-1-日期：2004年10月14日ISO9001审核实践组指南有效地使用ISO19011ISO19011:2002《质量和环境管理体系审核指南》代替了原来的ISO10011质量管理体系审核系列标准，为第一方、第二方、第三方质量和环境管理体系审核提供了指南。该标准的大部分内容与第三方质量管理体系审核有关，但并不是所有条款都能直接适用于第三方审核。标准包含对审核方法和审核员能力的指南，但是这些指南不是强制性的。该指南具有灵活性，对指南的具体应用可以因受审核组织规模、性质和复杂程度的不同而不同。第三方审核机构要按照自己的需要和工作实践以适宜的方式使用指南。该标准分为以下几个部分：审核原则审核员应当熟悉审核的五项原则，并在审核过程中应用这些原则。审核方案的管理对审核方案的管理是第三方审核机构管理人员的职责，而不是某个审核员的职责。审核员应当知道审核方案将受到监视，并将按适当的间隔受到检查。审核员应当为审核方案的改进提出建议。审核活动标准强调审核策划、实施、报告的重要性及其技术方法，该部分是与审核员最紧密相关的，审核员应当对指南ISO19011第6章审核活动的内容非常熟悉。审核员的能力和评价-2-在审核员能力和评价方面，该标准对审核组能力和审核员个人能力的重要性给予了新的强调，代替了在ISO10011－2规定的审核员资格准则。现在的“能力”定义为：经证实的个人素质和应用知识与技能的本领。对教育水平、工作经历、审核经历和审核次数的限定已经不像原来那么重要了。现在将这些方面作为审核员能力所需的知识和技能的输入。虽然标准中的大部分指南可供第三方审核机构制定本机构对审核员能力的准则，但是审核员个人也应当了解本章内容，以便审核员能够保持和提高他们的专业能力，并在他们的专业能力范围内进行工作。标准还提供了一些实际的帮助，以及围绕各问题的案例、解释，但是有些可能不适用于第三方审核。-3-Date:14October2004ISO9001AuditingPracticesGroupGuidanceon:MakingeffectiveuseofISO19011ISO19011:2002Guidelinesforqualityand/orenvironmentalmanagementsystemsauditingreplacestheoldISO10011seriesofqualitymanagementsystemsauditingstandardsandprovidesguidelinesforfirst,secondandthird-partyauditingofbothqualityandenvironmentalmanagementsystems.WhilstmuchofthestandardisrelevanttothirdpartyQMSaudits,notallofitsclausesaredirectlyapplicable.Thestandardcontainsoptionsrelatingtoauditingmethodsandauditorcompetencebutthecontentisnotmandatory.Theguidanceisintendedtobeflexibleandtheapplicationcandifferaccordingtothesize,natureandcomplexityoftheorganisationtobeaudited.Itisuptoeachthirdpartyauditingbodytousetheguidelinestotheextentappropriatetotheirneedsandrelevancetotheirownworkingpractices.Thestandardisdividedintoanumberofsectionsincludingthefollowing:PrinciplesofauditingAnauditorshouldbefamiliarwiththe5principlesofauditingandapplythemtotheauditprocess.ManaginganauditprogrammeThiswillgenerallybetheresponsibilityofthemanagementofathirdpartyauditingbodyandnotanindividualauditor.Auditorsshouldbeawarethatauditprogrammesaremonitoredandreviewedatappropriateintervals.Auditorsshouldprovideinputforimprovementofauditprogrammes.AuditactivitiesThisguidanceemphasisestheimportanceofandthetechniquesforplanning,conductingandreportinganauditandisofparticularrelevancetoanauditor.AuditorsshouldbeveryfamiliarwiththeguidanceinSection6ofISO19011ontheseissues.CompetenceandevaluationofauditorsTheguidanceonthecompetenceandevaluationofauditorsgivesnewemphasistotheimportanceofteamcompetenceaswellasthatoftheindividual,whichreplacestheprescriptivequalificationcriteriaforauditorsthatwereformerlysetoutinISO10011-2.Competenceisnowdefinedas“demonstratedpersonalattributesanddemonstratedabilitytoapplyknowledgeandskills”.Lessimportanceisnowplacedonprescribedlevelsofeducation,workplaceandauditingexperienceandnumbersofcompletedaudits.Thesearenowusedasinputstotheknowledgeandskillsnecessaryforauditorcompetence.-4-Muchofthisguidancewillbeusedbythirdpartyauditingbodieswhensettingtheirowncompetencecriteriaforauditors.However,individualauditorsshouldbeawareofthecontentofthissectionsothattheycanmaintain,improveandworkwithinthelimitsoftheirprofessionalcompetence.Practicalhelpcanbefoundthroughouttheguidelinesandprovidesexamplesandadditionalclarificationonvarioustopics,althoughsomemaynotbeapplicabletothirdpartyauditing.
