浙江省工程建设标准城市建筑工程停车场(库)设置规则和配建标准Standardsforplanningparkinglots(garages)Inurbanarchitecturalengineering条文说明i目次1总则·····································································································13基本规定······························································································34设置规则······························································································54.1基地出入口设置·····························································································54.2基地总平面布置·····························································································74.3配置停车场(库)出入口设置···········································································84.4配置机动车停车场(库)设计···········································································84.5机械停车库设计····························································································104.6配置自行车停车场(库)设计··········································································114.7基地交通设施及安全······················································································115配建指标····························································································13iiContents1GeneralProvisions····················································································13BasicRequirements··················································································34SetofRules··························································································54.1Entrance/ExitofBasesDesign·············································································54.2LayoutofBasesDesign·····················································································74.3Entrance/ExitofAccessoryParkingLots(garages)Design····································84.4MotorizedVehicleParkingAreaDesign··································································84.5MechanicalParkingGaragesDesign·····································································104.6Non-MotorizedVehicleParkingAreaDesign··························································114.7TrafficDevicesandSafetyofBases·····································································115ParkingStandard····················································································1311总则1.0.1城市建设工程项目配建停车场(库)建设是城市静态交通设施建设的主体。根据理论研究,合理的城市机动车泊位供给总量宜控制在城市机动车总量的1.3-1.5倍,而建筑配建泊位(含部分公共泊位)宜控制在机动车总泊位的75%-85%(应视配建泊位是否开放和整体布局而合理配置)。