LOWPRESSUREFLARESYSTEMNOTE:ThisisforTrainingonly,andisnotintendedtobeusedasastepbystepprocedure.PO/MTBELOWPRESSUREFLARESYSTEMLOWPRESSUREFLARESYSTEMPURPOSEThepurposeoftheflaresystemistoprovidealocationtosafelyeliminatehydrocarbonvaporsbyburningthesevaporsattheflaretips.Someofthesevaporsareintentionallyventedtotheflaretocontrolthepressureonavessel,whileothervaporsoriginatefrompressurereliefvalve(PRV)releaseswhenthepressureinthatvesselexceedsthepressuresettingonthatparticularPRV.Thelowpressureflaresystemreceivesventfromvesselsandequipmenttoonumeroustolist,refertoP&ID’Swhilereviewingthefollowinginformation.ThelowpressureflaresystemventsintotheLowPressureFlareKnockoutDrum.Heavies(hydrocarbondistillateandcondensate)accumulateinthisdrumandareremovedfromthevaporbeforethevaporcontinuestoLPFlareSystem.NOTE:ThisisforTrainingonly,andisnotintendedtobeusedasastepbystepprocedure.PO/MTBETheliquidispumpedviaLPFlareKOPumpstotheProcessFuelCoolerandeventuallyOSBL.TheoutletvaporfromtheInPlantLowPressureFlareKnockoutDrumpressurestoLPFlare.TheseoperatinginstructionareprimarilyfortheISBLportionoftheLowPressureFlareSystem.ThisoperatingguidelineshouldbeusedinconjunctionwithlowpressureflareoperatingproceduresfortheOSBLportionofthesystem.LOWPRESSUREFLARESYSTEMINITIALSTARTUPGUIDELINEThepurposeofthisprocedureistopreparetheLowPressureFlareSystemforinitialstartuptoreceiveflaregasfromthePlantandequipment.CONDITIONSThisprocedureisperformedunderthefollowingconditions:•AtthedirectionofOperatingSupervisionand/orEngineeringinconsultationwithtechnicalsupport.LOWPRESSUREFLARESYSTEMNOTE:ThisisforTrainingonly,andisnotintendedtobeusedasastepbystepprocedure.PO/MTBE•Normalblowdownandmolyblowdownhavebeenpurgedwithnitrogenandareair/oxygenfree•Allcolumnandassociatedequipmentworkiscompleted.•ReturningequipmenttoservicefollowingT&Iorcompletionofconstruction.•Nitrogenpurgingflareheaderandflarelinestodisplaceoxygenorairthatmayhaveenteredsystem.•Flaresystemmustbereturnedtoservicebeforeequipmentisreturnedtoserviceandhydrocarbonsareintroducedintosystems.•Flarelinefromutilitiesareaisoxygen-free.LOWPRESSUREFLARESYSTEMNOTE:ThisisforTrainingonly,andisnotintendedtobeusedasastepbystepprocedure.PO/MTBEGuidelineEnsurethefollowingitemsarecompleted:•allpumpsuctionanddischargevalvesareopen.•allcontrolvalvesarelinedupwithclosedcontrolvalves.•allcontrolvalvebypassesareclosed.•theinstrumentation/analyzershavebeenconnectedandreadyforservice.•allinsulationisinplaceforpersonalprotection.•allcontrolvalveshavebeenverifiedforproperoperation.•allisolationblindshavebeenturnedtotheproperoperatingpositionaspertheVisualInspectionBlindRemovalProcedure.•allutilityconnectionshavebeenturnedawayfromthevessels,blockedinonthevesselandblinded.LOWPRESSUREFLARESYSTEMNOTE:ThisisforTrainingonly,andisnotintendedtobeusedasastepbystepprocedure.PO/MTBE•theflaresystemequipmenthasbeenpurgedofoxygenaspertheOxygenRemovalofProcessEquipmentprocedure.•theequipmenthasbeenpressuretestedaspertheTightnessTestingofProcessEquipmentprocedure.•ensureallPRVsareproperlylinedupwiththePRVbypassesclosed.•ensureallheattracingisplacedbackinservice.•lineupallsightglassesforproperoperation.•OpenbypassvalvesaroundFO’sinnitrogenpurgelinestotheLPFlareheaderandobtainaslightaudiblepurgeofnitrogenthroughtheflareheader.•Purgeallequipmentlateralsthatventintoblocks1,2,3,4&5lowpressureflareheaderswithanaudibleflowofnitrogenfor1hour.LOWPRESSUREFLARESYSTEMNOTE:ThisisforTrainingonly,andisnotintendedtobeusedasastepbystepprocedure.PO/MTBE•PrepareLPFlaresystemforoperationbasedonvendorinstructions.•Verifyallpilotsareburningbeforeproceedingwiththisprocedure.Ifthepilotsarenotlit,thenfollowthepilotlightingprocedureprovidedbyequipmentvendor.•VerifynitrogenislinedupforpurgingthesystemfortheLPFlarelateral.•SetnitrogenflowsforpurgingLPFlarelateral.•LightLPFlarelateralburnerspervendorsinstructions.•OperateLPFlareaspervendorsinstructions.•ShutdownLPFlareaspervendorsinstructions.LOWPRESSUREFLARESYSTEM
