UNCLASSIFIEDEXHIBITR-2,RDT&EBudgetItemJustificationDATE:May2009APPROPRIATION/BUDGETACTIVITYR-1ITEMNOMENCLATURERESEARCHDEVELOPMENTTEST&EVALUATION,NAVY/BA-50604280NJOINTTACTICALRADIOSYSTEMS(JTRS)COST($inMillions)FY2008FY2009FY2010FY2011FY2012FY2013FY2014FY2015TotalCost830.791845.057876.3743020MultifunctionalInformationDistributionSystem(MIDS)JTRS79.69627.26512.6583073Airborne/Maritime/FixedStation(AMF)JTRS96.128203.012325.017262.848195.776203.5623075Handheld/Manpack/SmallFormFit(HMS)JTRS150.586164.190133.0143076JTRSNetworkEnterpriseDomain(JNED)241.533241.351202.1239999DigitalModularRadio(DMR)0.0001.9950.0009999ArmyTacticalRadiosforFCS0.00011.4680.000ExhibitR-2,RDTENBudgetItemJustification3074GroundMobileRadio(GMR)JTRSInFY07-FY09,ProgramElement(PE)0604280NrepresentsthetotalJTRSRDT&EBudget(includesMultifunctionalInformationDistributionSystem(MIDS)JTRS,Airborne/Maritime/FixedStation(AMF)JTRS,GroundMobileRadio(GMR)JTRS,Handheld/Manpack/SmallFormFit(HMS)JTRS,andJTRSNetworkEnterpriseDomain(JNED).InFY10-FY13,ProgramElement(PE)0604280NrepresentstheNavyshare(1/3)ofthefundingassociatedwithallJTRSDevelopmentProjects.JTRSCommonDevelopmentincludesfundingfor:MIDSJTRS,AMFJTRS,GMRJTRS,HMSJTRSandJNED.AspartoftheJTRSjointprogrambudgetstrategy,eachMilitaryDepartment(MILDEP)budgetsforone-thirdofthetotalprogram.ThusinFY10-13one-thirdofJTRSCommonDevelopmenisrepresentedinthisPE,one-thirdisrepresentedinArmyPE0604280Aandone-thirdinAirForcePE0604280F.InFebruary2005UnderSecretaryofDefenseforAcquisition,TechnologyandLogistics(USDAT&L)issuedaJTRSAcquisitionDecisionMemorandum(ADM)directingtherealignmentofthecurrentacquisitionmanagementstructureforallJTRSprogramsundertheauthorityofasingleJTRSJointProgramExecutiveOfficer(JPEO).InNovember2005,theDefenseAcquisitionExecutive(DAE)andSeniorJTRSLeadershipselectedare-planoptionwhichrestructuredJTRStoemphasizecostandscheduleperformancewhileexecutingamoderatetechnicalriskplan.ThenewJTRSdevelopmentandacquisitionstrategywasformalizedandapprovedinaMarch31st,2006ADMsignedbyUSDAT&L.(U)A.MISSIONDESCRIPTIONANDBUDGETITEMJUSTIFICATION:(AMF)AMFJTRSisintendedtosupportcommunicationsreadinessandmissionsuccess,inthe2MegaHertz(MHz)to2GigaHertz(GHz)operatingfrequencyrange,byprovidingmilitarycommanderswiththeabilitytocommand,controlandcommunicatewiththeirforcesviasecurevoice/video/datamediaforms.AMFJTRSwillprovidetheWarfighterwithamodernizedcommunicationscapabilityformoreeffectivebattlefieldmanagementandinteroperability.AMFJTRSisakeyenablerforthetransformationofairbornecommunicationstowardnetwork-centricoperations.AMFJTRSisdesignedtoperformasareliableanddynamicfamilyofadvancedcommunicationssystems.Asaresult,AMFJTRSwillbeahardware-configurableandsoftware-programmableradiosystemthatprovidesincreasedinteroperability,flexibilityandadaptabilitytosupportvariedmissionrequirements.Thesystemismulti-functional,multi-band,multi-mode,networkcapableandcapableofprovidingcommunicationsthrougharangeoflowprobabilityofintercept,lowprobabilityofdetectionandanti-jamwaveforms.AMFJTRSwilloperatewithlegacyequipmentandwaveformscurrentlyusedbycivilianandmilitaryairborne,surface,subsurface,andfixedstationplatforms.AMFJTRSisintendedtoreplaceexistinglegacyradiosystems,whicharecurrentlyfacinglong-termsustainmentissuesanddiminishingsourcesofmaterialsupport.AMFJTRScapabilitieswillbedevelopedinanincrementalapproach,witheachincrementbuildingonthetechnologicalachievementsofitspredecessor,whileprovidingexpandedcapabilities.(MIDS)MIDS-LVTisajam-resistant,secure,digital(voiceanddata)informationdistributionsystem,enablingrapidintegratedcommunications,navigationandidentificationfortacticalandcommandandcontroloperations.ThetechnicalobjectiveoftheMIDSJTRSprogramistotransformthecurrentMIDS-LVTintoafour-channel,SoftwareCommunicationsArchitecture(SCA)compliantJTRS,whilemaintainingcurrentLink-16andtacticalairnavigatiosystem(TACAN)functionality.MIDSJTRSisdesignedtobeplug-and-playinterchangeableforU.S.NavyandU.S.AirForceplatformsthatuseMIDS-LVT,whileaccommodatingfuturetechnologiesandcapabilities.ImprovementssuchasLink-16enhancedthroughput,Link-16frequencyre-mapping,andprogrammablecryptowillalsoberealizedintheMIDSJTRSdesign.InadditiontotheLink-16andTACANfunctionality,theMIDSJTRSCoreterminalincludesthree2MHzto2GHzprogrammablechannelsthatallowthewarfightertousemultiplewaveformscurrentlyindevelopmentwiththeJTRSNetworkEnterpriseDomain(JNED).TotalCoreterminalprogramrequirementsinclude:Terminaldevelopment,F/A-18Level0integration,softwarehosting(OperatingEnvironment/Waveforms)andproductiontransition.TheTacticalTargetingNetworkTechnologyJTRSPlatformCapabilityPackage(TTNTJPCP)involvesintegrationofanadvancedlowlatency,highbandwidth,internetprotocol-capablewaveformthatmeetsTimeSensitiveTargetingNetworkingTechnologyrequirements.TTNTJPCPprogramrequirementsincludehardwareandsoftwarechanges,terminaldevelopment,qualification,andproductiontransition.TheTTNTJPCPistheintegrationoftheTTNTwaveformasthespecificimplementationoftheJointAirborneNetworking-TacticalEdge(JAN-TE)waveform.InF