2005年浙江省建设厅颁布了《城市建筑工程停车场(库)设置规则和配建标准》(浙江省工程建设标准DB33/1021-2005),该标准的实施,大大推动了我省城市机动车停车泊位的建设,一定程度上缓解了城市停车难的状况,为我省城市交通系统的有序、合理、安全运行提供了基本保障。近六年来,浙江省国民经济和社会发展迅速,城市化进程加快,城市发展面临转型。城市机动车拥有量剧增,私人小汽车保有量的增长尤为突出,全省城市私人小汽车年平均增长率在15%左右,部分城市达到20%以上,停车问题已成为城市交通系统运行是否有效的关键问题,也成为各级政府部门解决民生问题的重要领域。原城市建筑工程停车建设标准和配建指标已难以适应今后的城市交通发展需求,比如:各类建筑停车配建指标偏低、指标分类难以适应新的审批要求、自备车位政策对居住配建的要求,医院学校的停车配建指标低等问题、新的建设项目业态的出现等,因此有必要对原有标准的实施进行一次全面的回顾和审视,在对今后5-10年的交通发展进行科学合理的预测和评估的基础上,对原有停车配建标准进行修订完善,以期对浙江省城市经济和交通发展起到积极的作用。本条文阐述了修订原《标准》的目的、意义和修订原则。1.0.2条文说明了本标准的适用范围。根据《中华人民共和国城乡规划法》第三条规定:“城市和镇应当依照本法制定城市规划和镇规划,城市、镇规划区内的建设活动应当符合规划要求”。本标准指的城市、城市规划区即是按上述规定而定的。本标准的城市建筑工程泛指城市规划区内各类新建建筑工程配置停车场(库)设计、设置都应满足本标准规定的要求。停放标准车型的公共停车场(库)设计、特种车型的停车场(库)、历史风貌保护街区、文物保护单位和古建单位的停车场(库)设计不受本规则的严格约束,但可根据实际情况参照执行。1.0.4本标准为浙江省工程建设地方标准。根据原建设部1992年12月30日颁发的《工程建设行业标准管理办法》第六条规定:“行业标准不得与国家标准相抵触。有关行业标准之间应当协调统一,避免重复”,同时考虑到现行国家及行业标准中有关交通和停车场(库)2设计要求已做了明确的规定,如《建设项目交通影响评价技术标准》(CJJ/T141-2010)、《城市道路工程设计规范》(CJJ37-2012)、《城市道路交通设施设计规范》(GB50688-2011)、《城市居住区设计规范》GB50180-93(2002版)、《汽车库建筑设计规范》(JGJ100-98)、《城市公共交通站、场、厂设计规范》(GJJ15-87)、《城市道路交叉口设计规程》(CJJ152-2010)、《无障碍设计规范》(GB50763-2012)、《道路交通标志和标线》(GB5768-2009)等,也适用于城市建筑工程配置停车场(库)设置。因此本条文说明,城市建筑工程停车场(库)的设置和设计,除执行本标准外,尚应符合国家、行业及本省现行的有关设计标准和规范要求。33基本规定3.0.3本条文规定的目的主要是防止主体建筑与配建停车场(库)不在城市道路同侧所带来的车流和人流穿越道路的现象,避免对城市道路产生不利影响。因此,要求位于城市道路,特别是主干路两侧的建筑,应按标准分别在建筑项目用地范围内配建停车泊位。如由于规划用地条件限制不得不设置在城市道路两侧时,应有相应的人行设施连接。3.0.4本条文规定对原《标准》规定的集中统一设置停车场(库)的方式做了进一步明确。考虑到建筑工程受规划用地条件限制,如果若干地块集中设置停车场(库),会由于各地块建设主体、建设时间、建筑方案、建筑功能的不同,导致在实际操作有较大难度。因此本《标准》明确以联通道连接若干地块的地下车库。其次,考虑到个别建筑工程项目,如高强度开发中心区、旧城改造项目等,由于项目建设用地范围较小、容积率高,单独按规范设置配建停车场(库)难以满足设计规范要求或技术管理规定,比如地库坡道数量、基地出入口设置、地下室退界要求等。故允许在相邻两宗或以上的建设项目,在统一申请、协调设计、协调建设的前提下,经有关部门批准后,红线紧邻地块停车库可采用通道联通方式,这是最简单、有效的集中建设方式。3.0.5新增加的条文规定。本条文的目的是说明城市建筑工程配建停车设施的方式有多种,但不能占用城市绿地和城市道路用地,对相邻地块地下车库确需在城市绿化下和城市道路下用联通道联通时,必须经有关部门审查,并应处理好与地下市政设施的关系。城市绿地下设置公共停车库往往会受场地诸多条件限制,条文明确了绿地下公共停车库可与周边地块的配建停车库整体建设。3.0.6本条文规定与原《标准》规定3.0.3一致。本条文规定的目的,主要是为了避免由公共建筑、住宅吸引的车辆,在道路上上、下客,以及内部通道交通不顺引起交通堵塞,减少对城市道路的干扰,保证城市动态交通的畅通和安全。3.0.7本条文规定与原《标准》规定3.0.5基本一致。3.0.8本条文规定对原《标准》规定3.0.6进行修订。车辆外轮廓线尺寸是停车场(库)交通设计的重要参数。各类车辆外轮廓线尺寸拟定参考了《公路工程技术标准》(JTGB01-2003)2.0.1、2.0.2条规定、《汽车库建筑设计规范》(JGJ100-98)的规定、《天津市建设项目配建停车场(库)标准》2010、《上海市建筑工程交通设计及停车库(场)设置标准》(DGJ08-7-2006)的规定。4表3.0.8-1停车库(场)设计车型外廓尺寸(上海标准)设计车辆外廓尺寸(米)总长总宽总高机动车I微型汽车3.51.61.8II小型汽车4.81.82.0III轻型汽车7.02.12.6IV中型汽车9.02.53.2V大型货车10.02.54.0VI大型客车12.02.53.2非机动车自行车1.90.61.2注:1、二轮摩托车按2辆自行车尺寸计算;2、助动车按1.2辆自行车尺寸计算;3、专用汽车库可按所停放的汽车外廓尺寸进行设计;4、本表机动车尺寸参阅《汽车库建筑设计规范》(JGJ100-98)相关内容。表3.0.8-2停车库(场)设计车型外廓尺寸(天津标准)换算系数车辆几何尺寸(米)长宽高机动车铰接车
