SeeChinaintheLightofHerDevelopmentSpeechattheUniversityofCambridgeWenJiabaoPremieroftheStateCouncilofthePeople'sRepublicofChina2February2009ViceChancellorAlisonRichard,LadiesandGentlemen,ItgivesmegreatpleasuretocometoCambridge,aworld-renowneduniversitythatIhavelongwantedtovisit.CambridgehasproducedmanygreatscientistsandthinkersIsaacNewton,CharlesDarwinandFrancisBacon,tonamebutafew,andmadeimportantcontributiontotheprogressofhumancivilization.Thisyearmarksthe800thanniversaryoftheuniversity.Pleaseacceptmywarmcongratulations.Thisismyfourthvisittoyourcountry.DespitethegreatdistancebetweenChinaandBritain,thefriendlyexchangesbetweenourpeopleshavebeenontherise.ThesuccessfulresolutionofthequestionofHongKongandfruitfulcooperationbetweenourtwocountriesinareassuchaseconomy,trade,culture,education,scienceandtechnologyhavecementedthefoundationofourcomprehensivestrategicpartnership.Here,Iwishtopayhightributetoallthosewhohavebeenworkingtirelesslytopromotefriendlytiesbetweenourtwocountries.ThetitleofmyspeechtodayisSeeChinaintheLightofHerDevelopment.Mybelovedmotherlandisacountrybotholdandyoung.Sheisold,becausesheisabigOrientalcountrywithacivilizationstretchingbackseveralthousandyears.Withdiligenceandwisdom,theChinesenationcreatedasplendidcivilizationandmadesignificantcontributionstotheprogressofhumanity.Sheisyoung,becausethePeople'sRepublicisjust60yearsold,andthecountrybeganreformandopening-uponly30yearsago.TheChinesepeopleestablishedtheNewChinaafterunremittingstrugglesandultimatelyfoundadevelopmentpathsuitedtoChina'snationalconditionsthroughpainstakingefforts.ThisisthepathofsocialismwithChinesecharacteristics.Followingthispath,ourancientcivilizationhasbeenrejuvenated.ThekeyelementofChina'sreformandopening-upistofreepeople'smindandthemostfundamentalandsignificantcomponentisinstitutionalinnovation.Througheconomicreform,wehavebuiltasocialistmarketeconomy,wherethemarketplaysaprimaryroleinallocatingresourcesundergovernmentmacro-regulation.Wehavecarriedoutpoliticalreform,promoteddemocracyandimprovedthelegalsystem.Peoplearethemastersofthecountry.Werunthecountryaccordingtolawandendeavortobuildasocialistcountryundertheruleoflaw.TheessenceofChina'sreformandopening-upistoputpeoplefirstandmeettheirevergrowingmaterialandculturalneedsthroughreleasinganddevelopingproductiveforces.Itaimstogiveeveryoneequalopportunitiesforall-rounddevelopment.Itaimstoprotectthedemocraticrightsofthepeopleandpromotestability,harmonyandprosperityacrosstheland.Anditaimstosafeguardthedignityandfreedomofeveryonesothatheorshemaypursuehappinesswithingenuityandhardwork.Overthepastthreedecades,morethan200millionChinesehavebeenliftedoutofpoverty,theaveragelifeexpectancyhasincreasedby5years,andthe83millionpeoplewithdisabilitiesinChinahavereceivedspecialcarefromthegovernmentandthesociety.AllthispointstothetremendouseffortsChinahasmadetoprotecthumanrights.Wehaveintroducedfreenine-yearcompulsoryeducationthroughoutthecountry,establishedthecooperativemedicalsystemintheruralareasandimprovedthesocialsafetynet.Theage-olddreamoftheChinesenationisbeingturnedintorealityadreamtoseetheyoungeducated,thesicktreatedandtheoldcaredfor.IwanttoquotefromaTangDynastypoemtodescribewhatishappeninginChina,Fromshoretoshoreitiswideathightide,andbeforefairwindasailislifting.TheChinesepeopleareworkinghardtomodernizetheircountry.Thisisagreatpracticeinalargedevelopingcountrybothancientandnew.TheChinesepeople,withdestinyintheirownhands,arefullofconfidenceintheirfuture.Mybelovedmotherlandisacountrythatstoodnumerousvicissitudesbutnevergaveup.Earlierinmycareer,IworkedinnorthwestChinaformanyyears.There,intheboundlessdesert,growsararevarietyoftreecalledeuphratespoplar.Rootedover50metersdowntheground,theythriveinhostileenvironments,defyingdroughts,sandstormsandsalinization.Theyareknownastheherotree,becauseaeuphratespoplarcanliveforathousandyears.Evenafteritdies,itstandsuprightforathousandyears,andevenafteritfalls,itstaysintactforanotherthousandyears.IlikeeuphratespoplarbecausetheysymbolizetheresilienceoftheChinesenation.Overthemillennia,theChinesenationhasweatherednumerousdisasters,bothnaturalandman-made,surmountedallkindsofdifficultiesandchallenges,andmadeherwaytowheresheproudlystandstoday.Thelongsufferingshaveonlymadeheranationoffortitudeandperseverance.TheexperienceoftheChinesenationatteststoatruth:whatanationlosesintimesofdisasterwillbemadeupforbyherprogress.IamremindedoftheexperiencethatIhadinWenchuan,SichuanProvinceafterthedevastatingearthquaketherelastMay.Thatearthquakeshockedthewholeworld.ItflattenedBeichuanMiddleSchoolandclaimedmanyyounglives.Butonly10daysaftertheearthquake,whenIwentthereforthesecondtime,Ihadbeforemyeyesnewclassroomsbuiltondebrisbylocalvillagerswithplanks.Onceagain,thecampusechoedwiththesoundofstudentsreadingaloud.Iwrotedown4Chinesecharactersontheblackboard,meaningAcountrywillemergestrongerfromadversities.IhavebeentoWenchuanseventimessincetheearthquakeandwitnessedcountlesstouchingsceneslikethis.Iamdeeplymovedbytheunyieldingspiritofmypeople.Thisgreatnationalspiritisthesourceofstren
