1546660175785VendorTCPSVendorFactoryEvaluation(VFE)Overview&InstructionsTheVendorFactoryEvaluation(VFE)isatooltobeusedbyvendorstomonitorandaccessafactory'sabilitytomeetTargetexpectations.TheVFEfocusesonQualityandSupplierManagement,ProductionandProcessControl,ProductionTestPlans,ControlofNon-ConformingMaterials,CorrectiveAction,Training,EquipmentandMaintenance,SiteConditions,SocialCompliance,CTPAT,aswellasProductionSectorcategoriesthatfocusonprocessand/orproductcategoriesastheyapplytothemanufacturingactivitywithinthefacility'swalls.•Vendorneedstocompleteanhonest,careful,andaccurateVFE.•Target'srequirementisthatVendor'sdrivecontinuousimprovementthroughongoing,periodicuseoftheVFEandsupportoftheTCPSFECAP.IftheVFEvs.FEresultshaveovera20%scorevariancedifference,Vendorcouldincurasignificantchargeback,perTCPSHQQA'spolicy.SCOPEPURPOSEROLESANDRESPONSIBILITIES1)AnytimeanewfactorywithoutanexistingTargetFactoryEvaluationisgoingtobeconsideredforinclusionintheTargetfactorymatrix.UseoftheTargetVFEisrequiredandmustaccompanytherequestforaTCPSFactoryEvaluationtobeperformed.2)Anytimeanexistingfactoryaddsaproductcategorydifferentthanwhatiscurrentlybeingmanufacturedinthefactory.UseoftheTargetVFEisrequiredandmustaccompanytherequestforaTCPSFactoryEvaluationtobeperformed.3)Anytimeanexistingfactoryaddsadditionalcapacitybeyondthecurrentfactoryfourwallswithinamanufacturingcompound.UseoftheTargetVFEisrequiredandmustaccompanytherequestforaTCPSFactoryEvaluationtobeperformed.TheVFEistobeusedbythevendorforthefollowing:NewFactoryisdefinedasafactorythatdoesnothaveacurrentFE(datedwithinthepasttwelvemonths)onfilewithTarget.Anewfactorymusthaveatleast3monthsofproductionrecordsandcanbedefinedasanyofthefollowing:•Initialfactoryevaluation•AfactorynewtotheTargetmatrix•ThevendorisbuildinganewbuildinganditisanewBPMID•Productionlineswillstartproducingadifferentproductcategory•NOTE:NewownershipofexistingfactorydoesnotrequirenewFE•TCPSFieldwillconfirmandvalidatetheinformationduringtheTCPSconductedFE.IfyouareaNEWVENDOR(Candidate)-NEWFACTORY/ExpiredFactoryEvaluation(“EvaluationDate”exceeds12months),followthebelowrequirements:4)TCPSLocalOfficeconfirmsreceiptofVFEwithin7days.IfcompleteTCPScanschedulefactoryevaluation(FE)onlywhenfactoryisinaregisteredstatus(notpending)withintheBusinessPartnersManagement(BPM)system.1)AfterobtainingformfromProductManager(PM),itistheVendor'sresponsibilitytofamiliarizethemselveswithVFEform,instructionsandTargetrequirements3b)IffactorydoesnotmeetTargetrequirements-Scoreisbelow70orabove70withautofails-VendordoesnotsubmittheVFE.VendorneedstoreviewandtakecorrectiveactiononanyrequirementsnotmetanddetermineifthefactoryhasthecapacityandcapabilitiestoproduceTargetproductandwhetherthefactorywilltakeownershipandappropriateactiontomeetrequirements.2)VendorcompletesaVFEatthefactorytobaselinefactory'sperformancetoTargetrequirements.VendorisnotrequiredtosubmitVFEtoTCPSLocalOffice.1)AfterobtainingformfromProductManager(PM),itistheVendor'sresponsibilitytofamiliarizethemselveswithVFEform(alltabs)andTarget'srequirements.2)VendorcompletesaVFEatthefactory.3a)IffactorymeetsTargetrequirements-Scoreis70andabovewithoutAutoFails-VendorsubmitsVFEbyemailingacopydirectlytoTCPSLocalOffice.SeePartnersOnLine(POL)LibraryWorkingwithTargetTeamPartnersQualityAssuranceContactsforRegionalTCPScontactinformation.Vendormustalsoprovideacopyof:•Adiagramoftheplantlayout•Themanufacturingprocessflowfrombeginningtoendwithinthefactory•AlistofthemanufacturingcontrolsIfyouareaNEWVENDOR(Candidate)-EXISTINGFACTORY(EvaluationDatewithinthelast12months),followthebelowrequirements:4)TCPSLocalOfficeschedulesFactoryEvaluationon/aroundanniversarydateoforiginalFE.VendorshouldutilizeVFEinadvanceofannualTCPSFEtoensurefactorysustainability.VendorisnotrequiredtosubmitVFEtoTCPSLocalOffice.VFEWorkbookOverviewVFEOverviewandInstructiontabprovidesguidanceonthepurpose,whentouse,rolesandresponsibilitiesofvendors,andinstructionsforalltabsprovided.FactoryInformationtabdocumentsthebusinessarea,VendorandFactoryinformation.4)Asatooltobaseline,monitororsustainthefactory'songoingperformance.Vendor'smayutilizetheVFEatanytimeandthereisnoneedtosubmitthisVFEtoTCPSifusedtomonitororsustainthefactoryperformance.3)VendorrequestsfromfactoryacurrentFECAPtoensurefactorysustainability.VendorneedstosupportexistingCAP.FactoryCapabilitiestabrecordsfactorymanufacturingcapabilities.MachineList&Capacitytabrecordsfactorymachinesavailableandcapacity/output.FEWalkThrutabprovidesatemplatetodocumentgeneralobservationsmadeforeachsectionoftheFactoryEvaluationduringthewalkthruofthefacility.FEPreparationandDocumentstabprovidesdirectionontherequirementsbyeachbusinessareatobepreparedinadvanceofconductingtheVFE.VendorFactoryEvaluation(VFE)tabistheactualformusedtoinputtheevaluator'sfindingsanddeterminethefactoryscore.ThistabalsoincludestheResourceGuidanceContenttoaidtheevaluatorwiththeiranswers.WorkmanshipAudittabistheformusedtodocumentthe20-pieceinspectionofproductmanufacturedinthefactory.AppliestoInitialFactoryOnly.VFEOverview-I
