isresponsibleforOrganizationtraining,andimplementation,andcheck;12,masterworkshopsannualeconomicindicatorsofimplementation,reportingtofinancialhealthonaregularbasis;13,isresponsibleforthedailyoversightintheallocationanduseoffunds;14,responsibleforallDepartmentstatistics,collecting,sorting,reportingofaccountingreports;15,thecompanyresponsibleforthesupervisionoftheTreasury,includingthethirdgradelibrary,alibraryofmaterials,productsforregularinventoryhandling,sampling,storagemonitoring,thepickingwork,andprovidetheinventoryreport,andmaketheappropriateaccountingtreatment;16,responsibleforwasteandrecycling,transportationandsettlement;17,isresponsibleforallproductsalesaccountingfunctions;18,responsibleforthecompany'srawmaterials,auxiliarymaterials,accountmanagement;19,isresponsiblefortheflowofcontrolofallassetsofthecompany,accordingtothechangesinaccountingtreatmentoffixedassetsandassetstothedepartmentsresponsibleforclearing,settlementandassetmonthlyreportsubmittedtotheassetmanagementsectionoftheFinanceDepartmentofthecompanyorganizedonacompany-widespecialinspectionofassetmanagement;20,accordingtothecompany'sbusinessactivities,monthlyprojectsinvolvedinthebusinessactivitiesofthecompany(includingexpenses,businessmanagement,costcontrol,cashflow,revenue,etc)financialanalysis,provideabasisfordecisionsforthecompany,thebusinessofthecompanyresponsibleformonitoring,forecastingandriskanalysis;21,responsibleforthesettlementoftransactionswiththeBank;22,is重庆市江北区国有工程建设项目招标代理机构库管理暂行办法第一章总则第一条为规范国有工程建设项目招标代理机构的执业行为,维护国有工程建设招标投标各方的合法权益,根据有关法律法规和《重庆市江北区公共资源交易管理暂行办法》、《重庆市江北区国有工程建设招标投标管理暂行办法》等规定,结合我区实际情况,制定本暂行办法。第二条本办法适用于本区国有工程建设项目(含建筑、水利、交通、市政、园林、信息、供水、供气、管线敷设、农业综合开发、土地整治等工程)招标投标活动中招标代理机构的选择。第三条遵循公开、公平、公正、择优的原则建立江北区招标代理机构库。第四条建立数量型招标代理机构库,甲级代理机构20家,乙级代理机构10至20家(中央投资项目除外)。第五条成立江北区国有工程建设项目招标代理机构入库资格评审小组(以下简称“评审小组”),由区公共资源交易管理委员会办公室(以下简称“区公管办”)任组长单位,区监察局、区发改委、区财政局、区审计局、区城乡建委和行业主管部门等为成员单位,负责审核预选江北区招标代理机构的资格和入库数量,区公管办负责江北区国有工程建设项目招标代理机构库(以下简称“代理机构库”)的建立及日常监督管理工作。第六条招标人选择代理机构,应当遵循公开、公平、公正的原则,从代理机构库中公开抽取。凡规模或限额符合进入区公共资源交易中心交易的项目未按规定选isresponsibleforOrganizationtraining,andimplementation,andcheck;12,masterworkshopsannualeconomicindicatorsofimplementation,reportingtofinancialhealthonaregularbasis;13,isresponsibleforthedailyoversightintheallocationanduseoffunds;14,responsibleforallDepartmentstatistics,collecting,sorting,reportingofaccountingreports;15,thecompanyresponsibleforthesupervisionoftheTreasury,includingthethirdgradelibrary,alibraryofmaterials,productsforregularinventoryhandling,sampling,storagemonitoring,thepickingwork,andprovidetheinventoryreport,andmaketheappropriateaccountingtreatment;16,responsibleforwasteandrecycling,transportationandsettlement;17,isresponsibleforallproductsalesaccountingfunctions;18,responsibleforthecompany'srawmaterials,auxiliarymaterials,accountmanagement;19,isresponsiblefortheflowofcontrolofallassetsofthecompany,accordingtothechangesinaccountingtreatmentoffixedassetsandassetstothedepartmentsresponsibleforclearing,settlementandassetmonthlyreportsubmittedtotheassetmanagementsectionoftheFinanceDepartmentofthecompanyorganizedonacompany-widespecialinspectionofassetmanagement;20,accordingtothecompany'sbusinessactivities,monthlyprojectsinvolvedinthebusinessactivitiesofthecompany(includingexpenses,businessmanagement,costcontrol,cashflow,revenue,etc)financialanalysis,provideabasisfordecisionsforthecompany,thebusinessofthecompanyresponsibleformonitoring,forecastingandriskanalysis;21,responsibleforthesettlementoftransactionswiththeBank;22,is2择招标代理机构的,区公共资源交易中心(以下简称“区交易中心”)不得为其提供场地、信息等服务,不得为其出具交易鉴证证明。区内国有投资项目需要进入市级交易场所交易的也须按本规定选择招标代理机构。第二章申请与入选第七条根据报名入库的招标代理机构的业绩及对区内相关业主单位服务质量情况进行比选,确定20家甲级和10至20家乙级代理机构入库。第八条申请进入代理机构库的本地代理机构须具备以下条件:(一)具备有效的甲级或乙级工程建设项目招标代理机构资格证书;(二)申请入库前二年内单位法定代表人或重庆市外驻渝分支机构负责人未因招标代理违法被追究刑事责任;(三)申请入库前一年内未因招标代理违法行为被区(县)级以上有关行政主管部门行政处罚;(四)未因严重违法违规,被有关部门禁止或限制承接政府投资工程业务;(五)未在企业信息登记和申报名录中弄虚作假、隐瞒真相;(六)未被区级及其以上行业主管部门记录不良行为;(七)申请入库前二年内在重庆市行政区域内每年承担过10项以上(含10项)国有工程建设公开招标项目的招标代理业务;且甲级中标工程金额累计在10亿元人民币以上,乙级中标金额累计在5亿元人民币以上。第九条申请进入代理机构库的外地代理机构除满足第八条前六项外还须具备以下条件:isresponsibleforOrganizationtraining,andimplementation,andcheck;12,masterworkshopsannualeconomicindicatorsofimplementation,reportingtofinancialhealthonaregularbasis;13,isresponsibleforthedailyoversightintheallocationanduseoffunds;14,responsibleforallDepartmentstatistics,collecting,sorting,reportingofaccountingreports;15,thecompanyresponsibleforthesupervisionoftheTreasury,includingthethirdgradelibrary,alibraryofmaterials,productsforregularinventoryhandling,sampling,storagemonitoring,thepickingwork,andprovidetheinventoryreport,andmaketheappropriateaccountingtreatment;16,responsibleforwasteandrecycling,transportationandsettlement;17,isresponsibleforallproductsalesaccountingfunctions;18,responsibleforthecompany'srawmaterials,auxiliarymaterials,accountmanagement;19,isresponsiblefortheflowofcontrolofallassetsofthecompany,accordingtothechangesinaccountingtreatmentoffixedassetsandassetstothedepartmentsresponsibleforclearing,settlementandassetmonthlyreportsubmittedtotheass
