ChinaScholarshipCouncilPostgraduateScholarshipProgram1.BriefIntroductionEstablishedin2007byChinaScholarshipCouncil(CSC),anon-profitinstitutionentrustedbytheChineseGovernmenttomanagetheStateScholarshipFund,thePostgraduateScholarshipProgramaimstoimprovethetrainingofcreativeanddistinguishedpostgraduatesandenhancethedevelopmentofChina’shighereducation.Overfiveyears,CSCwillsponsoreachyearuptosixthousandtalentedChinesestudentsforoverseasstudy,pursuingdoctoraldegreesorconductingacademiccooperationunderjoint-trainingprogramsatworld-classuniversities.AsoneofthemostprestigiousuniversitiesinChina,SichuanUniversity(SCU)planstosend100postgraduateseachyearunderthisprogramforoverseasstudy.Itisbelievedthatthisscholarshipprogramalsoextendsapreciousopportunityforouruniversitytoexpandandenhanceacademicandresearchcooperationwithtopuniversitiesaroundtheworld.2.ScholarshipBenefits(1)AlivingstipendasprescribedbyChinesegovernment.Forexample,postgraduatesstudyingintheGermanwillreceiveastipendof1200Euroforonemonth.(2)Healthinsurance(3)Around-wayinternationalairfareatthebeginningandendoftheprogram3.ScholarshipEligibility(1)CitizenofPeople’sRepublicofChina,andnotbecurrentlystudyingabroadatthetimeofapplication(2)Enrolledasfull-timestudentatSCU.(3)Hasobtainedformaladmissionorinvitationletterandtuitionfeewaiverfromaforeignuniversitybythetimeofapplication.(4)MeetEnglishlanguagerequirementsofforeignuniversities.(5)WillingtoobservetherequirementsofChinesegovernmentscholarship.4.1.DoctoralDegreeProgramWhowishtopursuedoctoraldegreesatoverseasuniversitiesmayapplyfor36-48monthscholarshipsfromtheCSC.Thelengthofscholarshipcanalsobedeterminedaccordingtotherequirementsofdoctoralstudiesatforeignuniversities.ApplicationmaterialsincludeformaladmissiontoaPh.D.programataforeignuniversity,togetherwithastatementoftuitionfeewaiveroranotherscholarshipgrantedbytheforeignuniversitythatcoversthetuitionfee.AwardeesshoulddeclarethesupportofCSCintheirdissertations.TheyareexpectedtoreturntoChinaafterfinishingtheirdoctoraldegreeprograms,withtheexceptionofconductingpost-doctoralresearchfornomorethantwoyears.4.2.Joint-TrainingProgramPostgraduatescurrentlyregisteredatadoctoralprogramatSichuanUniversitycanapplyfor6-24monthoverseasjoint-trainingprogramsunderCSCscholarship.Thejoint-trainingprogramisorganizedunderthecooperationofdoctoralsupervisorsathomeuniversityandthehostuniversityabroad.DoctoralstudentsareexpectedtocomebacktoSichuanUniversityafterthisjointtrainingfortheirdissertationdefenseanddegreeawarding.Applicationmaterialsincludeaformalinvitationletterfromthehostsupervisor,ajointlydesignedresearchplanapprovedbybothsupervisors,andanintroductionofthehostsupervisor.Theinvitationlettermustbeaformalletterprintedonuniversityletterheadaddressedtotheapplicantandsignedbythehostsupervisor.Thecontentshouldincludethefollowing:personalinformationofthestudentbeinginvited,periodofinvitation,majorresearchfieldandplan,statementoftuitionfeewaiver,andanevaluationoftheEnglishlanguageleveloftheapplicantbythehostsupervisor.Ifanytuitionfeeorregistrationfeeisinvolvedormightoccurduringthejointtrainingthatcannotbewaived,alistofthesefeesattachedwiththeapplicationwillbeappreciated.Supervisorsathomeandabroadhavetoworktogethertodesignaresearchplanfortheapplicants.AChinese-Englishresearchplanwithnolessthan1000wordsoneachversionandsignedbybothsupervisorsisrequiredforapplication.Inordertogetabetterknowledgeofsupervisorsatforeignuniversities,anintroductionofthehostsupervisorwithhis/herpersonalinformationandacademicachievementsduringthelastfiveyearsshouldbeincludedintheapplication.5.ApplicationProcedureThescholarshipprogramwillbelaunchedinautumnsemestereachyearthroughuniversitywebsite.ApplicantssubmittotheCSCbytheendofFebruaryofthefollowingyearthroughtheirdepartmentsorschools.SCUwillcarryoutapre-screeningandrecommendqualifiedapplicantstoCSC.CSCwillorganizeaselectioncommitteecomposedofprofessorsandexpertsfromrelatedfieldstouateandselectpropercandidatesforthescholarships.ItisrequiredthatalltheapplicationmaterialsshouldbewritteninChineseorEnglishorbeingtranslatedtoeitherofthesetwolanguages.ThescholarshipselectionresultswillbepublishedbyCSCinMay.Thentheawardeescandepartforoverseasstudy.6.Timeschedulefor2011program:November2010:LaunchthescholarshipprogramandthecandidatesstarttoregistertotheuniversityEndofFebruary2011:ApplicationtotheCSCMarch20th2011:FinaldateforsubmissionofapplicationstoCSCMarchtoMay2011:SelectionbyCSCMay2011:AnnouncingtheawardeesbyCSCMay2011toJanuary2012:DepartforoverseasstudyWebsite:
