II摘要我国人口基数大，乡村人口占全国总人口的50.32%①，因此我国政府十分重视“三农问题”，乡村人口的庞大使我国拥有较多的基层干部，政府为了便于对乡村人口进行管理，实行因地制宜、民主管理的管理方式，对乡镇政府下放权力，在村组织中采取村民民主自治，然而部分基层干部觉悟不高，在社会经济高速发展的现代社会中，经不起利益的诱惑，不正当使用手中的权力，走上腐败道路。基层干部的腐败现象已经严重影响我国政治、经济、社会的和谐发展。由于部分基层干部的腐败行为，基层群众由于享受不到政府实施的惠民政策，对党和政府的行政决策逐渐丧失信心，干群关系逐渐疏远，党和政府的社会影响力也会随之降低，同时也影响了政治稳定；一些基层干部私收贿赂，为不法企业大开方便之门，对前去进行正当项目审批的企业设置门槛，破坏市场的公平性原则，严重扰乱了市场秩序；基层干部的腐败拉开了他们与普通民众的贫富差距，一些人在眼红之余开始效仿，逐渐带坏一些地区的社会风气，造成不良影响。据调查，近些年来，基层干部腐败案件的发生有愈演愈烈的趋势，有针对性地对基层干部腐败的治理迫在眉睫。基层干部腐败问题的治理不可能一蹴而就，它关系到新农村建设，关系到和谐社会的健康发展，因此治理基层干部腐败的工作需要常抓不懈，同时也需要社会多方面配合，从预防到惩戒完整结合，优化治理力量配置，达到治理基层干部腐败的最优目标。笔者使用通过查阅资料所得来的信息结合实地走访的情况对基层干部腐败的危害、产生的原因、治理的措施进行了分析研究。论文的正文分为五个部分，即：第一部分是有关基层干部存在的腐败现象：本章对基层干部中出现的腐败现象进行了分类，详细介绍了我国基层干部腐败的现状以及由腐败产生的危害，并通过对多个腐败案件的分析归纳出其产生的特点，从政治、经济、社会等多方面说明了腐败的危害以及治理腐败的重大意义。第二部分是问题的分析部分：本章阐述了对现阶段我国基层干部腐败的原因分析。主要有三个方面原因：第一，基层干部自身存在的问题和人性固有的缺陷；第二，社会发展中封建旧思想和当今社会环境对基层干部的影响；第三，现行政治体制不完善的原因。本章为下面提出的治理基层干部腐败问题的建议对策作了铺垫。①第六次人口普查报告II第三部分是国外反腐败经验的借鉴部分：本章主要介绍了国外反腐败的成功经验。对于国外反腐败的经验，应当根据我国的具体国情，有选择地进行借鉴。通过了解和借鉴其他国家治理腐败的成功经验，对于我国制定反腐败的政策和策略是大有裨益的。第四部分是对策的提出部分：该部分通过对我国基层干部腐败原因的分析，针对我国基层干部腐败的情况提出了相应的对策。旨在通过这些建议和对策能够对基层腐败问题起到预防和控制作用。最后是结论部分：结论部分对全文进行了总结，并强调要因地制宜完善治理基层干部腐败的惩防体系。关键词:基层干部,腐败,治理IIIABSTRACTOurcountry’spopulationbaselarge,villagepopulationaccountedfornationalpopulationof50.32%,thereforemyGovernmentisattentionthreeagriculturalproblem,villagepopulationofhugemakeourcountryhasmoreofgrass-rootscadres,Governmenttoeasyonvillagepopulationformanagement,introducedsuitmeasurestolocalconditions,anddemocraticmanagementofmanagementway,onTownshipgovernmentdecentralizationpower,invillageorganizationinthetakevillagersdemocraticautonomy,howeverpartgrass-rootscadresawarenessnothigh,insocialeconomichigh-speeddevelopmentofmodernsocialinthe,standinterestsoftemptation,Improperuseofpower,ontheroadtocorruption.Grass-rootcadresandcorruptionhasseriouslyaffectedtheharmoniousdevelopmentofChina'spolitical,economic,social.Assomeofthegrassrootscadres'corruption,Huimincommittedgrassrootsbecauseaccesstogovernmentpolicies,administrativedecisionsgraduallylostconfidenceinthepartyandGovernment,graduallyalienatedmasses,thesocialinfluenceofthepartyandtheGovernmentalsoreduced,butalsoaffectthepoliticalstability;Somegrass-rootscadreofprivatecollectingbribes,openingthedoorforillegalenterprises,Enterprisesetsthethresholdforprojectapproval,underminingthefairnessofmarketprinciples,seriouslydisruptedthemarketorder;Corruptionbegantheirgrass-rootscadresandordinarypeopleofgap,inadditiontoenvysomepeoplestarttofollow,progressivelybadinsomepartsofsociety,resultinginadverseeffects.Accordingtothesurvey,inrecentyears,casesofcorruption,thereisagrowingtrendofgrass-rootscadres,targetedgovernanceofgrass-rootscadres'corruptionisimminent.Grass-rootscadres'corruptionofgovernancecannotbeachievedovernight,itrelatestotheconstructionofnewcountryside,relatedtothehealthydevelopmentofaharmonioussocietyandgovernanceworkofgrass-rootscadres'corruptionneedtobeunremitting,butalsomanydifferentareasofsociety,frompreventiontodisciplineintegrated,optimizetheallocationofpowersofgovernance,achievetheoptimalgoalofharnessinggrass-rootscadres'corruption.Authorusesinformationobtainedthroughaccesstoinformationbyfieldvisitstograss-rootscadres'corruptioncausesofhazards,analysis,governancemeasures.Themainstructureofthethesisisdividedintofiveparts,namely:PartIisaboutgrass-rootscadresexistsofcorruptionphenomenon(firstchapter):chapterongrass-rootsIVcadresintheappearedofcorruptionphenomenonforhasclassification,detaileddescribeshasmygrass-rootscadrescorruptionofstatusandbycorruptionproducedofagainst,andthroughonmultiplecorruptioncasesofanalysisantibodyoutitsproducedoffeatures,frompolitical,andeconomic,andsocial,multifaceteddescriptionhascorruptionofagainstandgovernancecorruptionofmajormeaning.Secondpartistheanalysisofthesection(chapter):thischapterelaboratesonthecurrentstageofChina'sgrass-rootcauseanalysisofcadres'corruption.Therearethreemainreasons:first,problemsofgrass-rootscadresthemselvesandinherentdefectsofhumannature;Second,thefeudaloldideasinthesocialdevelopmentandenvironmentontheeffectsofgrass-rootscadresinsocietytoday;Third,thecausesofthecurrentpoliticalsystemisnotperfect.Grass-rootscadres'corruptionofgovernanceissuesraisedinthischapter,thefollowingstagetotherecommendedcountermeasures.Thirdpartisforeignanti-corruptionexperienceofthereferencesection(chapter):thischapterintroducesthesuccessesagainstcorruptionabroad.Foreignanti-corruptionexperienceshouldbebasedonthespecificconditionsofourcountry,selectivereference.Byunderstandingandsuccessfulexperienceofothercountriesfightcorruption,developanti-corruptionpoliciesandstrategiesarehelpful.PartIVispartoftheresponse(thefourthchapter):thispartthroughtheanalysisofChina'sgrass-rootcadresandcorruptioncause,againstmycountrymadethecorrespondingcountermeasuresofgrass-rootscadres'corruption.Throughtheserecommendationsandresponsestograss-rootscorruptionpreventionandcontrol.Finallyconcludingpart:concludingsectionsummarizesthefulltext,andemphasisonlocalconditionsimprovegovernan
