationtechnologyapplications,informationpersonnelarenonmanagementpositions.Fouristheinformationmanagementisnotstandardized,thereisnoconstructionmanagementsystem.Fiveisthelackofenterpriseinformationsecurity,employeeinformationsecurityawareness.Causeitsperformancelevelisnothigh,thefundamentalreasonisthatcorporateleadershipinthisareahasnostrategicvision,notenoughattention.OSHcompanyisatypicalrepresentativeofsmallandmediummanufacturingenterprisesinenterpriseinformationconstruction,tosolvetheseproblems,thispapergivesthemethod宁波大学硕士专业学位论文IIIandmeasuretoimprovetheperformance.Thefirsttaskistostrengthentheawarenessofenterpriseleadershipinformation,informationconstructionisthenumberoneproject,todoagoodjobinstrategicplanning.Toincreaseinvestmentininformationconstruction,weshouldincreaseinvestmentinsoftwareandhardware,payattentiontothemaintenanceandupgradeofsoftware(Development).Theintroductionofenterpriseinformationprofessionals,theestablishmentofinformationsystem,theestablishmentofenterpriseinformationmanagementsystem,toenhancethemanagementstatusofCIOintheenterprise.Strengthenthesystemtraining,improvethetimelinessandaccuracyofdataentry,strengthenthecooperationbetweendepartments,strengthentheinformationsystemcontinuousmonitoring,strengthencooperationwithinformationserviceproviderstoimproveinformationsystemexecution.Payattentiontoenterpriseinformationsecuritywork,fromtheimprovementofemployeeinformationsecurityawarenessfromthehand,todevelopinformationsecuritymanagementsystemtopreventtheleakageofcorporateinformationdata.Enterprisesshouldvigorouslydevelope-commerceformoremarketshare,cantrytoprovidedecision-makingservicesthroughdatamining(BigData)fortheenterprisetoprovidethecoresourceofpowerforenterprisedevelopment.Keywords:smallandmediummanufacturing,enterpriseinformation,performanceevaluation,performanceimprovement提升OSH公司信息化绩效的研究IV目录1.绪论................................................................................................................................................
