IDEAFour-TeamParliamentaryDebateRules外研杯英语辩论赛TheTeamsandMotions•TheteamssupportingthemotionintheIDEAFour-TeamParliamentaryDebatearereferredtoastheProposition.TheteamsarguingagainstthemotionareknownastheOppositionteams.•A“motion”isthestatementaroundwhichthedebatetakesplace.ThemotiondividesthegroundinthedebatebetweenthePropositionandOppositionteamsandshouldallowforreasonableargumentsbothforandagainst.•Ordinarily,motionsareannouncedshortlybeforeeachdebatebegins.Adifferentmotionwillbeusedforeachdebateandwillbepresentedtothedebatersataspecifiedtime,usuallyfifteentothirtyminutespriortothedebate.Insomesituationsgeneraltopicareas(forexample“environment”or“internationalrelations”)orevenspecificmotionsthemselvesmaybeannouncedpriortothetournament.•Themotionwillbeannouncedtoalldebaterssimultaneouslyinacentrallocation.Preparationtimewillbebetweenfifteenandthirtyminutes,atthediscretionofthetournamentdirector.Ingeneral,debatersmayconferwiththeirdebatepartnerduringpreparationtime.Insomecases,aTournamentDirectormayallowdebaterstoconferwiththeircoachortutor.Duringthistimethedebatersmayconsultanywrittenmaterials.TherulesoftheWorldUniversitiesDebatingChampionshipspermitdebaterstoaccessanywrittenmaterialduringthedebate;othertournamentspermitthedebaterstoaccessonlythenotestheymadeinpreparationtime.Electronicretrievaldevicestypicallyarenotallowedduringpreparation,thoughelectronicdictionariestypicallyarepermittedforsecond-languagespeakers.Thedebateformat•Fourteamsparticipateineachdebate:twoonthePropositionandtwoontheOpposition.Eachteamworksindependentlytoeithersupportoropposethemotion.Eachteamismadeupoftwospeakers;eachspeakerwillpresentaspeechnottoexceed7minutesintheorderprescribedbelow.PropositionOppositionOpeningGovernment(OG)PrimeMinister1OpeningOpposition(OO)LeaderoftheOpposition2DeputyPrimeMinister3DeputyLeaderoftheOpposition4ClosingGovernment(CG)MemberfortheGovernment5ClosingGovernment(CO)MemberfortheOpposition6GovernmentWhip7OppositionWhip8ParliamentaryPointsofInformation(POI)•Debatersmayofferapointofinformation(eitherverballyorbyrising)atanytimeafterthefirstminute,andbeforethelastminute,ofanyspeech.Thedebaterholdingthefloormayacceptorrefusepointsofinformation.Ifaccepted,thedebatermakingtherequesthasfifteensecondspresentthepointofinformation.Duringthepointofinformation,thespeakingtimeofthefloordebatercontinues.•Ifaccepted,thedebaterofferingthepointofinformationisallowedtoaskaquestion,offerabriefargument,orofferabriefrefutationofsomepoint.Thedebaterwhoacceptedthepointofinformationshouldrespondtothepointimmediately.•Nootherparliamentarypointssuchaspointsoforderorpointsofpersonalprivilegeareallowed.SpeakerRolesandSpeechPurposes•Allspeakers,exceptthefinalspeakersforthepropositionandopposition(PropositionandOppositionWhips),shouldintroducenewmaterialintothedebate.Alldebaters,excepttheopeningspeaker(PrimeMinister),shouldengageinrefutation.•除正反方最后一名辩手(内阁党鞭和反对党党鞭)外,所有的辩手都应引入新内容。除正方一辩(首相)外,所有辩手都应进行反驳。PrimeMinister•TheprimaryroleofFirstPropositionteam,initiatedinthisspeech,istoestablishthefoundationformeaningfuldebateonthemotion.•ThePrimeMinister’sresponsibilitiesmayincludesomeorallofthefollowing:•1)offerareasonableinterpretationofthemotion,•2)topresentacasesupportingthatinterpretation.AcaseissimplyoneormoreargumentssupportingtheFirstProposition’sinterpretationofthemotion,and•3)otherstrategiesdeemedimportantbythePrimeMinister.LeaderoftheOpposition•TheprimaryrolesoftheFirstOppositionteamaretoconfronttheFirstGovernment’scaseandtoestablishtheFirstOpposition’sstrategyforopposingthiscase.•TheLeaderoftheOpposition’sresponsibilitiesmayincludesomeorallofthefollowing::•1)todirectlyorindirectlyrefutepartorallofthegovernment'scase,•2)tomakeatleastoneargumentthatdemonstrateswhytheFirstOppositionteamopposesthemotionasinterpretedbythePrimeMinister,and•3)topursueotherstrategiesdeemedimportantbythe“LeaderoftheOpposition.”•Theoppositionspeakermayalsochallengetheinterpretationofthegovernment'scaseifitisunreasonable,thatis,ifitcompletelymisinterpretsthemotionthemotionorseverelyinhibitsmeaningfuldebate.DeputyPrimeMinister•TheDeputyPrimeMinister’sresponsibilitiesmayincludesomeorallofthefollowing:•1)toreestablishtheFirstProposition’scasebyconfrontinganyrefutationpresentedbytheLeaderoftheOpposition,•2)torefutesomeoralloftheargumentspresentedbytheLeaderoftheOpposition.•3)tofurtherdevelopthecasepresentedbythePrimeMinister,and•4)otherstrategiesdeemedimportantbytheDeputyPrimeMinister.DeputyLeaderoftheOpposition•TheDeputyLeaderoftheOpposition’sresponsibilitiesmayincludesomeorallofthefollowing:•1)tocontinuerefutationinitiatedbytheLeaderoftheOpposition,•2)toreestablishtheLeaderofOpposition’sargumentsagainstthemotion,•3)toinitiateanewargumentagainstthemotionasinterpretedbytheFirstPropositionteam,and•4)topurseotherstrategiesasdeemedimportantbytheDeputyLeaderoftheOpposition.MemberoftheGovernment•TheprimaryrolesoftheSecondPropositionteamaretosupporttheFirstPropositionteamwhilesimultaneouslymovingthepropositionpositioninanewandpositivedirection.•Theresponsibilitiesoft
