-xv-EUROPEANAGREEMENTCONCERNINGTHEINTERNATIONALCARRIAGEOFDANGEROUSGOODSBYROAD(ADR)THECONTRACTINGPARTIES,DESIRINGtoincreasethesafetyofinternationaltransportbyroad,HAVEAGREEDasfollows:Article1ForthepurposeofthisAgreement,(a)thetermvehicleshallmeanmotorvehicles,articulatedvehicles,trailersandsemi-trailers,asdefinedinarticle4oftheConventiononRoadTrafficof19September1949,otherthanvehiclesbelongingtoorundertheordersofthearmedforcesofaContractingParty;(b)thetermdangerousgoodsshallmeanthosesubstancesandarticlestheinternationalcarriagebyroadofwhichisprohibitedby,orauthorizedonlyoncertainconditionsby,AnnexesAandB;(c)theterminternationaltransportshallmeananytransportoperationperformedontheterritoryofatleasttwoContractingPartiesbyvehiclesdefinedin(a)above.Article21.Subjecttotheprovisionsofarticle4,paragraph3,dangerousgoodsbarredfromcarriagebyAnnexAshallnotbeacceptedforinternationaltransport.2.Internationaltransportofotherdangerousgoodsshallbeauthorizedsubjecttocompliancewith:(a)theconditionslaiddowninAnnexAforthegoodsinquestion,inparticularasregardstheirpackagingandlabelling,and(b)theconditionslaiddowninAnnexB,inparticularasregardstheconstruction,equipmentandoperationofthevehiclecarryingthegoodsinquestion,subjecttotheprovisionsofarticle4,paragraph2.Article3TheAnnexestothisAgreementshallformanintegralpartthereof.Article41.EachContractingPartyshallretaintherighttoregulateorprohibit,forreasonsotherthansafetyduringcarriage,theentryofdangerousgoodsintoitsterritory.2.VehiclesinserviceontheterritoryofaContractingPartyatthetimeofentryintoforceofthisAgreementorbroughtintoserviceonsuchterritorywithintwomonthsafteritsentryintoforceshallbeallowed,foraperiodofthreeyearsfromsuchentryintoforce,toperformtheinternationaltransportofdangerousgoodseveniftheirconstructionandequipmentdonotentirelyconformtotherequirementslaiddowninAnnexBforthetransportoperationinquestion.UnderspecialclausesofAnnexB,however,thisperiodmaybereduced.Copyright©UnitedNations,2010.Allrightsreserved-xvi-3.TheContractingPartiesshallretaintherighttoarrange,byspecialbilateralormultilateralagreements,thatcertainofthedangerousgoodswhichunderthisAgreementarebarredfromallinternationaltransportmay,subjecttocertainconditions,beacceptedforinternationaltransportontheirterritories,orthatdangerousgoodswhichunderthisAgreementareacceptableforinternationaltransportonlyonspecifiedconditionsmaybeacceptedforinternationaltransportontheirterritoriesunderconditionslessstringentthanthoselaiddownintheAnnexestothisAgreement.ThespecialbilateralormultilateralagreementsreferredtointhisparagraphshallbecommunicatedtotheSecretary-GeneraloftheUnitedNations,whoshallcommunicatethemtotheContractingPartieswhicharenotsignatoriestothesaidagreements.Article5ThetransportoperationstowhichthisAgreementappliesshallremainsubjecttonationalorinternationalregulationsapplicableingeneraltoroadtraffic,internationalroadtransportandinternationaltrade.Article61.CountriesmembersoftheEconomicCommissionforEuropeandcountriesadmittedtotheCommissioninaconsultativecapacityunderparagraph8oftheCommission'stermsofreferencemaybecomeContractingPartiestothisAgreement.(a)bysigningit;(b)byratifyingitaftersigningitsubjecttoratification;(c)byaccedingtoit.2.SuchcountriesasmayparticipateincertainactivitiesoftheEconomicCommissionforEuropeinaccordancewithparagraph11oftheCommission'stermsofreferencemaybecomeContractingPartiestothisAgreementbyaccedingtoitafteritsentryintoforce.3.TheAgreementshallbeopenforsignatureuntil15December1957.Thereafter,itshallbeopenforaccession.4.RatificationoraccessionshallbeeffectedbythedepositingofaninstrumentwiththeSecretary-GeneraloftheUnitedNations.Article71.Thisagreementshallenterintoforceonemonthafterthedateonwhichthenumberofcountriesmentionedinarticle6,paragraph1,whichhavesigneditwithoutreservationofratificationorhavedepositedtheirinstrumentsofratificationoraccessionhasreachedatotaloffive.However,theAnnexestheretoshallnotapplyuntilsixmonthsaftertheentryintoforceoftheAgreementitself.2.ForanycountryratifyingoraccedingtothisAgreementafterfiveofthecountriesreferredtoinarticle6,paragraph1,havesigneditwithoutreservationofratificationorhavedepositedtheirinstrumentsofratificationoraccession,thisAgreementshallenterintoforceonemonthafterthesaidcountryhasdepositeditsinstrumentofratificationoraccessionandtheAnnexestheretoshallapplyforthesaidcountryeitheronthesamedate,iftheyarealreadyinforcebythatdate,or,iftheyarenotinforcebythatdate,onthedateonwhichtheyapplyundertheprovisionsofparagraph1ofthisarticle.Article81.AnycontractingPartymaydenouncethisAgreementbysonotifyingtheSecretary-GeneraloftheUnitedNations.2.DenunciationshalltakeeffecttwelvemonthsafterthedateofreceiptbytheSecretary-Generalofthenotificationofdenunciation.Copyright©UnitedNations,2010.Allrightsreserved-xvii-Article91.ThisAgreementshallceasetohaveeffectif,afteritsentryintoforce,thenumberofContractingPartiesislessthanfiveduringtwelveconsecutivemonths.2.Intheeventoftheconclusionofaworldwideagreementfortheregulationofthetransportofdangerousgoods,anyprovisionofth
