3、ghttobepeculiarlyconsciousofhisowndeficiencies.InthisconflictofemotionsallIdareaveristhatithasbeenmyfaithfulstudytocollectmydutyfromajustappreciationofeverycircumstancebywhichitmightbeaffected.AllIdarehopeisthatif,inexecutingthistask,Ihavebeentoomuchswayedbyagratefulremembranceofformerinstances,orbyanaffectionatesensibilitytothistranscendentproofoftheconfidenceofmyfellow-citizens,andhavethencetoolittleconsultedmyincapacityaswellasdisinclinationfortheweightyanduntriedcaresbeforeme,myerrorwillbepa。
4、lliatedbythemotiveswhichmisleadme,anditsconsequencesbejudgedbymycountrywithsomeshareofthepartialityinwhichtheyoriginated.SuchbeingtheimpressionsunderwhichIhave,inobediencetothepublicsummons,repairedtothepresentstation,itwouldbepeculiarlyimpropertoomitinthisfirstofficialactmyferventsupplicationstothatAlmightyBeingwhorulesovertheuniverse,whopresidesinthecouncilsofnations,andwhoseprovidentialaidscansupplyeveryhumandefect,thatHisbenedictionmayconsecratetothelibertiesandhappinessofthepeopleoftheUnite。
5、dStatesaGovernmentinstitutedbythemselvesfortheseessentialpurposes,andmayenableeveryinstrumentemployedinitsadministrationtoexecutewithsuccessthefunctionsallottedtohischarge.IntenderingthishomagetotheGreatAuthorofeverypublicandprivategood,Iassuremyselfthatitexpressesyoursentimentsnotlessthanmyown,northoseofmyfellow-citizensatlargelessthaneither.NopeoplecanbeboundtoacknowledgeandadoretheInvisibleHandwhichconductstheaffairsofmenmorethanthoseoftheUnitedStates.Everystepbywhichtheyhaveadvancedtothechar。
6、acterofanindependentnationseemstohavebeendistinguishedbysometokenofprovidentialagency;andintheimportantrevolutionjustaccomplishedinthesystemoftheirunitedgovernmentthetranquildeliberationsandvoluntaryconsentofsomanydistinctcommunitiesfromwhichtheeventhasresultedcannotbecomparedwiththemeansbywhichmostgovernmentshavebeenestablishedwithoutsomereturnofpiousgratitude,alongwithanhumbleanticipationofthefutureblessingswhichthepastseemtopresage.Thesereflections,arisingoutofthepresentcrisis,haveforcedthems。
7、elvestoostronglyonmymindtobesuppressed.Youwilljoinwithme,Itrust,inthinkingthattherearenoneundertheinfluenceofwhichtheproceedingsofanewandfreegovernmentcanmoreauspiciouslycommence.BythearticleestablishingtheexecutivedepartmentitismadethedutyofthePresidenttorecommendtoyourconsiderationsuchmeasuresasheshalljudgenecessaryandexpedient.ThecircumstancesunderwhichInowmeetyouwillacquitmefromenteringintothatsubjectfurtherthantorefertothegreatconstitutionalcharterunderwhichyouareassembled,andwhich,indefini。
8、ngyourpowers,designatestheobjectstowhichyourattentionistobegiven.Itwillbemoreconsistentwiththosecircumstances,andfarmorecongenialwiththefeelingswhichactuateme,tosubstitute,inplaceofarecommendationofparticularmeasures,thetributethatisduetothetalents,therectitude,andthepatriotismwhichadornthecharactersselectedtodeviseandadoptthem.InthesehonorablequalificationsIbeholdthesurestpledgesthatasononesidenolocalprejudicesorattachments,noseparateviewsnorpartyanimosities,willmisdirectthecomprehensiveandequa。
9、leyewhichoughttowatchoverthisgreatassemblageofcommunitiesandinterests,so,onanother,thatthefoundationofournationalpolicywillbelaidinthepureandimmutableprinciplesofprivatemorality,andthepreeminenceoffreegovernmentbeexemplifiedbyalltheattributeswhichcanwintheaffectionsofitscitizensandcommandtherespectoftheworld.Idwellonthisprospectwitheverysatisfactionwhichanardentloveformycountrycaninspire,sincethereisnotruthmorethoroughlyestablishedthanthatthereexistsintheeconomyandcourseofnatureanindissolubleuni。
10、onbetweenvirtueandhappiness;betweendutyandadvantage;betweenthegenuinemaximsofanhonestandmagnanimouspolicyandthesolidrewardsofpublicprosperityandfelicity;sinceweoughttobenolesspersuadedthatthepropitioussmilesofHeavencanneverbeexpectedonanationthatdisregardstheeternalrulesoforderandrightwhichHeavenitselfhasordained;andsincethepreservationofthesacredfireoflibertyandthedestinyoftherepublicanmodelofgovernmentarejustlyconsidered,perhaps,asdeeply,asfinally,stakedontheexperimententrustedtothehandsoftheAm。
