1CONSTITUTION&RULESOFTHEINDIANNATIONALCONGRESSArticleIOBJECTTheobjectoftheIndianNationalCongressisthewell-beingandadvancementofthepeopleofIndiaandtheestablishmentinIndia,bypeacefulandconstitutionalmeans,ofaSocialistStatebasedonParliamentaryDemocracyinwhichthereisequalityofopportunityandofpolitical,economicandsocialrightsandwhichaimsatworldpeaceandfellowship.ArticleIIAllegiancetoConstitutionofIndiaTheIndianNationalCongressbearstruefaithandallegiancetotheConstitutionofIndiaasbylawestablishedandtotheprinciplesofsocialism,secularismanddemocracyandwouldupholdthesovereignty,unityandintegrityofIndia.ArticleII-APartyFlagTheflagoftheIndianNationalCongressshallconsistofthreehorizontalcolours:saffron,whiteandgreenwiththepictureofaCharkhainBlueintheCentre.ItshallbemadeofcertifiedKhadi.ArticleIIIConstituentsTheIndianNationalCongresswillincludetheplenaryandspecialsessionsoftheCongressand,(i)TheAllIndiaCongressCommittee,(ii)TheWorkingCommittee,(iii)PradeshCongressCommittees,(iv)District/CityCongressCommittees,(v)CommitteessubordinatetotheDistrictCongressCommitteelikeBlockorConstituencyCongressCommitteeandothersubordinateCommitteetobedeterminedbythePradeshCongressCommitteeconcerned.Note:InthisConstitutionwhereverthewordPradeshoccurs,itwillincludeTerritorial,thewordDistrictwillincludeCityasrequiredbythecontext.___________________________________________________________________RuleUnderArticleIII(iv)–Constituents–CityCongressCommittee:ThePradeshCongressCommitteewithpreviousapprovaloftheWorkingCommitteewillhavetherighttoconstituteCityCongressCommitteeinthecitieswithpopulationofoverFivelakh.TheCityCongressCommitteethusformedwillhavethestatusofaD.C.C.___________________________________________________________________2ArticleIVTerritorialDivision(a)PradeshCongressCommitteesshallordinarilybeconstitutedinthePradeshesnamedbelowwiththeheadquartersmentionedagainsteach:PradeshHeadquarters1.AndhraHyderabad2.ArunachalItanagar3.AssamGuwahati4.BiharPatna5.ChhatishgarhRaipur6.DelhiDelhi7.GoaPanaji8.GujaratAhmedabad9.HaryanaChandigarh10.HimachalShimla11.Jammu&KashmirSrinagar12.JharkhandRanchi13.KarnatakaBangalore14.KeralaThiruvananthapuram15.MadhyaPradeshBhopal16.MaharashtraMumbai17.ManipurImphal18.MeghalayaShillong19.MizoramAizwal20.NagalandKohima21.OrissaBhubaneshwar22.PuducherryPuducherry23.PunjabChandigarh24.RajasthanJaipur25.SikkimGangtok26.TamilNaduChennai27.TripuraAgartala28.UttarakhandDehradun29.UttarPradeshLucknow30.WestBengalKolkata(b)TerritorialCongressCommitteesshallbeconstitutedintheterritoriesnamedbelowwiththeheadquartersmentionedagainsteach.TerritoryHeadquarters1.Andaman-NicobarIslandsPortBlair2.ChandigarhChandigarh3.Dadra-NagarHaveliSelvasa4.Daman&DiuMotiDaman5.LakshadweepKavaratti(c)ThePradeshCongressCommitteemay,withtheprevioussanctionoftheWorkingCommittee,changeitsheadquarters.3(d)TheWorkingCommitteemay,afterascertainingthewishesofthePradeshCongressCommitteeorcommitteesconcerned,constituteanewPradesh,abolishanexistingPradesh,mergeanyexistingPradeshesintooneorassigntoaPradesh,aDistrictoraportionorportionsofaDistrictfromanyotherPradesh.(e)TheWorkingCommitteeshallhavethepowertogiverepresentationinsuchmannerasitthinkspropertoareasintheUnionofIndiaashavenotbeenincludedinthejurisdictionofanyPCCand/ordirectthatsuchanareaorpartthereofbeincludedinaneighbouringPradesh.ArticleVMembership(A)a.(i)Anypersonoftheageof18orover,whoacceptsArticleI,shall,onmakingawrittendeclarationinmembershipformandonpaymentoftriennialsubscriptionofRs.3.00only,becomeamemberofCongressprovidedthathe/sheisnotamemberofanyotherpoliticalparty,communalorother,whichhasaseparatemembership,constitutionandprogramme;(ii)Nopersonshallbeeligibletobecomeamemberexceptathispermanentplaceofresidenceorataplacewherehecarriesonhisbusinessorwork;(iii)Thetermofmembership,shallbefrom1stofJanuaryoftheyearorfromthedateofenrolmentofamemberupto31stofDecemberofthefollowingthirdyear;(iv)PermanentRegisterofmemberswithintheirjurisdictionshallbemaintainedbyeveryBlock/ConstituencyandCity/TownCongressCommitteewithcopiestotheDistrictCongressCommittee,asperprescribedrules;(v)Renewalofmembershipwillbedeemedtohavebeencompletedbydepositingrequisitemembershipfee.b.(i)ApersonwhohasbeenamemberforatleastthreeyearsshallonlybeeligibletobeelectedasadelegateoranofficebearerofanyCongressCommittee(ii)AnymemberwhowantstobecomeadelegateoranofficebearerofanyCongressCommitteeshalldepositanamountofRs.100/-c.ThetriennialsubscriptionspaidanddepositsmadeundertheforegoingprovisionsofthisclausebymembersshallbedistributedinthefollowingproportionsbetweenthevariousCongressCommittees:AICC10%PCC25%DCC25%SubordinateCCs40%Note:40%shareofmembershipsubscriptionsanddepositstobeproportionatelydistributedamongstvariousSubordinateCongressCommitteesbelowtheDCCshallbedeterminedbythePradeshCongressCommitteeconcerned.4(B)EveryMemberwillhavetofulfilthefollowingconditionsandmakeadeclarationinMembershipFormunderhis/hersignature:(a)He/Sheistheageof18andover;(b)He/SheisahabitualweaverofcertifiedKhadi;(c)He/Sheabstainsfromalcoholicdrinks
