(公共管理硕士)黑龙江省党政干部竞争上岗的机制研究ASTUDYOFCOMPETITIVEMECHANISMINPOSTASSIGNMENTFORLEADERSHIPSOFTHEPARTYANDGOVENMENT2007年12月国内图书分类号:D693.63国际图书分类号:35.082.4公共管理硕士学位论文黑龙江省党政干部竞争上岗的机制研究硕士研究生:张海峰导师:米加宁教授申请学位:公共管理硕士学科、专业:公共管理所在单位:省委办公厅答辩日期:2007年12月授予学位单位:哈尔滨工业大学ClassifiedIndex:D693.63U.D.C:35.082.4ADissertationforMaster’sDegreeinPublicAdministrationOPTIMIZATIONOFCOMPETITIVEMECHANISMINPOSTASSIGNMENTFORLEADERSHIPSOFTHEPARTYANDGOVENMENTCandidate:ZhanghaifengSupervisor:MijianingAcademicDegreeAppliedfor:MasterofPublicAdministrationSpecialty:PublicAdministrationAffiliation:PersonnelDepartment,GeneralOfficeofCommitteeofHeilongjiangProvinceDateofDefense:Dec.13th,2007Degree-conferringUniversity:HarbinInstituteofTechnology哈尔滨工业大学公共管理硕士学位论文摘要本文重点对黑龙江省党政干部竞争上岗选拔任用制度(以下简称竞争上岗)的发展过程、内容特点、理论运用和实践操作等问题进行了分析研究。在论述中,从国内党政领导干部选拔任用制度的总体发展演变切入,引出竞争上岗的实践发展过程,同时分析国内外公务员现有晋升制度现状,比较竞争上岗与其它选任方式的区别、联系之处,指出了竞争上岗制度的发展之路是历史的必然,符合社会主义市场经济发展的客观要求,是社会主义民主政治发展的本质要求,也是人才强国强省战略的重要举措,是我省今后干部选拔任用制度的发展方向,对于推进我省全面振兴,加快民主政治建设,特别是大力加强领导班子和干部队伍建设具有重要现实意义。本文运用了系统论方法,对我国党政领导干部选拔任用制度的历史演变以及竞争上岗的发展过程进行了从全局到部分的系统分析,对竞争上岗基本内容和操作程序进行具体阐述,描绘了现行竞争上岗的基本结构框架体系。运用了对比分析方法,对国内外现有选任、晋升制度进行了比较分析,让读者有横向和纵向的多方面认识。运用了理论联系实际方法,在对竞争上岗理论原理、坚持原则和运行模式的分析基础上,重点紧密联系黑龙江省省直机关竞争上岗工作实践,有针对性地提出了现存问题和对策建议。运用了案例分析方法,对省直某厅局正副处级竞争上岗工作进行了讲解和阐述,力求让本文做到理论与实践相结合。本文运用归纳、演绎方法,总结归纳各部门竞争上岗的经验,借鉴国内和国外竞争上岗和晋升职务成功作法,根据公共管理特别是人力资源开发管理理论演绎提出竞争上岗量化模式,对我省竞争上岗提出了有针对性建议。总之,竞争上岗是深化干部人事制度改革的一项具体而又有战略意义的举措,是建立适应社会主义市场经济要求的充满生机与活力的一种选人用人机制,是对干部选拔任用工作具有全局性影响、带有突破性意义的创新尝试。关键词黑龙江省;竞争上岗制度;机制研究--I哈尔滨工业大学公共管理硕士学位论文AbstractThispaperfocusesontheanalyticalstudyofsuchissuesastheprocessofdevelopment,thecontentsandfeatures,theoreticalapplicationandthepracticaloperation,etc.ofthecompetitivesystemofpostassignmentforleadershipsofthePartyandgovernmentinHeilongjiangProvince.TheanalysisstartswiththegeneraldevelopmentofpostassignmentforleadershipsofthePartyandgovernmentdomestically,whichhelpsintroducethepracticaldevelopment,moreover,goesforwardtothecurrentsituationsofthepresentpromotionsystemsforpublicservantshomeandabroad.Throughthesimilaritiesanddissimilaritiesbetweenthecompetitivesystemandothersystems,thepaperpointsoutthehistoricalnecessityfortheformer,theobjectivedemandwhichisinlinewiththeeconomicgrowthunderthesocialistmarket.Itisnotonlythebasicrequirementfortheconstructionofthesocialistdemocraticpolitics,butanimportantpolicyofthestrategyof“strengtheningourcountryandourprovincethroughtalents”.Asadevelopingtargetforourprovinceinpostassignmentforleaderships,itisofvitalpracticalimportancetopushthewholeprovinceinanall-aroundrevitalization,tostrengthenthebuildingofdemocracy,inparticular,toimprovetheleadingbodyandcontingentofcadres.AsystematicmethodisusedtoanalyzethehistoricalchangeandthedevelopingprocessofpostassignmentforleadershipsofthePartyandgovernmentinourcountryfromgeneraltospecific.Alsointhismethodfurtherdetailedexplanationisgiventothebasiccontentsandoperationprocedure,presentingthebasicframeworkofthepresentsystem.Ananalyticalcomparisonisappliedtothecurrentassignmentandpromotionsystemhomeandabroad,whichfamiliarizesreaderswithbothhorizontalandverticalunderstandingofit.Basedonthetheory,principlesandpatternsofcompetitivepostassignment,closelyintegratedwiththeworkingpracticeofdepartmentsdirectlyundertheHeilongjiangProvince,themethodoflinkingtheorywithpracticeisaimedatputtingforwardpurposiveproblemsandcorrespondingsuggestions.Thecasestudymethodisappliedtotheexplanationofthecompetitivepostassignmentfor--II哈尔滨工业大学公共管理硕士学位论文directoranddeputydirectorofacertainunitaffiliatedtothegovernment,whichalsoachieveslinkingtheorywithpractice.Themethodsofinductionanddeductionareusedinthispapertosummarizetheexperienceofdepartmentsinthecompetitivesysteminvolvingsomesuccessfulcasesofassignmentandpromotionhomeandabroad,andthequantitymodeonthebasisofthedeductionofthetheoryonthepublicadministrationparticularlyonthedevelopmentofhumanresources.Finally,somepurposivesuggestionsareraisedforthecompetitivesystemofourprovince.Inaword,competitivepatternofpostassignmentisaspecificandstrategicmovefordeepeningthereformofcadresandpersonnelsystem.Itisanactiveanddynamictypeofpersonnelsystemaimingtoadjusttothedemandsofsocialistmarketeconomy,anditisacreativeanddramaticattemptwhichhasanoveralleffectontheworkofpostassignmentforleaderships.Keywords:HeilongjiangProvince;competitivemechanism;competitivepatternofpostassignmen--III哈尔滨工业大学公共管理硕士学位论文目录摘要....................................................................................................................IABSTRACT.........................................................................................................II第一章绪论.........................................................................................................11.1研究的背景、对象、价值....................................11.1.1研究背景.............................................................................................11.1.2研究对象.............................................................................................21.1.3研究现状..................................
