STANDARD3.3.1FOODSAFETYPROGRAMSFORFOODSERVICETOVULNERABLEPERSONS(Australiaonly)PurposeandcommentaryThisStandardrequiresfoodbusinessesthatprocessfoodforservicetovulnerablepersonstoimplementadocumentedandauditedfoodsafetyprogram.Foodbusinessesthatprocessorservepotentiallyhazardousfoodforhospitalpatients,agedcarerecipients,childreninchildcarecentresandvulnerablepeoplereceivingotherserviceswillgenerallyfallwithintherequirementsofthisStandard,providedthefoodisintendedforsixormorevulnerablepersons.ThisStandardalsoappliestodeliveredmealsorganisationsthatprocesspotentiallyhazardousmealsintendedforsixormorevulnerablepersons.TableofProvisions1Application2Interpretation3FoodsafetyprogramsClauses1Application(1)ThisStandardappliestofoodbusinessesthatengageinoneoftheactivitieslistedanddescribedintheTabletothissubclause.Tabletosubclause1(1)Activity1ProcessorservepotentiallyhazardousfoodwithinafacilitylistedanddefinedintheScheduletosixormorevulnerablepersonsatanygiventimeActivity2TheprincipalactivityisprocessingfoodintoreadytoeatfoodforserviceinafacilitylistedanddefinedintheScheduleandtheprocessedfood–(a)isforservicetosixormorevulnerablepersonsatanygiventime;and(b)includesreadytoeatpotentiallyhazardousfood.Activity3Theprincipalactivityisprocessingfoodintoreadytoeatfoodfordeliverybyadeliveredmealorganisationandtheprocessedfood–(a)isforservicetosixormorevulnerablepersonsatanygiventime;and(b)includesreadytoeatpotentiallyhazardousfood.FederalRegisterofLegislativeInstrumentsF2012L00290Editorialnote:‘Process’inrelationtofoodisdefinedinStandard3.2.2asanactivityconductedtopreparefoodforsaleincludingchopping,cooking,drying,fermenting,heating,pasteurising,thawingandwashing,oracombinationoftheseactivities.AnumberofthedefinitionsofthefacilitieslistedintheScheduleareadaptedfromtheNationalHealthDataDictionary,version12.ThisDictionarycontainscoredefinitionsendorsedbytheAustralianHealthMinistersAdvisoryCouncilastheauthoritativesourceofnationalstandarddefinitionsforuseinclinicalcaredelivery.(2)ThisStandardalsoappliestodeliveredmealsorganisationsthat–(a)arefoodbusinesses;and(b)processfoodforservicetosixormorevulnerablepersonsatanygiventime,andthefoodservedisreadytoeatfoodwhichincludesreadytoeatpotentiallyhazardousfood.Editorialnote:‘Potentiallyhazardousfood’isdefinedinStandard3.2.2asfoodthathastobekeptatcertaintemperaturestominimisethegrowthofanypathogenicmicro-organismsthatmaybepresentinthefoodortopreventtheformationoftoxinsinthefood.(3)ThisStandarddoesnotapplyto–(a)foodbusinessesthatonlyservemilkorsoymilkas,orin,abeverage;or(b)deliveredmealsorganisationsthatonlydeliverfood.(4)Subclause1(2)ofStandard1.1.1doesnotapplytothisStandard.2Interpretation(1)Unlessthecontraryintentionappears,thedefinitionsinParts3.1and3.2ofthisCodeapplyinthisStandard.(2)InthisStandard–milkincludesflavouredandmodifiedmilk.readytoeatinrelationtofoodmeansfoodthatisreadyforconsumption,butincludesfoodthatmaybere-heated,portionedorgarnishedorfoodthatundergoessimilarfinishingpriortoservice.vulnerablepersonmeansapersonwhoisincareinafacilitylistedintheScheduleoraclientofadeliveredmealsorganisation.3Foodsafetyprograms(1)AfoodbusinesstowhichthisStandardappliesmustcomplywithStandard3.2.1FederalRegisterofLegislativeInstrumentsF2012L00290(2)Clause6ofStandard3.2.1appliestoafoodbusinesstowhichthisStandardapplies.SCHEDULEColumn1Column2FacilityDefinitionAcutecarehospitalsEstablishmentswhichprovideatleastminimalmedical,surgicalorobstetricservicesforinpatienttreatmentorcare,andwhichprovideround-the-clockcomprehensivequalifiednursingservicesaswellasothernecessaryprofessionalservices.Mostpatientshaveacuteconditionsortemporaryailmentsandtheaveragestayperadmissionisrelativelyshort.Acutecarehospitalsinclude:(a)Hospitalsspecialisingindental,ophthalmicaidsandotherspecialisedmedicalorsurgicalcare;(b)Publicacutecarehospitals;(c)Privateacutecarehospitals;(d)Veterans’Affairshospitals.PsychiatrichospitalsEstablishmentsdevotedprimarilytothetreatmentandcareofinpatientswithpsychiatric,mentalorbehaviouraldisordersincludingany:(a)Publicpsychiatrichospital;(b)Privatepsychiatrichospital.NursinghomesfortheagedEstablishmentswhichprovidelong-termcareinvolvingregularbasicnursingcaretoagedpersonsandincludingany:(a)Privatecharitablenursinghomefortheaged;(b)Privateprofitnursinghomefortheaged;(c)Governmentnursinghomefortheaged.HospicesFreestandingestablishmentsprovidingpalliativecaretoterminallyillpatients,includingany:(a)Publichospice;(b)Privatehospice.FederalRegisterofLegislativeInstrumentsF2012L00290SCHEDULE(continued)Column1Column2FacilityDefinitionSamedayestablishmentsforchemotherapyandrenaldialysisservicesIncludingboththetraditionaldaycentre/hospitalthatprovideschemotherapyand/orrenaldialysisservicesandalsofreestandingdaysurgerycentresthatprovidechemotherapyand/orrenaldialysisservicesincludingany:(a)Publicdaycentre/hospital(b)Publicfreestandingdaysurgerycentre(c)Privatedaycentre/hospital(d)Privatefreestandingdaysurgerycentrethatprovidesthoseservices.Daycentres/hospitalsareestablishmentsprovidingacourseofac
